Government Office Realignment And Closure Act of 2023 or the GORAC Act This bill directs the Government Accountability Office (GAO) to provide for an independent evaluation of federal agencies and programs to identify duplicative, wasteful, or outdated functions and provides for congressional consideration of legislation to implement recommendations from the evaluation. Specifically, the GAO must (1) procure the services of a nonfederal auditor to evaluate each federal program carried out in the previous 20 years, make recommendations on federal agencies and programs that should be realigned or eliminated, and report on such recommendations; and (2) take steps to assure that any work performed by such auditor complies with standards established by the GAO for audits of federal establishments, programs, activities, and functions. The GAO must provide for the relocation of federal employees whose positions are eliminated as a result of the implementation of recommendations included in the report.

No Mandates Act This bill prohibits federal agencies and certain entities that receive federal funding from requiring COVID-19 vaccinations. Specifically, federal agencies may not issue rules, regulations, or guidance that require an individual to receive a COVID-19 vaccination. The bill also prohibits requiring a COVID-19 vaccination to access federal property and services or congressional grounds and services. Additionally, an entity that received federal COVID-19 relief funds or receives other federal funds after this bill's enactment may not require a COVID-19 vaccination as a condition of providing any service to an individual.

Buy Low and Sell High Act This bill revises requirements concerning the Strategic Petroleum Reserve (SPR) and sets forth provisions to reduce the demand for petroleum fuel and increase fuel supply. For example, the bill directs the Department of Energy (DOE) to establish within the SPR an Economic Petroleum Reserve of up to 350 million barrels of crude oil. DOE must also establish a national network of Strategic Refined Petroleum Product Reserves to store up to 250 million barrels of gasoline and diesel fuel, which may be sold when there is a severe fuel supply interruption within the district in which the reserve is located. In addition, the bill increases the cap on the amount of barrels of petroleum distillate that may be stored in the Northeast Home Heating Oil Reserve from two million to four million. It also establishes limits on the sale and exportation of petroleum products from such reserves. Further, the bill establishes provisions concerning electrifying the transportation sector, zero-emission vehicles, and a program to increase the amount of crude oil refined in oil refineries in certain countries in the Western Hemisphere.

This bill prohibits the use of federal funds to allow an individual who is not a U.S. citizen to vote in any election in the District of Columbia (DC). Further, DC must certify that it does not allow noncitizens to vote in elections as a condition of receiving any federal funds. Federal law bars noncitizens from voting in federal elections; however, the DC Council passed a bill on October 18, 2022, that allows noncitizens who meet residency and other requirements to vote in local elections.

Defund EcoHealth Alliance Act This bill prohibits the award of federal funds to EcoHealth Alliance, Inc (including any subsidiaries or related organizations). This is a nonprofit research organization that studies coronaviruses in bat populations and other environmental health concerns. The Government Accountability Office must also audit federal funds provided to that organization over the past decade. The audit must include the amount of those funds provided by EcoHealth Alliance to China, the Chinese Communist Party, or the Wuhan Institute of Virology.

No Congressional Funds for Sanctuary Cities ActThis bill prohibits federal funds from being used as congressionally directed spending (i.e., an earmark) for jurisdictions that withhold information about citizenship or immigration status or do not cooperate with immigration detainers.Specifically, such funds are denied to any jurisdiction that has a law, policy, or practice that prohibits or restricts any government entity frommaintaining, sending, or receiving information regarding the citizenship or immigration status of any individual;exchanging information regarding an individual's citizenship or immigration status with a federal, state, or local government entity;complying with a valid immigration detainer from the Department of Homeland Security (DHS); ornotifying DHS about an individual's release from custody.The funding restriction does not apply to a law, policy, or practice that only applies to an individual who comes forward as a victim of or a witness to a criminal offense.This prohibition begins in FY2026.

Stop Wasteful Advertising by the Government Act or the SWAG ActThis bill prohibits any federal agency or entity from using federal funds to purchase, acquire, or distribute swag (i.e., products distributed at no cost with the sole purpose of advertising or promoting an agency, organization, or program) or to manufacture or use a mascot for promotional purposes. Exceptions to these prohibitions include (1) express authorization in law, (2) recruitment related to armed forces enlistment, and (3) military academy athletic team mascots.
