17	17	This bill would redraw the state's U.S.
18	18	Congressional districts, last drawn in 2021, following
19	19	the U.S. Supreme Court's decision in Allen v. Milligan,
20	20	599 U.S. ____, 143 S.Ct. 1487 (June 8, 2023).
21	21	A BILL
22	22	TO BE ENTITLED
23	23	AN ACT
24	24	To amend Section 17-14-70, Code of Alabama 1975, to
25	25	provide for the reapportionment and redistricting of the
26	26	state's United States Congressional districts for the purpose
27	27	of electing members at the General Election in 2024 and
28	28	thereafter, until the release of the next federal census.
29	29	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
30	30	Section 1. Section 17-14-70, Code of Alabama 1975, is
31	31	amended to read as follows:
32	32	"§17-14-70
33	33	(a) The State of Alabama is divided into seven
34	34	congressional districts as provided in subsection (b).
35	35	(b) The numbers and boundaries of the districts are
36	36	designated and established by the map prepared by the
37	37	Permanent Legislative Committee on Reapportionment and

67	67	identified and labeled as Pringle Congressional Plan 1 Pringle
68	68	Congressional Plan 1-2023 , including the corresponding
69	69	boundary description provided by the census tracts, blocks,
70	70	and counties, and are incorporated by reference as part of
71	71	this section.
72	72	(c) The Legislature shall post for viewing on its
73	73	public website the map referenced in subsection (b), including
74	74	the corresponding boundary description provided by the census
75	75	tracts, blocks, and counties, and any alternative map,
76	76	including the corresponding boundary description provided by
77	77	the census tracts, blocks, and counties, introduced by any
78	78	member of the Legislature during the legislative session in
79	79	which this section is added or amended.
80	80	(d) Upon enactment of Act 2021-555, adding the act
81	81	amending this section and adopting the map identified in
82	82	subsection (b), the Clerk of the House of Representatives or
83	83	the Secretary of the Senate, as appropriate, shall transmit
84	84	the map and the corresponding boundary description provided by
85	85	the census tracts, blocks, and counties identified in
86	86	subsection (b) for certification and posting on the public
87	87	website of the Secretary of State.
88	88	(e) The boundary descriptions provided by the certified
89	89	map referenced in subsection (b) shall prevail over the
90	90	boundary descriptions provided by the census tracts, blocks,
91	91	and counties generated for the map."
92	92	Section 2. The provisions of this act are severable. If
93	93	any part of this act is declared invalid or unconstitutional,
94	94	that declaration shall not affect the part which remains.

124	124	Section 3. This act shall be effective for the election
125	125	of members of the state's U.S. Congressional districts at the
126	126	General Election of 2024 and thereafter, until the state's
127	127	U.S. Congressional districts are reapportioned and
128	128	redistricted after the 2030 decennial census.
129	129	Section 4. This act shall become effective immediately
130	130	upon its passage and approval by the Governor, or upon its
131	131	otherwise becoming law.
