FN-0XZ4G6-3 Page 1 FISCAL NOTE House Bill 246 Committee: County and Municipal GovernmentSponsor: Representative Kenneth Paschal Analyst: Tiffany Weaver Date: 05/31/2023 House Bill 246 as passed the House of Representatives would allow the Alabama Board of Cosmetology & Barbering to join the interstate Cosmetology Licensure Compact. This bill: (1) would increase the financial obligations of the Board by an undetermined amount dependent on the amount of the annual assessment fee levied by the Cosmetology Licensure Compact Commission on each member state to cover the costs of its operations, activities, staff, and annual budget as authorized in the compact; (2) could decrease the amount of license fees collected from out-of-state reciprocal licensees who decide to become licensed in their home state and practice in Alabama under the multistate license by an estimated $150,000 per year; and (3) increase receipts to the Board from fees imposed for multistate licenses by an undetermined amount dependent upon the number of licenses issued and the fee amounts set by the Board. Further, this bill would increase the administrative obligations of the Board to submit information to the commission's licensure database as provided for by the provisions of this compact.
