The Act limits payments for abortions and directs the OHA to set up a grant program to help pregnant people. (Flesch Readability Score: 61.6). Requires the Oregon Health Authority to establish a grant program for the purpose of making grants to entities that provide services related to encouraging and assisting pregnant persons in carrying their pregnancies to term. Establishes the Pregnancy Assistance Fund and continuously appropriates moneys in the fund to the authority for the purpose of making grants. Specifies a minimum biennial amount that must be deposited in the fund. Specifies that the authority may reimburse abortions as part of this state's medical assistance program only if the abortion is necessary to avoid the impairment of the pregnant person's major bodily functions or if the pregnancy is the result of rape or incest. Refers the Act to the people for their approval or rejection at the next regular general election.

The Act defines "transit security officers." The Act says the officers may give tickets to folks who do not follow mass transit district's rules. The Act says some health care providers can talk about psilocybin and provide psilocybin services. The Act also says that some state boards can share information. The Act changes the members on the OPAB and says product labels have to list the psilocin potency of the product. (Flesch Readability Score: 61.3). [Prohibits] Allows licensees of certain health professional regulatory boards [from disciplining licensees for providing] to provide psilocybin services as licensed psilocybin service facilitators [or for discussing] while providing the health care or behavioral health care services the provider is authorized to provide.
