Modifies direction to department regarding home studies and placement reports to provide that current caretaker in specified circumstances is considered to have priority as guardian, potential placement resource or prospective adoptive parent], if adoption is disrupted, consider any relative or current caretaker who was not initially selected as prospective adoptive parent as adoptive resource. Prohibits department from moving child or ward to prevent person from establishing current caretaker relationship or caregiver relationship with child or ward. Declares child support arrears owed to State of Oregon are deemed satisfied upon termination of parental rights. Permits court to deem satisfied child support arrears owed to State of Oregon by parent. Modifies factors of failure or neglect for purposes of termination of parental rights proceedings to remove failure to pay for care and maintenance of child or ward in substitute care. Declares emergency, effective on passage.

Establishes Energy Efficient Technologies Information and Training Fund and continuously appropriates moneys in fund to department for purposes of Act. Requires Department of Consumer and Business Services to study how to build resiliency and efficiency into buildings. Directs department to submit findings to interim committees of Legislative Assembly related to environment not later than September 15, 2024.] Requires State Department of Energy in consultation with Department of Consumer and Business Services to specify energy performance standard for covered commercial buildings that seeks to maximize reductions in greenhouse gas emissions, includes energy use intensity targets that apply to specific types of buildings and that provides for methods to achieve conditional compliance. Permits municipality to adopt energy performance standard and greenhouse gas emission reduction standards that are more stringent or have broader application than department's standard or targets. Requires eligible building owners to report to department concerning compliance with energy performance standard. Specifies required contents of reports. Requires department to provide support program with information, training, technical assistance and telephone and electronic mail support for meeting energy use intensity targets. Specifies dates by which eligible building owners must comply with energy performance standard. Permits department to impose civil penalty for failure to comply. Directs department to establish requirement and standard under which specified eligible building owners must provide data that would allow department to set benchmark for energy use in and greenhouse gas emissions from certain covered commercial buildings. Requires department to establish program to pay incentives to eligible building owners to encourage compliance with energy performance standard. Permits department to contract with another person to administer payments. Specifies qualifications for and rates of payment. Declares emergency, effective on passage.

Requires Oregon Department of Administrative Services to cooperate with State Department of Energy to develop methodology and work plan for state agencies to conduct assessment of energy use in, and greenhouse gas emissions from, state-owned buildings. Specifies requirements for assessments. Requires departments to create searchable and modifiable database with data collected from state agencies and to use baseline data from database to plan energy use reduction and greenhouse gas emission reduction targets in capital projects. Requires Oregon Department of Administrative Services, with support from State Department of Energy, to oversee specified capital projects and to develop and implement guidelines for sustainable design and provide guidance and technical expertise to state agencies with respect to construction methods, materials, energy conservation measures, greenhouse gas emission reduction methods, and other techniques and technologies. Requires state agencies to report regularly to Oregon Department of Administrative Services concerning progress on capital projects and toward meeting specified goals. Authorizes state agencies to enter into energy generation projects at state-owned or state rented facilities and to retain 100 percent of net savings from project. Takes effect on 91st day following adjournment sine die.
