Pharmacist Conscience Protection Act This bill prohibits the federal government and federally funded entities from discriminating or otherwise taking adverse action against a pharmacist, pharmacy owner, or pharmacy technician who declines to store, fill prescriptions for, or make referrals for drugs that cause abortions (or that the individual provider believes in good faith cause abortions). Individuals or the Department of Justice may bring civil actions for violations of this bill.

Restoring Normalcy in America Act This bill provides civil rights and employment protections for individuals based on their refusal to receive a COVID-19 vaccine and addresses other matters concerning the COVID-19 pandemic. Specifically, the bill prohibits discrimination in places of public accommodation and in federally assisted programs based on an individual's COVID-19 vaccine refusal. In addition, the bill prohibits employers from discriminating against such individuals, including discrimination related to hiring, compensation, advancement, or other employment opportunities. Further, the bill makes it unlawful for an employer to fail to offer any employee who was discharged for a COVID-19 vaccine refusal a position at an equal level and rate of pay to the position the employee held prior to discharge. In particular, the bill provides for the reinstatement of any member of the Armed Forces or federal employee who was involuntarily separated because of a COVID-19 vaccine refusal at the request of an affected individual. Any adverse action related to a COVID-19 vaccine refusal must be removed from an affected individual's military record or personnel file. Additionally, the bill (1) terminates the authority of the Food and Drug Administration to authorize under emergency procedures any drugs, biological products, or devices to prevent or treat COVID-19; and (2) requires the Department of Health and Human Services to study the effectiveness of COVID-19 vaccines and treatments, preparedness for future pandemics, and related matters. The Government Accountability Office must also audit certain federal funding for COVID-19 activities and programs.

Infant Protection and Baby Switching Prevention Act of 2023 This bill establishes additional requirements that certain hospitals must meet in order to participate in Medicare. Specifically, as a condition of Medicare participation, hospitals and critical access hospitals that provide neonatal or infant care must have appropriate security procedures to reduce the likelihood of infant patient abduction and baby switching. Noncompliant hospitals are subject to specified civil penalties. The bill also establishes criminal penalties for knowingly altering or destroying a newborn's hospital patient records for the purpose of causing the newborn to be misidentified.

Healthy Technology Act of 2023 This bill establishes that artificial intelligence (AI) or machine learning technology may be eligible to prescribe drugs. Currently, certain drugs may be dispensed only upon a prescription provided by a practitioner licensed by law to administer the drug. Under this bill, an AI or machine learning technology may qualify as such a prescribing practitioner if the technology is (1) authorized by state law to prescribe the drug involved; and (2) approved, cleared, or authorized under certain federal provisions pertaining to medical devices and products.

This bill establishes which state law governs health insurers offering coverage in multiple states. Specifically, the bill provides that the laws of a state designated by a health insurer (primary state) apply to individual health insurance coverage offered by that insurer in any other state (secondary state) if the coverage, states, and insurer comply with the conditions of this bill. Insurers are exempted from any secondary state's laws that would prohibit or regulate the operation of the insurer in that state. The primary state is given sole jurisdiction to enforce its covered laws in any secondary state. The Government Accountability Office must study the effect of this bill on specified health insurance issues.

Before issuing an abortion-related executive order, the President shall provide Congress with (1) the executive order text, (2) a list of the federal laws affected, (3) information about how the President is working within the parameters of federal law and the Constitution, (4) information about how the executive order will be accomplished, and (5) a list of all the individuals and entities that the President engaged with before issuing the order.

This bill nullifies the order issued by the Centers for Disease Control and Prevention titled Amended Order Implementing Presidential Proclamation on Advancing the Safe Resumption of Global Travel During the COVID-19 Pandemic and published on April 7, 2022. (The order restricts the entry of noncitizens who are not immigrants into the United States by air travel unless they are fully vaccinated against COVID-19 or otherwise attest that they will take public health measures to prevent the spread of the disease.) The bill also nullifies any successor or subsequent orders that require foreign persons traveling by air to show proof of a COVID-19 vaccination as a condition of entry and prohibits the use of federal funds to administer or enforce such a requirement.

The bill also requires additional reporting relating to program participation, eligibility, and costs.

Advanced Safe Testing at Residence Telehealth Act of 2023 This bill temporarily establishes several programs to provide telehealth services for at-home testing, evaluations, and other health care. Specifically, the bill establishes a demonstration program to provide assistive telehealth consultations and home- and community-based care for certain Medicare beneficiaries through Medicare Advantage (MA) plans. Covered services include certain at-home diagnostic tests, telehealth consultations, transportation services, and meal benefits. Beneficiaries must be (1) age 65 or older and eligible to enroll in a qualifying MA plan and to receive certain low-income subsidies under the Medicare prescription drug benefit, or (2) dually eligible for Medicare and Medicaid benefits. The bill also establishes a grant program for state Medicaid programs to cover similar at-home tests and related telehealth consultations. Additionally, the Department of Veterans Affairs must establish a pilot program to provide tests and related telehealth consultations free of charge to veterans.

Country of Origin Labeling Requirement Act This bill requires retail sellers of products online to conspicuously disclose the country of origin of the products. This requirement does not apply to individuals selling products through third-party websites or mobile applications. The Federal Trade Commission must enforce violations of this requirement as unfair or deceptive trade practices.

Precision Agriculture Satellite Connectivity ActThis bill requires the Federal Communications Commission (FCC) to review and recommend changes to its satellite rules to promote precision agriculture. Precision agriculture is a general term describing various crop management tools and practices that leverage technology like Global Positioning System (GPS) equipment and uncrewed aircraft systems (commonly known as drones) to optimize production and sustainability.In conducting its review, the FCC must consult with the Task Force for Reviewing the Connectivity and Technology Needs of Precision Agriculture, which advises the FCC on methods to assess and advance broadband internet on unserved agricultural land and promote precision agriculture.
