Coverage for living organ donors. Law enforcement data. Requires, on or before July 1, 2026, the state police department (department), in consultation with the office of technology and the department of homeland security, to develop and implement the Indiana law enforcement data sharing program (program). Requires the department to establish rules for: (1) protocols regarding access to information and information accessible by a law enforcement agency; (2) safeguards to protect the integrity of the program; (3) confidentiality and data privacy requirements; (4) timely data submission and reporting requirements; and (5) compliance standards. Requires Indiana law enforcement agencies to provide data in a timely manner in accordance with rules established by the department. Makes annual appropriations to the department to develop and implement the program.

Health care debt and costs. Requires hospitals to do the following: (1) Offer the person who has received health services the opportunity to pay the charges through a payment plan that satisfies certain requirements. (2) Develop a written notice about a charity care program operated by the hospital, provide the notice to patients, and post the notice. (3) Include certain information concerning financial assistance on a billing statement. (4) Requires a hospital that reports an annual gross patient revenue of at least $20,000,000 to provide written notice and information to a person who has requested an eligibility determination concerning a payment plan or charity care. Provides that the unpaid earnings of a consumer who meets specified income eligibility requirements may not be attached by garnishment in satisfaction of: (1) any amount of health care debt owed or alleged to be owed by the consumer; or (2) any amount of the judgment that represents health care debt determined to be owed by the consumer. Provides that: (1) any amount of health care debt owed or alleged to be owed by a consumer; or (2) in an action against a consumer in which a judgment has been entered, any amount of the judgment that represents health care debt determined to be owed by the consumer; does not constitute a lien against the consumer's principal residence for a consumer that meets specified income requirements. Provides that in any action filed in Indiana for the recovery of health care debt owed or alleged to be owed by a consumer, the principal residence of the consumer is not liable to judgment or attachment or to be sold on execution against the consumer.

Required disclosures and access of foreign media. Requires certain media entities operating in Indiana to disclose: (1) foreign ownership; (2) foreign funding; and (3) the use of foreign sourced or influenced content. Authorizes the secretary of state to impose a civil penalty of not more than $50,000 for a knowing or intentional violation of the disclosure requirements. Provides that the secretary of state shall publish a list of Indiana media entities that have complied with certain requirements. Requires certain media entities to obtain special accreditation from the department of administration to attend state media events, and allows the department of administration to revoke the special accreditation under certain circumstances.

Chronic absenteeism. Requires the department of education (department) to: (1) study and make recommendations concerning the categorization of student absences; (2) create a list of best practices to reduce student discipline related to student absenteeism and the number of chronically absent students; (3) develop guidelines and requirements for certain intervention strategies and school attendance improvement plans; (4) submit a report concerning attendance to the legislative council; and (5) develop attendance improvement targets for certain schools. Requires a school to implement an early warning system and assemble a school based team to monitor the system. Provides the duties and obligations of a school attendance coordinator and a child study team. Requires the governing authority of a school to adopt an attendance policy and develop an attendance improvement plan aligned with department guidelines and requirements. Requires a school to collect and document certain information concerning absences.

Choice scholarships. Specifies certain conditions applying to the state board of accounts audit of a choice scholarship school. Requires a school that enrolls choice scholarship students to hold at least one public meeting each semester concerning the receipt and expenditure of choice scholarship funds. Provides that public comment must be allowed at the meeting. Specifies annual reporting requirements for schools that enroll choice scholarship students.

Traffic management. Prohibits, in a city with a population of at least 50,000, a governmental entity or private contractor from engaging in a project that would result in the permanent restriction or reduction of one or more travel lanes within the city as the result of the project. Provides that if a governmental entity or private contractor violates the prohibition, the state comptroller shall withhold 10% of the total amount of the distribution from the local road and street account that would have otherwise been distributed to the city during the calendar year following the calendar year in which the travel lanes became restricted or reduced. Provides that any distribution amount withheld by the state comptroller reverts to the state general fund. Exempts existing rapid transit lines from, and lists other exceptions to, the prohibition. Prohibits the installation, use, or placement of ramp metering devices on Indiana streets or highways. Provides that neither a local authority nor the Indiana department of transportation may implement variable speed limits or use electronic variable speed limit signs.

Criminal procedures. Increases the penalty levels of crimes related to fentanyl. Provides that a court shall consider requiring certain persons charged with a crime of domestic violence to wear a monitoring device as a condition of bail. Requires that a bail hearing for a violent arrestee or a repeat violent arrestee be held in open court and provides that before releasing a violent arrestee or a repeat violent arrestee on bail the court must review the probable cause affidavit or arrest warrant and impose money bail payable by surety bond or cash deposit. Provides that in accordance with IC 27-10-2-4.5(g)(2), a charitable bail organization may not pay money bail on behalf of a violent arrestee or a repeat violent arrestee. Makes conforming changes.
