An Act To Provide That Whenever The State Receives Any Federal Funds That Are Required Or Authorized To Be Used For A Particular Program Or Purpose As Specified In Federal Law Or Regulations, The Governor Or State Agency Executive Director Having Control Of The Funds Shall Not Return Any Of Those Funds To The Federal Government As Long As There Is Still A Demonstrable Need For Those Funds In The Program Or For The Purpose For Which The Funds Were Provided, Unless Federal Government Requires The State To Return The Funds; To Provide That If The Governor Or State Agency Executive Director Having Control Of The Funds Determines That The Program Or Purpose For Which The Funds Were Provided Could Be Better Administered By Nonprofit Entities Or Other Nongovernmental Entities Than By The State, The Funds May Be Transferred To Such Entities To Administer The Program Or Purpose For Which The Funds Were Provided, If Allowed By Federal Law And Regulations And Only In Accordance With The Federal Law And Regulations; And For Related Purposes.

An Act To Create The Mississippi On-farm Sales And Food Freedom Act; To Define Certain Terms; To Prohibit Any County, Municipality Or Other Political Subdivision Of This State From Regulating Certain Practices Involved In The Production Of Agricultural Or Farm Products On Any Private Property; To Prohibit Any County, Municipality Or Other Political Subdivision From Restricting The Retail Sale Or Distribution Of Unprocessed Agricultural Or Farm Products Grown Or Raised In This State Directly From The Producer To The Consumer; To Prohibit Any County, Municipality Or Other Political Subdivision From Requiring Any Permit For The Growing Or Raising Of Agricultural Products On Certain Properties When Those Products Are Used For Noncommercial Purposes; To Clarify That This Act May Not Be Construed To Give Individual Rights That Supersede Any Local Zoning Ordinance Or Nuisance Law; To Require Agricultural Or Farm Products Sold Under This Act To Be Clearly Marked And Labeled With A "buyers Beware" Label Outlining The Inherent Risk Associated With Consuming Unprocessed Products; To Amend Section 75-31-65, Mississippi Code Of 1972, To Revise The Provisions Relating To The Incidental Sales Of Raw Goat Milk Or Raw Milk Products To Include Milk Produced From Cows; To Amend Section 69-3-11, Mississippi Code Of 1972, In Conformity To The Preceding Provisions; And For Related Purposes.

An Act To Amend Section 27-19-63, Mississippi Code Of 1972, To Provide That If The Owner Or Operator Of A Purchased Vehicle Acquired The Vehicle From A Dealer And As Part Of The Transaction Of Purchasing The Vehicle Traded In A Vehicle To The Dealer, The Person May Retain The License Plate Removed From The Traded Vehicle And Use The License Plate On The Vehicle Purchased And Registered If The License Plate Is Of The Same Series As That Of A New License Plate Required For The Vehicle That Is Purchased And To Be Registered, The License Plate Is Authorized For Use On The Type Of Vehicle Purchased And To Be Registered And The County In Which The License Plate Was Issued Is The Same As The County In Which The Purchased Vehicle Is To Be Registered; An Act To Amend Section 27-19-141, Mississippi Code Of 1972, To Provide That If A Person, Other Than A Dealer Or Agent, Sells Or Transfers A Vehicle To Another Person, In Lieu Of Surrendering The License Plate, The Person May Retain And Use The License Plate On Another Vehicle That Is To Be Registered By Such Person For The First Time If The License Plate Is Of The Same Series As That Of A New License Plate Required For Such Vehicle That Is To Be Registered, The License Plate Removed From The Vehicle Is Authorized For Use On The Type Of Vehicle To Be Registered And The County In Which The License Plate Was Issued Is The Same As The County In Which The Vehicle Is To Be Registered; And For Related Purposes.
