14+SYNOPSIS:
15+Under existing law, the Blount County Board of
16+Registrars may meet a maximum of 168 working days each
17+fiscal year.
18+This bill would increase the number of working
19+days that the Blount County Board of Registrars may
20+meet to a maximum of 207 working days each year.

1723 AN ACT
1824 To amend Section 17-3-8, Code of Alabama 1975, as last
1925 amended by Act 2022-112 of the 2022 Regular Session, relating
2026 to meeting days of boards of registrars; to increase the
2127 number of working days that the Blount County Board of
2228 Registrars may meet each week.
2329 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
2430 Section 1. Section 17-3-8, Code of Alabama 1975, as
2531 last amended by Act 2022-112 of the 2022 Regular Session, is
2632 amended to read as follows:
2733 "ยง17-3-8
2834 (a) Each member of the board of registrars in the
2935 Counties of Clay, Cleburne, Coosa, Dallas, Escambia, Geneva,
3036 Lowndes, Perry, Sumter, and Wilcox may meet a maximum of 120
31-working days each fiscal year; each member of the board of
32-registrars in the Counties of Barbour, Blount, Butler,
33-Fayette, Greene, Marengo, Pickens, Pike, Randolph, and Winston
34-may meet a maximum of 168 working days each fiscal year,
35-except in Pike County each board of registrars may meet up to
36-an additional 30 session days each fiscal year, at the
37-discretion of the chair of the county commission, and such
38-days shall be paid from the respective county funds; each

7581 Bullock, Macon, and Tuscaloosa may meet a maximum of 216
7682 working days each fiscal year; each member of the board of
7783 registrars in the Counties of Limestone and Shelby may meet a
7884 maximum of 167 working days each fiscal year; and each member
7985 of the board of registrars in Russell County may meet a
8086 maximum of 177 working days each fiscal year.(b) In the
8187 Counties of Choctaw, Colbert, Cullman, Lauderdale, and Monroe,
8288 each member of the board of registrars may meet a maximum of
8389 199 working days each fiscal year.
8490 (c) Each member of the Board of Registrars of Autauga,
8591 Elmore, and Bibb Counties may meet a maximum of 187 working
8692 days each fiscal year. Each member of the Board of Registrars
8793 of Walker County may meet a maximum of 200 days each fiscal
88-year, and each member of the Board of Registrars of Lamar,
89-Cherokee, Clarke, Conecuh, Crenshaw, Hale, and Washington
90-Counties may meet a maximum of 140 days each fiscal year. Each
91-member of the board of registrars in the following counties
92-may meet the following maximum number of working days each
93-fiscal year: Henry - 140 working days; Covington - 188 working
94-days; DeKalb,- 207 working days; Jackson, and Blount - 207
95-working days; Chambers - 180 working days; and Lawrence - 140

123+year, and each member of the Board of Registrars of Lamar,
124+Cherokee, Clarke, Conecuh, Crenshaw, Hale, and Washington
125+Counties may meet a maximum of 140 days each fiscal year. Each
126+member of the board of registrars in the following counties
127+may meet the following maximum number of working days each
128+fiscal year: Henry - 140 working days; Covington - 188 working
129+days; DeKalb,- 207 working days; Jackson, and Blount - 207
130+working days; Chambers - 180 working days; and Lawrence - 140
125131 working days.
126132 (d) Each member of the board of registrars in the
127133 Counties of Baldwin, Calhoun, Chilton, Etowah, Lee, Madison,
128134 Mobile, Montgomery, St. Clair, and Morgan are authorized to
129135 meet not more than five days each week for the purpose of
130136 carrying out their official duties. Jefferson County, which is
131137 now operating under the provisions of local laws, shall be
132138 exempted from this section. Provided, however, that where the
133139 term each year is used in the local laws the term means each
134140 fiscal year.
135141 (e) The actual number of working days to be used as
136142 session days shall be determined by a quorum of the board of
137143 registrars according to the needs of the county.
138144 (f) As many as 25 of the allotted working days may be
139145 used for special registration sessions (i.e., those sessions
140146 held away from the courthouse in the several precincts of the
141147 county or sessions held on Saturday or between the hours of
142148 5:00 p.m. and 9:00 p.m.). Notice of any special session
143149 scheduled by the board shall be given at least 10 days prior
144150 to the special session by: (1) Bills posted at three or more
145-public places in each election precinct affected, if the
146-session involves precinct visits; and (2) advertisement once a
147-week for two successive weeks in a newspaper published in the
148-county or by radio or television announcements on a local
149-station, or both by newspaper or announcement."
150-Section 2. This act shall become effective on the first
151-day of the third month following its passage and approval by
152-the Governor, or its otherwise becoming law.
