14	14	Under existing constitutional law, local laws
15	15	must be advertised for four consecutive weeks prior to
16	16	introduction in the Legislature.
17	17	This bill would propose an amendment to the
18	18	Constitution of Alabama of 2022, to require local
19	19	constitutional amendments to be advertised via
20	20	publication on the website of the affected community
21	21	for four consecutive weeks prior to introduction.
22	22	A BILL
23	23	TO BE ENTITLED
24	24	AN ACT
25	25	Proposing an amendment to the Constitution of Alabama
26	26	of 2022, to add Section 284.02, to require local
27	27	constitutional amendments to be advertised prior to
28	28	introduction.
29	29	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
30	30	Section 1. The following amendment to the Constitution
31	31	of Alabama of 2022, is proposed and shall become valid as a
32	32	part of the Constitution when approved by a majority of the
33	33	qualified electors voting thereon and in accordance with
34	34	Sections 284, 285, and 287 of the Constitution of Alabama of
35	35	2022:

66	66	Section 284.02 is added to the Constitution of Alabama
67	67	of 2022 to read as follows:
68	68	Section 284.02
69	69	No local constitutional amendment shall be passed
70	70	unless the substance of the proposed constitutional amendment
71	71	is prominently published on the website of the county or
72	72	political subdivision affected by the constitutional amendment
73	73	for a period of not less than four consecutive weeks prior to
74	74	the introduction of the constitutional amendment. Proof of
75	75	notice shall be provided to the Clerk of the House or
76	76	Secretary of the Senate at the time the constitutional
77	77	amendment is introduced.
78	78	Upon ratification of this constitutional amendment, the
79	79	Code Commissioner shall number and place this amendment as
80	80	appropriate in the constitution omitting this instructional
81	81	paragraph and may make the following nonsubstantive revisions:
82	82	change capitalization, spelling, and punctuation for purposes
83	83	of style and uniformity; correct manifest grammatical,
84	84	clerical, and typographical errors; and correct incorrect
85	85	cross-references.
86	86	Section 2. An election upon the proposed amendment
87	87	shall be held in accordance with Sections 284 and 285 of the
88	88	Constitution of Alabama of 2022, and the election laws of this
89	89	state.
90	90	Section 3. The appropriate election official shall
91	91	assign a ballot number for the proposed constitutional

122	122	following description of the substance or subject matter of
123	123	the proposed constitutional amendment:
124	124	"Proposing an amendment to the Constitution of Alabama
125	125	of 2022, to require every local constitutional amendment to be
126	126	published on the website of the affected county or political
127	127	subdivision for a period of four weeks prior to introduction
128	128	of the local constitutional amendment by the Legislature.
