SYNOPSIS:
This bill would require a state agency,
department, or other governmental body to consult the
Specially Designated Nationals and Blocked Persons List
maintained by the federal Office of Foreign Assets
Control before purchasing or acquiring an unmanned
aircraft system, and would prohibit a governmental body
from purchasing or acquiring an unmanned aircraft
system if the manufacturer of the system is on the list
and based in China.
This bill would also require a county or
municipality to consult the Specially Designated
Nationals and Blocked Persons List before purchasing or
acquiring an unmanned aircraft system, and would
prohibit a governmental body from purchasing or
acquiring an unmanned aircraft system if the
manufacturer of the system is on the list and based in
China.

agency, department, or other governmental body, or a county or
municipality, to consult the federal Specially Designated
Nationals and Blocked Persons List before purchasing or
acquiring an unmanned aircraft system; and to prohibit a
governmental body, county, or municipality from purchasing or
acquiring an unmanned aircraft system in certain
circumstances.
BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
Section 1. (a) Before purchasing or acquiring an
unmanned aircraft system, as defined in Section 13A-7-4.3,
Code of Alabama 1975, a governmental body, as defined in
Section 41-4-114, Code of Alabama 1975, shall consult the
Office of Foreign Assets Control's website to determine
whether the manufacturer of the unmanned aircraft system is on
the Specially Designated Nationals and Blocked Persons (SDN)
List.
(b) If the manufacturer is on the SDN List, and the
manufacturer is based in China, the governmental body shall
not purchase or acquire the unmanned aircraft system.
Section 2.(a) Before purchasing or acquiring an
unmanned aircraft system, as defined in Section 13A-7-4.3,
Code of Alabama 1975, a county or municipality shall consult
the Office of Foreign Assets Control's website to determine
whether the manufacturer of the unmanned aircraft system is on
the Specially Designated Nationals and Blocked Persons (SDN)
List.
(b) If the manufacturer is on the SDN List, and the
manufacturer is based in China, the county or municipality

shall not purchase or acquire the unmanned aircraft system.
Section 3. This act shall become effective on the first
day of the third month following its passage and approval by
the Governor, or its otherwise becoming law.
