Relating to parental rights; to establish legislative findings relating to the fundamental rights of parents; and to provide that the government may not burden certain fundamental rights of parents.

Relating to municipalities; to amend Section 11-45-9.1, Code of Alabama 1975, to provide that all municipalities may authorize a law enforcement officer to issue a summons and complaint in lieu of a custodial arrest for certain criminal offenses.
Relating to criminal justice; to create the Criminal Justice Policy Development Council; to specify the membership of the council; to specify the duties of the council; and to amend Section 15-22-26, Code of Alabama 1975, to require the Board of Pardons and Paroles to use parole release guidelines; to revise certain parole proceedings; and to provide appellate review of certain parole decisions.
Relating to the Alabama Uniform Trust Code; to amend Section 19-3B-414, Code of Alabama 1975, to further provide for the modification or termination of an uneconomic trust.
Relating to criminal procedure; to amend Sections 15-24-2 and 15-24-5, Code of Alabama 1975, to update the definition of "intellectually disabled person"; to allow defendants an additional opportunity to present evidence of intellectual disability; and to make nonsubstantive, technical revisions to update the existing code language to current style.
