Tells a car seller to check the car's VIN against a federal recall list and do all needed repairs before placing an ad for, or making an offer to sell, the car. (Flesch Readability Score: 60.6). Requires a motor vehicle seller to check a used motor vehicle's vehicle identification number against the National Highway Traffic Safety Administration's motor vehicle safety recall database and to repair or replace all parts of the motor vehicle that are subject to a safety recall before advertising or offering the motor vehicle for sale or lease. Takes effect on the 91st day following adjournment sine die.

Sets out rules a seller must follow when making a sale or lease of a motor vehicle that involves installment payments. (Flesch Readability Score: 60.6). Requires a seller in a motor vehicle transaction that involves a retail installment contract or lease agreement to make a good faith effort to sell the retail installment contract or lease agreement to a lender on the exact terms that the seller and buyer negotiated. Requires the seller to undertake certain actions if the lender does not agree to buy the retail installment contract or lease agreement within 10 calendar days after the buyer takes possession of the motor vehicle. Prohibits the seller from selling or paying off a loan balance for any trade-in vehicle that is part of the transaction before receiving a lender's final approval of funding. Specifies the liabilities a seller has for failing to comply with the prohibitions. Requires the seller to provide the buyer with certain disclosures before concluding the transaction. Punishes a violation of the Act as an unlawful practice under the Unlawful Trade Practices Act.

Tells the PUC to look at the economic impact of a proposed rate or schedule of rates if the rates lead to certain revenue results. (Flesch Readability Score: 63.0). Directs the Public Utility Commission to consider the cumulative economic impact of a proposed rate or schedule of rates on a public utility's ratepayers if the proposed rate or schedule of rates will result in an increase of the public utility's revenue in this state by 2.5 percent or more. Modifies the commission's general powers to give the commission broad discretion in setting rates. Authorizes the commission to adjust rates to mitigate or phase in an increase in rates if the increase would affect the ability of customers to maintain adequate utility services or could materially affect the economy of the state. Authorizes a public utility, upon approval by the commission, to issue bonds and securitize debt for costs and expenses incurred or to be incurred by the public utility associated with capital investments that are approved by the commission. Requires a public utility that provides electricity or gas services to provide and make public a visual representation of cost categories included in the public utility's residential customer rates for the preceding calendar year. Requires a public utility to provide and make public a quarterly report on any rate adjustments the public utility expects within the next 12 months.

Tells a state agency to back home loans that a lender makes to first-time buyers in this state. Says what kinds of loans qualify and how a lender must claim a loss from a loan. Creates a fund to hold moneys for the loan guarantees. (Flesch Readability Score: 88.3). Directs the [Department of Consumer and Business Services] Housing and Community Services Department to establish a program to guarantee against losses in mortgage loans that lenders extend to first-time home buyers.
