2525 Urging the Export-Import Bank of the United States to prioritize funding for domestic 1
2626 projects, including the Alaska Liquefied Natural Gas project, that do not compete with 2

2828 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 4
2929 WHEREAS the Alaska Liquefied Natural Gas project, managed by the Alaska 5
3030 Gasline Development Corporation, is a critical initiative to develop and export liquefied 6
3131 natural gas from the North Slope; and 7
3232 WHEREAS the Alaska Liquefied Natural Gas project includes an 807-mile pipeline, 8
3333 a gas treatment plant, and a liquefied natural gas facility with a capacity to export up to 9
3434 20,000,000 metric tons a year of liquefied natural gas and is targeting first exports by 2031, 10
3535 following a development agreement signed in January of 2025; and 11
3636 WHEREAS the Alaska Liquefied Natural Gas project, in development for over a 12
3737 decade, faces significant hurdles, including securing financing and obtaining certain 13
3838 environmental approvals, and requires further support to advance; and 14
3939 WHEREAS the Export-Import Bank of the United States approved a loan of 15 34-LS0842\A

4343 $4,700,000,000 for the Mozambique liquefied natural gas project, led by TotalEnergies, with 1
4444 a planned capacity of up to 43,000,000 metric tons a year targeting global markets, including 2
4545 Asia; and 3
4646 WHEREAS, while funding by the Export-Import Bank of the United States for the 4
4747 Mozambique project supports jobs in the United States, the funding raises concerns about 5
4848 competition with domestic liquefied natural gas projects, particularly the Alaska Liquefied 6
4949 Natural Gas project, and the effect of the funding on national liquefied natural gas exports; 7

5151 WHEREAS the Alaska State Legislature is deeply concerned that prioritizing the 9
5252 Mozambique liquefied natural gas project favors short-term job creation over the long-term 10
5353 benefits of meeting global demand with domestic liquefied natural gas, especially in Asian 11
5454 and Indo-Pacific markets; and 12
5555 WHEREAS every molecule of liquefied natural gas exported from Mozambique 13
5656 could reduce demand for state and domestic liquefied natural gas, potentially undermining the 14
5757 energy security goals outlined by President Trump; and 15
5858 WHEREAS, despite the job-supporting mission of the Export-Import Bank of the 16
5959 United States, reports of human rights concerns tied to the Mozambique liquefied natural gas 17
6060 project, including investigations into security-related abuses, complicate its alignment with 18
6161 national interests; 19
6262 BE IT RESOLVED that the Alaska State Legislature requests the Export-Import 20
6363 Bank of the United States to reconsider whether funding the Mozambique liquefied natural 21
6464 gas project aligns with national energy security objectives and urges the bank to prioritize 22
6565 domestic projects, including the Alaska Liquefied Natural Gas project, that do not compete 23
6666 with long-term national export goals; and be it 24
6767 FURTHER RESOLVED that the Alaska State Legislature urges the Export-Import 25
6868 Bank of the United States to provide the same support and consideration for the Alaska 26
6969 Liquefied Natural Gas project as the bank is providing for the Mozambique liquefied natural 27
7070 gas project, ensuring alignment with national interests amid competitive dynamics in the 28
7171 global liquefied natural gas market. 29
