25	25	Urging the Export-Import Bank of the United States to prioritize funding for domestic 1
26	26	projects, including the Alaska Liquefied Natural Gas project, that do not compete with 2
27	27	long-term national export goals. 3
28	28	BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 4
29	29	WHEREAS the Alaska Liquefied Natural Gas project, managed by the Alaska 5
30	30	Gasline Development Corporation, is a critical initiative to develop and export liquefied 6
31	31	natural gas from the North Slope; and 7
32	32	WHEREAS the Alaska Liquefied Natural Gas project includes an 807-mile pipeline, 8
33	33	a gas treatment plant, and a liquefied natural gas facility with a capacity to export up to 9
34	34	20,000,000 metric tons a year of liquefied natural gas and is targeting first exports by 2031, 10
35	35	following a development agreement signed in January of 2025; and 11
36	36	WHEREAS the Alaska Liquefied Natural Gas project, in development for over a 12
37	37	decade, faces significant hurdles, including securing financing and obtaining certain 13
38	38	environmental approvals, and requires further support to advance; and 14
39	39	WHEREAS the Export-Import Bank of the United States approved a loan of 15 34-LS0842\A

43	43	$4,700,000,000 for the Mozambique liquefied natural gas project, led by TotalEnergies, with 1
44	44	a planned capacity of up to 43,000,000 metric tons a year targeting global markets, including 2
45	45	Asia; and 3
46	46	WHEREAS, while funding by the Export-Import Bank of the United States for the 4
47	47	Mozambique project supports jobs in the United States, the funding raises concerns about 5
48	48	competition with domestic liquefied natural gas projects, particularly the Alaska Liquefied 6
49	49	Natural Gas project, and the effect of the funding on national liquefied natural gas exports; 7
50	50	and 8
51	51	WHEREAS the Alaska State Legislature is deeply concerned that prioritizing the 9
52	52	Mozambique liquefied natural gas project favors short-term job creation over the long-term 10
53	53	benefits of meeting global demand with domestic liquefied natural gas, especially in Asian 11
54	54	and Indo-Pacific markets; and 12
55	55	WHEREAS every molecule of liquefied natural gas exported from Mozambique 13
56	56	could reduce demand for state and domestic liquefied natural gas, potentially undermining the 14
57	57	energy security goals outlined by President Trump; and 15
58	58	WHEREAS, despite the job-supporting mission of the Export-Import Bank of the 16
59	59	United States, reports of human rights concerns tied to the Mozambique liquefied natural gas 17
60	60	project, including investigations into security-related abuses, complicate its alignment with 18
61	61	national interests; 19
62	62	BE IT RESOLVED that the Alaska State Legislature requests the Export-Import 20
63	63	Bank of the United States to reconsider whether funding the Mozambique liquefied natural 21
64	64	gas project aligns with national energy security objectives and urges the bank to prioritize 22
65	65	domestic projects, including the Alaska Liquefied Natural Gas project, that do not compete 23
66	66	with long-term national export goals; and be it 24
67	67	FURTHER RESOLVED that the Alaska State Legislature urges the Export-Import 25
68	68	Bank of the United States to provide the same support and consideration for the Alaska 26
69	69	Liquefied Natural Gas project as the bank is providing for the Mozambique liquefied natural 27
70	70	gas project, ensuring alignment with national interests amid competitive dynamics in the 28
71	71	global liquefied natural gas market. 29
