1717 This bill would redraw the state's U.S.
1818 Congressional districts, last drawn in 2021, following
1919 the U.S. Supreme Court's decision in Allen v. Milligan,
2020 599 U.S. ____, 143 S.Ct. 1487 (June 8, 2023).

2323 AN ACT
2424 To amend Section 17-14-70, Code of Alabama 1975, to
2525 provide for the reapportionment and redistricting of the
2626 state's United States Congressional districts for the purpose
2727 of electing members at the General Election in 2024 and
2828 thereafter, until the release of the next federal census.
2929 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
3030 Section 1. Section 17-14-70, Code of Alabama 1975, is
3131 amended to read as follows:
3232 "ยง17-14-70
3333 (a) The State of Alabama is divided into seven
3434 congressional districts as provided in subsection (b).
3535 (b) The numbers and boundaries of the districts are
3636 designated and established by the map prepared by the
3737 Permanent Legislative Committee on Reapportionment and

6767 identified and labeled as Pringle Congressional Plan 1 Pringle
6868 Congressional Plan 1-2023 , including the corresponding
6969 boundary description provided by the census tracts, blocks,
7070 and counties, and are incorporated by reference as part of
7171 this section.
7272 (c) The Legislature shall post for viewing on its
7373 public website the map referenced in subsection (b), including
7474 the corresponding boundary description provided by the census
7575 tracts, blocks, and counties, and any alternative map,
7676 including the corresponding boundary description provided by
7777 the census tracts, blocks, and counties, introduced by any
7878 member of the Legislature during the legislative session in
7979 which this section is added or amended.
8080 (d) Upon enactment of Act 2021-555, adding the act
8181 amending this section and adopting the map identified in
8282 subsection (b), the Clerk of the House of Representatives or
8383 the Secretary of the Senate, as appropriate, shall transmit
8484 the map and the corresponding boundary description provided by
8585 the census tracts, blocks, and counties identified in
8686 subsection (b) for certification and posting on the public
8787 website of the Secretary of State.
8888 (e) The boundary descriptions provided by the certified
8989 map referenced in subsection (b) shall prevail over the
9090 boundary descriptions provided by the census tracts, blocks,
9191 and counties generated for the map."
9292 Section 2. The provisions of this act are severable. If
9393 any part of this act is declared invalid or unconstitutional,
9494 that declaration shall not affect the part which remains.

124124 Section 3. This act shall be effective for the election
125125 of members of the state's U.S. Congressional districts at the
126126 General Election of 2024 and thereafter, until the state's
127127 U.S. Congressional districts are reapportioned and
128128 redistricted after the 2030 decennial census.
129129 Section 4. This act shall become effective immediately
130130 upon its passage and approval by the Governor, or upon its
131131 otherwise becoming law.
