Creates the Office of Pharmaceutical Purchasing within the Oregon Department of Administrative Services to support multiagency and multistate collaborative purchasing of pharmaceuticals, drive down the cost of prescription drugs for residents of this state and manage the Oregon Prescription Drug Program. Creates an advisory board within the Office of Pharmaceutical Purchasing to assist in coordinating pharmaceutical purchasing across state agencies and programs. Transfers the Oregon Prescription Drug Program from the Oregon Health Authority to the Office of Pharmaceutical Purchasing and modifies the program, including by requiring certain agencies and coordinated care organizations to participate. Clarifies that a uniform Practitioner-Managed Prescription Drug Plan and preferred drug list should be used in both fee-for-service reimbursements and prescription drugs provided by coordinated care organizations. Takes effect on the 91st day following adjournment sine die.

The Act says that a child custody order must be made in writing in a short time. The Act says that a court may not name a parenting coordinator unless the parents agree and talk about the cost. The Act says that when a domestic relations or custody matter is remanded, the first judge may not hear the further proceedings. (Flesch Readability Score: 66.6). Provides that a court that issues an order for the custody of a child must issue the order in writing within five days after the ruling. Provides that a court may not appoint a parenting coordinator unless both parents agree after a discussion of costs. The Act requires a doctor to do an ultrasound at least three days before providing an abortion. (Flesch Readability Score: 60.1). Prohibits abortions unless a health care provider first performs an ultrasound on the pregnant person, except in the case of a medical emergency. Creates a civil penalty for a violation of the ultrasound requirement. Directs the Oregon Health Authority to deposit penalties assessed into the Oregon Student Assistance Fund for purposes of providing scholarships to foster children.

The Act says that a public safety agency can charge a fee to an entity that uses a lot of services. (Flesch Readability Score: 64.6). Allows a public safety agency to charge fees to an entity that overuses the public safety services of the agency. Allows the public safety agency to request that the governing body of the jurisdiction in which the entity is located issue a notice to the entity about the overuse of public safety services. Requires the governing body to allow the entity an opportunity to cure the overuse. Allows the governing body to petition the Secretary of State to take action against the entity for failure to cure the overuse. Requires a public safety agency that imposes fees to annually report to the interim committees of the Legislative Assembly related to public safety. Sunsets on January 2, 2031.

The Act defines what a "powered micromobility device" is. It also combines the laws for kids under 16, making it clear that they must wear helmets when riding bikes, e-bikes, e-scooters and some other vehicles. Kids who are 12 and older can use e-scooters and certain e-bikes. ODOT must tell the public about these new laws. (Flesch Readability Score: 62.7). Defines "powered micromobility device" for the vehicle code. Consolidates and makes uniform standards for wearing protective headgear for children under 16 years of age when riding or using a bicycle, electric assisted bicycle, motor assisted scooter, powered micromobility device and certain nonmotorized vehicles. Provides that a person 12 years of age or older can use a motor assisted scooter or Class 1 or Class 2 electric assisted bicycle. Directs the Department of Transportation to undertake a public information campaign to inform the public about the changes to the law.
