29+BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 4

5831 (b) The board shall control all matters pertaining to the licensing of physical 6

177158 on July 1, 2024, is exempt from the requirements of AS 08.84.030(a)(4) and (b)(4) and 14
178159 08.84.032(a)(8) and (b)(8), but is otherwise subject to this chapter. 15

201184 Sec. 08.84.188. Compact enacted. The Interstate Physical Therapy Licensure 6
202185 Compact as contained in this section is enacted into law and entered into on behalf of 7
203186 the state with all other states and jurisdictions legally joining it in a form substantially 8
204187 as follows: 9
205188 SECTION 1. PURPOSE 10
206-The purpose of this Compact is to facilitate interstate practice of physical 11
207-therapy with the goal of improving public access to physical therapy services. The 12
208-practice of physical therapy occurs in the state where the patient or client is located at 13
209-the time of the patient/client encounter. The Compact preserves the regulatory 14
210-authority of states to protect public health and safety through the current system of 15
211-state licensure. This Compact is designed to achieve the following objectives: 16

214197 (2) Enhance the states' ability to protect the public's health and safety; 19
215198 (3) Encourage the cooperation of member states in regulating multi-20
216199 state physical therapy practice; 21
217200 (4) Support spouses of relocating military members; 22
218201 (5) Enhance the exchange of licensure, investigative, and disciplinary 23
219202 information between member states; and 24
220203 (6) Allow a remote state to hold a provider of services with a compact 25
221204 privilege in that state accountable to that state's practice standards. 26
222205 SECTION 2. DEFINITIONS 27
223-As used in this Compact, and except as otherwise provided, the following 28

225208 (1) "Active duty military" means full-time duty status in the active 30

228213 Reserve on active duty orders pursuant to 10 U.S.C. Chapter 1209 and 1211. 1
229214 (2) "Adverse action" means disciplinary action taken by a physical 2
230215 therapy licensing board based upon misconduct, unacceptable performance, or a 3
231216 combination of both. 4
232217 (3) "Alternative program" means a non-disciplinary monitoring or 5
233218 practice remediation process approved by a physical therapy licensing board. This 6
234219 includes substance abuse issues. 7
235220 (4) "Compact privilege" means the authorization granted by a remote 8
236221 state to allow a licensee from another member state to practice as a physical therapist 9
237222 or work as a physical therapist assistant in the remote state under its laws and rules. 10
238223 The practice of physical therapy occurs in the member state where the patient or client 11
239224 is located at the time of the patient/client encounter. 12
240225 (5) "Continuing competence" means a requirement, as a condition of 13
241226 license renewal, to provide evidence of participation in, and/or completion of, 14
242227 educational and professional activities relevant to practice or area of work. 15
243228 (6) "Data system" means a repository of information about licensees, 16
244229 including examination, licensure, investigative, compact privilege, and adverse action. 17
245230 (7) "Encumbered license" means a license that a physical therapy 18
246231 licensing board has limited in any way. 19
247232 (8) "Executive Board" means a group of directors elected or appointed 20
248233 to act on behalf of, and within the powers granted to them by, the Commission. 21
249234 (9) "Home state" means the member state that is the licensee's primary 22
250235 state of residence. 23
251236 (10) "Investigative information" means information, records, and 24
252237 documents received or generated by a physical therapy licensing board pursuant to an 25
253238 investigation. 26
254239 (11) "Jurisprudence requirement" means the assessment of an 27
255240 individual's knowledge of the laws and rules governing the practice of physical 28
256241 therapy in a state. 29
257242 (12) "Licensee" means an individual who currently holds an 30
258-authorization from the state to practice as a physical therapist or to work as a physical 31

261248 (13) "Member state" means a state that has enacted the Compact. 2
262249 (14) "Party state" means any member state in which a licensee holds a 3
263250 current license or compact privilege or is applying for a license or compact privilege. 4
264251 (15) "Physical therapist" means an individual who is licensed by a 5
265252 state to practice physical therapy. 6
266253 (16) "Physical therapist assistant" means an individual who is licensed 7
267254 or certified by a state and who assists the physical therapist in selected components of 8
268255 physical therapy. 9
269256 (17) "Physical therapy," "physical therapy practice," and "the practice 10
270257 of physical therapy" mean the care and services provided by or under the direction and 11
271258 supervision of a licensed physical therapist. 12
272259 (18) "Physical Therapy Compact Commission" or "Commission" 13
273260 means the national administrative body whose membership consists of all states that 14
274261 have enacted the Compact. 15
275262 (19) "Physical therapy licensing board" or "licensing board" means the 16
276263 agency of a state that is responsible for the licensing and regulation of physical 17
277264 therapists and physical therapist assistants. 18
278265 (20) "Remote state" means a member state other than the home state, 19
279266 where a licensee is exercising or seeking to exercise the compact privilege. 20
280267 (21) "Rule" means a regulation, principle, or directive promulgated by 21
281268 the Commission that has the force of law. 22
282269 (22) "State" means any state, commonwealth, district, or territory of 23
283270 the United States of America that regulates the practice of physical therapy. 24
284271 SECTION 3. STATE PARTICIPATION IN THE COMPACT 25
285272 (a) To participate in the Compact, a state must: 26
286273 (1) Participate fully in the Commission's data system, including using 27
287274 the Commission's unique identifier as defined in rules; 28
288275 (2) Have a mechanism in place for receiving and investigating 29
289276 complaints about licensees; 30
290-(3) Notify the Commission, in compliance with the terms of the 31

292281 Compact and rules, of any adverse action or the availability of investigative 1
293282 information regarding a licensee; 2
294283 (4) Fully implement a criminal background check requirement, within 3
295284 a time frame established by rule, by receiving the results of the Federal Bureau of 4
296285 Investigation record search on criminal background checks and use the results in 5
297286 making licensure decisions in accordance with Section 3(b); 6
298287 (5) Comply with the rules of the Commission; 7
299288 (6) Utilize a recognized national examination as a requirement for 8
300289 licensure pursuant to the rules of the Commission; and 9
301290 (7) Have continuing competence requirements as a condition for 10
302291 license renewal. 11
303292 (b) Upon adoption of this statute, the member state shall have the authority to 12
304293 obtain biometric-based information from each physical therapy licensure applicant and 13
305294 submit this information to the Federal Bureau of Investigation for a criminal 14
306295 background check in accordance with 28 U.S.C. §534 and 34 U.S.C. §40316. 15
307296 (c) A member state shall grant the compact privilege to a licensee holding a 16
308297 valid unencumbered license in another member state in accordance with the terms of 17
309298 the Compact and rules. 18
310299 (d) Member states may charge a fee for granting a compact privilege. 19
311300 SECTION 4. COMPACT PRIVILEGE 20
312301 (a) To exercise the compact privilege under the terms and provisions of the 21
313302 Compact, the licensee shall 22
314303 (1) Hold a license in the home state; 23
315304 (2) Have no encumbrance on any state license; 24
316305 (3) Be eligible for a compact privilege in any member state in 25
317306 accordance with Section 4(d), (g) and (h); 26
318307 (4) Have not had any adverse action against any license or compact 27
319308 privilege within the previous 2 years; 28
320309 (5) Notify the Commission that the licensee is seeking the compact 29
321310 privilege within a remote state; 30
322-(6) Pay any applicable fees, including any state fee, for the compact 31

325316 (7) Meet any jurisprudence requirements established by the remote 2
326317 state in which the licensee is seeking a compact privilege; and 3
327318 (8) Report to the Commission adverse action taken by any non-4
328319 member state within 30 days from the date the adverse action is taken. 5
329320 (b) The compact privilege is valid until the expiration date of the home 6
330321 license. The licensee must comply with the requirements of Section 4(a) to maintain 7
331322 the compact privilege in the remote state. 8
332323 (c) A licensee providing physical therapy in a remote state under the compact 9
333324 privilege shall function within the laws and regulations of the remote state. 10
334325 (d) A licensee providing physical therapy in a remote state is subject to that 11
335326 state's regulatory authority. A remote state may, in accordance with due process and 12
336327 that state's laws, remove a licensee's compact privilege in the remote state for a 13
337328 specific period of time, impose fines, and/or take any other necessary actions to 14
338329 protect the health and safety of its citizens. The licensee is not eligible for a compact 15
339330 privilege in any state until the specific time for removal has passed and all fines are 16
340331 paid. 17
341332 (e) If a home state license is encumbered, the licensee shall lose the compact 18
342333 privilege in any remote state until the following occur: 19
343334 (1) The home state license is no longer encumbered; and 20
344335 (2) Two years have elapsed from the date of the adverse action. 21
345336 (f) Once an encumbered license in the home state is restored to good standing, 22
346337 the licensee must meet the requirements of Section 4(a) to obtain a compact privilege 23
347338 in any remote state. 24
348339 (g) If a licensee's compact privilege in any remote state is removed, the 25
349340 individual shall lose the compact privilege in any remote state until the following 26
350341 occur: 27
351342 (1) The specific period of time for which the compact privilege was 28
352343 removed has ended; 29
353344 (2) All fines have been paid; and 30
354-(3) Two years have elapsed from the date of the adverse action. 31

356349 (h) Once the requirements of Section 4(g) have been met, the licensee must 1
357350 meet the requirements in Section 4(a) to obtain a compact privilege in a remote state. 2
358351 SECTION 5. ACTIVE DUTY MILITARY PERSONNEL OR THEIR SPOUSES 3
359-A licensee who is active duty military or is the spouse of an individual who is 4
360-active duty military may designate one of the following as the home state: 5

365358 SECTION 6. ADVERSE ACTIONS 10
366359 (a) A home state shall have exclusive power to impose adverse action against 11
367360 a license issued by the home state. 12
368361 (b) A home state may take adverse action based on the investigative 13
369362 information of a remote state, so long as the home state follows its own procedures for 14
370363 imposing adverse action. 15
371364 (c) Nothing in this Compact shall override a member state's decision that 16
372365 participation in an alternative program may be used in lieu of adverse action and that 17
373366 such participation shall remain non-public if required by the member state's laws. 18
374367 Member states must require licensees who enter any alternative programs in lieu of 19
375368 discipline to agree not to practice in any other member state during the term of the 20
376369 alternative program without prior authorization from such other member state. 21
377370 (d) Any member state may investigate actual or alleged violations of the 22
378371 statutes and rules authorizing the practice of physical therapy in any other member 23
379372 state in which a physical therapist or physical therapist assistant holds a license or 24
380373 compact privilege. 25
381374 (e) A remote state shall have the authority to: 26
382375 (1) Take adverse actions as set forth in Section 4(d) against a licensee's 27
383376 compact privilege in the state; 28
384377 (2) Issue subpoenas for both hearings and investigations that require 29
385378 the attendance and testimony of witnesses, and the production of evidence. Subpoenas 30

397392 (f) Joint Investigations 10
398393 (1) In addition to the authority granted to a member state by its 11
399394 respective physical therapy practice act or other applicable state law, a member state 12
400395 may participate with other member states in joint investigations of licensees. 13
401396 (2) Member states shall share any investigative, litigation, or 14
402397 compliance materials in furtherance of any joint or individual investigation initiated 15
403398 under the Compact. 16
404399 SECTION 7. ESTABLISHMENT OF THE PHYSICAL THERAPY COMPACT 17
405400 COMMISSION 18
406401 (a) The Compact member states hereby create and establish a joint public 19
407402 agency known as the Physical Therapy Compact Commission. 20
408403 (1) The Commission is an instrumentality of the Compact states. 21
409404 (2) Venue is proper and judicial proceedings by or against the 22
410405 Commission shall be brought solely and exclusively in a court of competent 23
411406 jurisdiction where the principal office of the Commission is located. The Commission 24
412407 may waive venue and jurisdictional defenses to the extent it adopts or consents to 25
413408 participate in alternative dispute resolution proceedings. 26
414409 (3) Nothing in this Compact shall be construed to be a waiver of 27
415410 sovereign immunity. 28
416411 (b) Membership, Voting, and Meetings 29
417412 (1) Each member state shall have and be limited to one delegate 30

420417 (2) The delegate shall be a current member of the licensing board, who 1
421418 is a physical therapist, physical therapist assistant, public member, or the board 2

423420 (3) Any delegate may be removed or suspended from office as 4
424421 provided by the law of the state from which the delegate is appointed. 5
425422 (4) The member state board shall fill any vacancy occurring in the 6
426423 Commission. 7
427424 (5) Each delegate shall be entitled to one vote with regard to the 8
428425 promulgation of rules and creation of bylaws and shall otherwise have an opportunity 9
429426 to participate in the business and affairs of the Commission. 10
430427 (6) A delegate shall vote in person or by such other means as provided 11
431428 in the bylaws. The bylaws may provide for delegates' participation in meetings by 12
432429 telephone or other means of communication. 13
433430 (7) The Commission shall meet at least once during each calendar 14
434431 year. Additional meetings shall be held as set forth in the bylaws. 15
435432 (c) The Commission shall have the following powers and duties: 16
436433 (1) Establish the fiscal year of the Commission; 17
437434 (2) Establish bylaws; 18
438435 (3) Maintain its financial records in accordance with the bylaws; 19
439436 (4) Meet and take such actions as are consistent with the provisions of 20
440437 this Compact and the bylaws; 21
441438 (5) Promulgate uniform rules to facilitate and coordinate 22
442439 implementation and administration of this Compact. The rules shall have the force and 23
443440 effect of law and shall be binding in all member states; 24
444441 (6) Bring and prosecute legal proceedings or actions in the name of the 25
445442 Commission, provided that the standing of any state physical therapy licensing board 26
446443 to sue or be sued under applicable law shall not be affected; 27
447444 (7) Purchase and maintain insurance and bonds; 28
448445 (8) Borrow, accept, or contract for services of personnel, including, but 29

476475 (d) The Executive Board shall have the power to act on behalf of the 25
477476 Commission according to the terms of this Compact. 26
478477 (1) The Executive Board shall be composed of nine members: 27
479478 (A) Seven voting members who are elected by the Commission 28
480479 from the current membership of the Commission; 29
481480 (B) One ex-officio, nonvoting member from the recognized 30

505506 (e) Meetings of the Commission 22
506507 (1) All meetings shall be open to the public, and public notice of 23

535538 (3) If a meeting, or portion of a meeting, is closed pursuant to this 20
536539 provision, the Commission's legal counsel or designee shall certify that the meeting 21
537540 may be closed and shall reference each relevant exempting provision. 22
538541 (4) The Commission shall keep minutes that fully and clearly describe 23
539542 all matters discussed in a meeting and shall provide a full and accurate summary of 24
540543 actions taken, and the reasons therefore, including a description of the views 25
541544 expressed. All documents considered in connection with an action shall be identified 26
542545 in such minutes. All minutes and documents of a closed meeting shall remain under 27
543546 seal, subject to release by a majority vote of the Commission or order of a court of 28

549554 (2) The Commission may accept any and all appropriate revenue 2
550555 sources, donations, and grants of money, equipment, supplies, materials, and services. 3
551556 (3) The Commission may levy on and collect an annual assessment 4
552557 from each member state or impose fees on other parties to cover the cost of the 5
553558 operations and activities of the Commission and its staff, which must be in a total 6
554559 amount sufficient to cover its annual budget as approved each year for which revenue 7
555560 is not provided by other sources. The aggregate annual assessment amount shall be 8
556561 allocated based upon a formula to be determined by the Commission, which shall 9
557562 promulgate a rule binding upon all member states. 10
558563 (4) The Commission shall not incur obligations of any kind prior to 11
559564 securing the funds adequate to meet the same; nor shall the Commission pledge the 12
560565 credit of any of the member states, except by and with the authority of the member 13
561566 state. 14
562567 (5) The Commission shall keep accurate accounts of all receipts and 15
563568 disbursements. The receipts and disbursements of the Commission shall be subject to 16
564569 the audit and accounting procedures established under its bylaws. However, all 17
565570 receipts and disbursements of funds handled by the Commission shall be audited 18
566571 yearly by a certified or licensed public accountant, and the report of the audit shall be 19
567572 included in and become part of the annual report of the Commission. 20
568573 (g) Qualified Immunity, Defense, and Indemnification 21
569574 (1) The members, officers, executive director, employees and 22
570575 representatives of the Commission shall be immune from suit and liability, either 23
571576 personally or in their official capacity, for any claim for damage to or loss of property 24
572577 or personal injury or other civil liability caused by or arising out of any actual or 25
573578 alleged act, error or omission that occurred, or that the person against whom the claim 26
574579 is made had a reasonable basis for believing occurred within the scope of Commission 27
575580 employment, duties or responsibilities; provided that nothing in this paragraph shall be 28
576581 construed to protect any such person from suit and/or liability for any damage, loss, 29
577582 injury, or liability caused by the intentional or willful or wanton misconduct of that 30

580587 (2) The Commission shall defend any member, officer, executive 1

584591 that the person against whom the claim is made had a reasonable basis for believing 5

589596 (3) The Commission shall indemnify and hold harmless any member, 10
590597 officer, executive director, employee, or representative of the Commission for the 11
591598 amount of any settlement or judgment obtained against that person arising out of any 12
592599 actual or alleged act, error or omission that occurred within the scope of Commission 13
593600 employment, duties, or responsibilities, or that such person had a reasonable basis for 14
594601 believing occurred within the scope of Commission employment, duties, or 15
595602 responsibilities, provided that the actual or alleged act, error, or omission did not result 16
596603 from the intentional or willful or wanton misconduct of that person. 17
597604 SECTION 8. DATA SYSTEM 18
598605 (a) The Commission shall provide for the development, maintenance, and 19
599606 utilization of a coordinated database and reporting system containing licensure, 20
600607 adverse action, and investigative information on all licensed individuals in member 21
601608 states. 22
602609 (b) Notwithstanding any other provision of state law to the contrary, a member 23
603610 state shall submit a uniform data set to the data system on all individuals to whom this 24
604611 Compact is applicable as required by the rules of the Commission, including: 25
605612 (1) Identifying information; 26
606613 (2) Licensure data; 27
607614 (3) Adverse actions against a license or compact privilege; 28
608615 (4) Non-confidential information related to alternative program 29
609616 participation; 30

625633 (f) Any information submitted to the data system that is subsequently required 13
626634 to be expunged by the laws of the member state contributing the information shall be 14

628636 SECTION 9. RULEMAKING 16
629637 (a) The Commission shall exercise its rulemaking powers pursuant to the 17
630638 criteria set forth in this Section and the rules adopted thereunder. Rules and 18
631639 amendments shall become binding as of the date specified in each rule or amendment. 19
632640 (b) If a majority of the legislatures of the member states rejects a rule, by 20
633641 enactment of a statute or resolution in the same manner used to adopt the Compact 21
634642 within 4 years of the date of adoption of the rule, then such rule shall have no further 22
635643 force and effect in any member state. 23
636644 (c) Rules or amendments to the rules shall be adopted at a regular or special 24
637645 meeting of the Commission. 25
638646 (d) Prior to promulgation and adoption of a final rule or rules by the 26
639647 Commission, and at least thirty (30) days in advance of the meeting at which the rule 27
640648 will be considered and voted upon, the Commission shall file a Notice of Proposed 28

660670 (g) The Commission shall grant an opportunity for a public hearing before it 16
661671 adopts a rule or amendment if a hearing is requested by: 17
662672 (1) At least twenty-five (25) persons; 18
663673 (2) A state or federal governmental subdivision or agency; or 19
664674 (3) An association having at least twenty-five (25) members. 20
665675 (h) If a hearing is held on the proposed rule or amendment, the Commission 21
666676 shall publish the place, time, and date of the scheduled public hearing. If the hearing is 22
667677 held via electronic means, the Commission shall publish the mechanism for access to 23
668678 the electronic hearing. 24
669679 (1) All persons wishing to be heard at the hearing shall notify the 25
670680 executive director of the Commission or other designated member in writing of their 26
671681 desire to appear and testify at the hearing not less than five (5) business days before 27
672682 the scheduled date of the hearing. 28

691703 (l) Upon determination that an emergency exists, the Commission may 15
692704 consider and adopt an emergency rule without prior notice, opportunity for comment, 16
693705 or hearing, provided that the usual rulemaking procedures provided in the Compact 17
694706 and in this section shall be retroactively applied to the rule as soon as reasonably 18
695707 possible, in no event later than ninety (90) days after the effective date of the rule. For 19
696708 the purposes of this provision, an emergency rule is one that must be adopted 20
697709 immediately in order to: 21
698710 (1) Meet an imminent threat to public health, safety, or welfare; 22
699711 (2) Prevent a loss of Commission or member state funds; 23
700712 (3) Meet a deadline for the promulgation of an administrative rule that 24
701713 is established by federal law or rule; or 25
702714 (4) Protect public health and safety. 26
703715 (m) The Commission or an authorized committee of the Commission may 27
704716 direct revisions to a previously adopted rule or amendment for purposes of correcting 28
705717 typographical errors, errors in format, errors in consistency, or grammatical errors. 29

714728 SECTION 10. OVERSIGHT, DISPUTE RESOLUTION, AND ENFORCEMENT 6
715729 (a) Oversight 7
716730 (1) The executive, legislative, and judicial branches of state 8
717731 government in each member state shall enforce this Compact and take all actions 9
718732 necessary and appropriate to effectuate the Compact's purposes and intent. The 10
719733 provisions of this Compact and the rules promulgated hereunder shall have standing as 11
720734 statutory law. 12
721735 (2) All courts shall take judicial notice of the Compact and the rules in 13
722736 any judicial or administrative proceeding in a member state pertaining to the subject 14
723737 matter of this Compact which may affect the powers, responsibilities or actions of the 15
724738 Commission. 16
725739 (3) The Commission shall be entitled to receive service of process in 17
726740 any such proceeding, and shall have standing to intervene in such a proceeding for all 18
727741 purposes. Failure to provide service of process to the Commission shall render a 19
728742 judgment or order void as to the Commission, this Compact, or promulgated rules. 20
729743 (b) Default, Technical Assistance, and Termination 21
730744 (1) If the Commission determines that a member state has defaulted in 22
731745 the performance of its obligations or responsibilities under this Compact or the 23
732746 promulgated rules, the Commission shall: 24
733747 (A) Provide written notice to the defaulting state and other 25
734748 member states of the nature of the default, the proposed means of curing the 26
735749 default and/or any other action to be taken by the Commission; and 27
736750 (B) Provide remedial training and specific technical assistance 28
737751 regarding the default. 29
738752 (2) If a state in default fails to cure the default, the defaulting state may 30
739-be terminated from the Compact upon an affirmative vote of a majority of the member 31

742758 terminated on the effective date of termination. A cure of the default does not relieve 2
743759 the offending state of obligations or liabilities incurred during the period of default. 3
744760 (3) Termination of membership in the Compact shall be imposed only 4
745761 after all other means of securing compliance have been exhausted. Notice of intent to 5
746762 suspend or terminate shall be given by the Commission to the governor, the majority 6
747763 and minority leaders of the defaulting state's legislature, and each of the member 7
748764 states. 8
749765 (4) A state that has been terminated is responsible for all assessments, 9
750766 obligations, and liabilities incurred through the effective date of termination, including 10
751767 obligations that extend beyond the effective date of termination. 11
752768 (5) The Commission shall not bear any costs related to a state that is 12
753769 found to be in default or that has been terminated from the Compact, unless agreed 13
754770 upon in writing between the Commission and the defaulting state. 14
755771 (6) The defaulting state may appeal the action of the Commission by 15
756772 petitioning the U.S. District Court for the District of Columbia or the federal district 16
757773 where the Commission has its principal offices. The prevailing member shall be 17
758774 awarded all costs of such litigation, including reasonable attorney's fees. 18
759775 (c) Dispute Resolution 19

783800 (a) The Compact shall come into effect on the date on which the Compact 10
784801 statute is enacted into law in the tenth member state. The provisions, which become 11
785802 effective at that time, shall be limited to the powers granted to the Commission 12
786803 relating to assembly and the promulgation of rules. Thereafter, the Commission shall 13
787804 meet and exercise rulemaking powers necessary to the implementation and 14
788805 administration of the Compact. 15
789806 (b) Any state that joins the Compact subsequent to the Commission's initial 16
790807 adoption of the rules shall be subject to the rules as they exist on the date on which the 17
791808 Compact becomes law in that state. Any rule that has been previously adopted by the 18
792809 Commission shall have the full force and effect of law on the day the Compact 19
793810 becomes law in that state. 20
794811 (c) Any member state may withdraw from this Compact by enacting a statute 21
795812 repealing the same. 22
796813 (1) A member state's withdrawal shall not take effect until six (6) 23
797814 months after enactment of the repealing statute. 24
798815 (2) Withdrawal shall not affect the continuing requirement of the 25
799816 withdrawing state's physical therapy licensing board to comply with the investigative 26
800817 and adverse action reporting requirements of this act prior to the effective date of 27
801818 withdrawal. 28
802819 (d) Nothing contained in this Compact shall be construed to invalidate or 29
803820 prevent any physical therapy licensure agreement or other cooperative arrangement 30
