14	14	This bill makes an appropriation of $1,069,234
15	15	from the Education Trust Fund to Talladega College in
16	16	Talladega, Alabama for the support and maintenance of
17	17	the educational program of the institution, for the
18	18	fiscal year ending September 30, 2024; provides that
19	19	the appropriation is subject to certain provisions of
20	20	the Code of Alabama 1975; requires an operations plan
21	21	and an audited financial statement prior to the release
22	22	of any funds; and requires an end of year report.

24	24	TO BE ENTITLED
25	25	AN ACT
26	26	To make an appropriation of $1,069,234 from the
27	27	Education Trust Fund to Talladega College in Talladega,
28	28	Alabama for the support and maintenance of the educational
29	29	program of the institution, for the fiscal year ending
30	30	September 30, 2024; to provide that the appropriation is
31	31	subject to certain provisions of the Code of Alabama 1975; to
32	32	require an operations plan and an audited financial statement
33	33	prior to the release of any funds; and to require an end of
34	34	year report.

64	64	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
65	65	Section 1. There is hereby appropriated the sum of
66	66	$1,069,234 from the Education Trust Fund to Talladega College
67	67	in Talladega, Alabama for the support and maintenance of the
68	68	educational program of the institution, for the fiscal year
69	69	ending September 30, 2024.
70	70	Section 2. The above appropriation is made for the
71	71	support of public education in Alabama and for the support and
72	72	maintenance of the above program. The appropriation shall be
73	73	subject to the provisions, terms, conditions, and limitations
74	74	of the Budget and Financial Control Act, Code of Alabama 1975,
75	75	Sections 41-4-80 et seq.; the provisions of the Budget
76	76	Management Act of 1976, Code of Alabama 1975, Sections 41-19-1
77	77	et seq.; and any other provisions of this act.
78	78	Section 3. (a) Prior to the release of any funds
79	79	appropriated under this act the following reports shall be
80	80	submitted:
81	81	(1) An operations plan for the fiscal year 2024,
82	82	including goals and measurable performance indicators, shall
83	83	be submitted to and approved by the Director of Finance, as
84	84	provided for state agencies in Code of Alabama 1975, Section
85	85	41-19-10.
86	86	(2) An audited financial statement for all operations
87	87	during the fiscal year 2022.
88	88	(b) It is the intent that funds appropriated for fiscal
89	89	year 2024 shall be released by the Director of Finance
90	90	following receipt of the above reports.
91	91	(c) In addition, quarterly reports shall be made to the

121	121	Director of Finance relating actual expenditures and
122	122	accomplishments to planned expenditures and accomplishments.
123	123	An end of year performance report for the fiscal year 2024
124	124	shall be made to the Director of Finance stating the work
125	125	accomplished and the services provided and the costs of
126	126	accomplishing the work and providing the services, citing
127	127	meaningful measures of program effectiveness and costs, as is
128	128	required for state agencies in Code of Alabama 1975, Section
129	129	41-19-11.
130	130	(d) The Director of Finance shall forward a copy of all
131	131	required reports to the Legislative Council in a timely
132	132	manner.
133	133	Section 4. This act shall become effective October 1,
134	134	2023.
