1414 SYNOPSIS:
1515 This bill would authorize any municipality or
1616 governmental entity subject to a countywide civil
1717 service system to elect by a majority vote of the
1818 governing body to opt out of the countywide civil
1919 service system.
2020 This bill would also require the municipality or
2121 governmental entity to adopt a human resources policy
2222 and procedures manual and to provide written
2323 notification to the director of the countywide civil
2424 service system.

2727 AN ACT
2828 To authorize any municipality or governmental entity
2929 subject to a countywide civil service system to elect by a
3030 majority vote of the municipal governing body to opt out of
3131 the countywide civil service system; to require the
3232 municipality or governmental entity to adopt a human resources
3333 policy and procedures manual; and to require the municipality
3434 or governmental entity to notify the director of the
3535 countywide civil service system of its decision to withdraw
3636 from the system.

6666 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
6767 Section 1. (a) For the purposes of this section, the
6868 term "countywide civil service system" means a civil service
6969 system established by a local law that applies to a county and
7070 any municipality in the county.
7171 (b) Any municipality or governmental entity subject to
7272 a countywide civil service system by majority vote of the city
7373 or town council or the governing body of the governmental
7474 entity may elect to opt out of a countywide civil service
7575 system.
7676 (c) Any municipality or governmental entity making the
7777 election authorized by subsection (a), prior to the effective
7878 date of the withdrawal, shall adopt a human resources policy
7979 and procedures manual, which shall include personnel policy
8080 guidelines; operational standards; employee management,
8181 recruitment, testing, hiring and termination procedures; equal
8282 employment opportunities policies; and workplace harassment
8383 policies.
8484 (d) Any municipality or governmental entity making the
8585 election pursuant to this section shall provide written notice
8686 to the director of the countywide civil service system of its
8787 decision to withdraw from the countywide civil service system.
8888 Section 2. This act shall become effective immediately
8989 following its passage and approval by the Governor, or its
