14	14	8 COMMENDING REPRESENTATIVE STEVE MCMILLAN ON HIS
15	15	9 RETIREMENT AND YEARS OF SERVICE.

17	17	11 WHEREAS, on the occasion of the approaching
18	18	12 retirement of Representative Steve McMillan, this body finds
19	19	13 it fitting to recount the many accomplishments and sacrifices
20	20	14 of his storied legislative career; and
21	21	15 WHEREAS, Representative McMillan first won election
22	22	16 to represent House District 95 in the Alabama State House of
23	23	17 Representatives in 1982, and has represented that district
24	24	18 ever since; and
25	25	19 WHEREAS, during his tenure in the Alabama State
26	26	20 House, Representative McMillan has served on numerous House of
27	27	21 Representatives committees, including the House Rules
28	28	22 Committee, the County and Municipal Government Committee, the
29	29	23 Internal Affairs Committee, the Technology and Research
30	30	24 Committee, the Ways and Means Education Committee, and has
31	31	25 chaired the Baldwin County Legislative Delegation Committee;
32	32	26 and
33	33	Page 1 1 WHEREAS, Representative McMillan's involvement
34	34	2 extends well beyond the walls of the State House; he has also
35	35	3 served the Baldwin County community and the State of Alabama
36	36	4 in a variety of other roles, including being past President of
37	37	5 the Bay Minette Rotary Club, member and past President of the
38	38	6 Baldwin County Board of REALTORS, member and past President of
39	39	7 the Alabama Association of REALTORS, member of the Optimists
40	40	8 Club of Perdido Bay, board member of the Southern Regional
41	41	9 Education Board, charter member and first Chairman of the
42	42	10 Joint Legislative State Parks Oversight Committee, president
43	43	11 of the board of the Alabama School of Mathematics and Science,
44	44	12 board member of the Alabama Gulf Coast Convention and Visitors
45	45	13 Bureau, member of the North Baldwin Chamber of Commerce,
46	46	14 member of the South Baldwin Chamber of Commerce, and member of
47	47	15 the Coastal Alabama Business Chamber; and
48	48	16 WHEREAS, despite all these leadership positions,
49	49	17 Representative McMillan is most proud of those accomplishments
50	50	18 that directly impacted his constituents, whom he always firmly
51	51	19 believed he was elected to represent first and foremost:
52	52	20 Creating the Fair Ballot Commission, creating the State
53	53	21 Teacher of the Year program, creating the Gulf Shores/Orange
54	54	22 Beach Tourism organization, helping to push for the Lodge at
55	55	23 Gulf State Park, helping to implement planning and zoning for
56	56	24 unincorporated areas of Baldwin County, helping found the
57	57	25 Alabama School of Mathematics and Science and ensuring it was
58	58	26 located in Coastal Alabama, helping create the office of the
59	59	27 Baldwin County Revenue Commissioner, helping create the
60	60	Page 2 1 Alabama Coastal Area Erosion Task Force, creating the Baldwin
61	61	2 County Judicial Commission, creating the crime of home repair
62	62	3 fraud, creating the concept of Historic Landmark Districts,
63	63	4 creating the Insurance Fraud Unit of the Department of
64	64	5 Insurance, and crafting the Alabama Homeowners Bill of Rights;
65	65	6 and
66	66	7 WHEREAS, Representative McMillan has always had a
67	67	8 knack for making friends, among both his compatriots and his
68	68	9 adversaries; truly, on the occasion of his retirement, most
69	69	10 everyone in the State House considers this gregarious
70	70	11 gentleman from Baldwin County to be a friend; and
71	71	12 WHEREAS, this body cannot muster the words or
72	72	13 conjure the letters to serve as a proper send-off for such a
73	73	14 statesman who has long walked these halls; let this resolution
74	74	15 serve instead as a mere token of the immense gratitude and
75	75	16 high esteem with which we send Representative McMillan into
76	76	17 his retirement; now therefore,
77	77	18 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF
78	78	19 THE LEGISLATURE OF ALABAMA, That Representative Steve McMillan
79	79	20 is hereby commended for his many years of service to the State
80	80	21 of Alabama and its peoples, and that a copy of this resolution
81	81	22 be presented to him along with best wishes and prayers for his
82	82	23 future endeavors.
