25	25		Proposing an amendment to the Uniform Rules of the Alaska State Legislature relating 1
26	26		to committee records; and providing for an effective date for the amendment. 2
27	27		BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 3
28	28		* Section 1. Rule 23(f), Uniform Rules of the Alaska State Legislature, is amended to read: 4
29	29		(f) Each standing, special, and joint committee shall 5
30	30		(1) record its meetings electronically and prepare a log of the recording 6
31	31		adequate to locate specific testimony; 7
32	32		(2) prepare minutes of each meeting of the committee on a standard 8
33	33		form prescribed jointly by the Rules Committees of the house and the senate; the 9
34	34		minutes shall include 10
35	35		(A) a list of the names of each member present during the 11
36	36		meeting; 12
37	37		(B) a list of the name and affiliation of each witness testifying 13
38	38		before the committee; 14
39	39		(C) a brief statement of the position of the witness on the 15

45	45		the name of the member moving adoption of the amendment, the action taken 2
46	46		on the amendment, and the yeas and nays if a committee member has 3
47	47		requested a roll call vote on adoption of an amendment; 4
48	48		(3) maintain a chronological file of minutes, copies of which shall be 5
49	49		made available upon request; 6
50	50		(4) make available to the Legislative Affairs Agency a copy of all 7
51	51		minutes of committee meetings during the session for entry of the minutes as a data 8
52	52		base on the legislative computer system; 9
53	53		(5) at the end of the second session of each legislature, deliver to the 10
