Relating to decedents' estates; to amend Act 2022-427, 2022 Regular Session, now appearing as Section 43-8-210, Code of Alabama 1975, to specify that it shall apply to all probate proceedings pending before a circuit court on the effective date of Act 2022-427, regardless of when filed; and to provide retroactive effect.
Relating to crimes and offenses, to amend Section 13A-6-2, Code of Alabama 1975, to further provide for the crime of murder; to provide for an exception to murder; to further provide for penalties; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
Relating to criminal procedure; to amend Section 15-19-1, Code of Alabama 1975, to specify the age at which a person may be tried as a youthful offender.
