1414 8 COMMENDING REPRESENTATIVE STEVE MCMILLAN ON HIS
1515 9 RETIREMENT AND YEARS OF SERVICE.

1717 11 WHEREAS, on the occasion of the approaching
1818 12 retirement of Representative Steve McMillan, this body finds
1919 13 it fitting to recount the many accomplishments and sacrifices
2020 14 of his storied legislative career; and
2121 15 WHEREAS, Representative McMillan first won election
2222 16 to represent House District 95 in the Alabama State House of
2323 17 Representatives in 1982, and has represented that district
2424 18 ever since; and
2525 19 WHEREAS, during his tenure in the Alabama State
2626 20 House, Representative McMillan has served on numerous House of
2727 21 Representatives committees, including the House Rules
2828 22 Committee, the County and Municipal Government Committee, the
2929 23 Internal Affairs Committee, the Technology and Research
3030 24 Committee, the Ways and Means Education Committee, and has
3131 25 chaired the Baldwin County Legislative Delegation Committee;

3333 Page 1 1 WHEREAS, Representative McMillan's involvement
3434 2 extends well beyond the walls of the State House; he has also
3535 3 served the Baldwin County community and the State of Alabama
3636 4 in a variety of other roles, including being past President of
3737 5 the Bay Minette Rotary Club, member and past President of the
3838 6 Baldwin County Board of REALTORS, member and past President of
3939 7 the Alabama Association of REALTORS, member of the Optimists
4040 8 Club of Perdido Bay, board member of the Southern Regional
4141 9 Education Board, charter member and first Chairman of the
4242 10 Joint Legislative State Parks Oversight Committee, president
4343 11 of the board of the Alabama School of Mathematics and Science,
4444 12 board member of the Alabama Gulf Coast Convention and Visitors
4545 13 Bureau, member of the North Baldwin Chamber of Commerce,
4646 14 member of the South Baldwin Chamber of Commerce, and member of
4747 15 the Coastal Alabama Business Chamber; and
4848 16 WHEREAS, despite all these leadership positions,
4949 17 Representative McMillan is most proud of those accomplishments
5050 18 that directly impacted his constituents, whom he always firmly
5151 19 believed he was elected to represent first and foremost:
5252 20 Creating the Fair Ballot Commission, creating the State
5353 21 Teacher of the Year program, creating the Gulf Shores/Orange
5454 22 Beach Tourism organization, helping to push for the Lodge at
5555 23 Gulf State Park, helping to implement planning and zoning for
5656 24 unincorporated areas of Baldwin County, helping found the
5757 25 Alabama School of Mathematics and Science and ensuring it was
5858 26 located in Coastal Alabama, helping create the office of the
5959 27 Baldwin County Revenue Commissioner, helping create the
6060 Page 2 1 Alabama Coastal Area Erosion Task Force, creating the Baldwin
6161 2 County Judicial Commission, creating the crime of home repair
6262 3 fraud, creating the concept of Historic Landmark Districts,
6363 4 creating the Insurance Fraud Unit of the Department of
6464 5 Insurance, and crafting the Alabama Homeowners Bill of Rights;
6565 6 and
6666 7 WHEREAS, Representative McMillan has always had a
6767 8 knack for making friends, among both his compatriots and his
6868 9 adversaries; truly, on the occasion of his retirement, most
6969 10 everyone in the State House considers this gregarious
7070 11 gentleman from Baldwin County to be a friend; and
7171 12 WHEREAS, this body cannot muster the words or
7272 13 conjure the letters to serve as a proper send-off for such a
7373 14 statesman who has long walked these halls; let this resolution
7474 15 serve instead as a mere token of the immense gratitude and
7575 16 high esteem with which we send Representative McMillan into
7676 17 his retirement; now therefore,
7777 18 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF
7878 19 THE LEGISLATURE OF ALABAMA, That Representative Steve McMillan
7979 20 is hereby commended for his many years of service to the State
8080 21 of Alabama and its peoples, and that a copy of this resolution
8181 22 be presented to him along with best wishes and prayers for his
8282 23 future endeavors.
