15	15	This bill would authorize any municipality or
16	16	governmental entity subject to a countywide civil
17	17	service system to elect by a majority vote of the
18	18	governing body to opt out of the countywide civil
19	19	service system.
20	20	This bill would also require the municipality or
21	21	governmental entity to adopt a human resources policy
22	22	and procedures manual and to provide written
23	23	notification to the director of the countywide civil
24	24	service system.

26	26	TO BE ENACTED
27	27	AN ACT
28	28	To authorize any municipality or governmental entity
29	29	subject to a countywide civil service system to elect by a
30	30	majority vote of the municipal governing body to opt out of
31	31	the countywide civil service system; to require the
32	32	municipality or governmental entity to adopt a human resources
33	33	policy and procedures manual; and to require the municipality
34	34	or governmental entity to notify the director of the
35	35	countywide civil service system of its decision to withdraw
36	36	from the system.

66	66	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
67	67	Section 1. (a) For the purposes of this section, the
68	68	term "countywide civil service system" means a civil service
69	69	system established by a local law that applies to a county and
70	70	any municipality in the county.
71	71	(b) Any municipality or governmental entity subject to
72	72	a countywide civil service system by majority vote of the city
73	73	or town council or the governing body of the governmental
74	74	entity may elect to opt out of a countywide civil service
75	75	system.
76	76	(c) Any municipality or governmental entity making the
77	77	election authorized by subsection (a), prior to the effective
78	78	date of the withdrawal, shall adopt a human resources policy
79	79	and procedures manual, which shall include personnel policy
80	80	guidelines; operational standards; employee management,
81	81	recruitment, testing, hiring and termination procedures; equal
82	82	employment opportunities policies; and workplace harassment
83	83	policies.
84	84	(d) Any municipality or governmental entity making the
85	85	election pursuant to this section shall provide written notice
86	86	to the director of the countywide civil service system of its
87	87	decision to withdraw from the countywide civil service system.
88	88	Section 2. This act shall become effective immediately
89	89	following its passage and approval by the Governor, or its
90	90	otherwise becoming law.
