17	17	SYNOPSIS:
18	18	This bill would require a state agency,
19	19	department, or other governmental body to consult the
20	20	Specially Designated Nationals and Blocked Persons List
21	21	maintained by the federal Office of Foreign Assets
22	22	Control before purchasing or acquiring an unmanned
23	23	aircraft system, and would prohibit a governmental body
24	24	from purchasing or acquiring an unmanned aircraft
25	25	system if the manufacturer of the system is on the list
26	26	and based in China.
27	27	This bill would also require a county or
28	28	municipality to consult the Specially Designated
29	29	Nationals and Blocked Persons List before purchasing or
30	30	acquiring an unmanned aircraft system, and would
31	31	prohibit a governmental body from purchasing or
32	32	acquiring an unmanned aircraft system if the
33	33	manufacturer of the system is on the list and based in
34	34	China.

71	71	acquiring an unmanned aircraft system; and to prohibit a
72	72	governmental body, county, or municipality from purchasing or
73	73	acquiring an unmanned aircraft system in certain
74	74	circumstances.
75	75	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
76	76	Section 1. (a) Before purchasing or acquiring an
77	77	unmanned aircraft system, as defined in Section 13A-7-4.3,
78	78	Code of Alabama 1975, a governmental body, as defined in
79	79	Section 41-4-114, Code of Alabama 1975, shall consult the
80	80	Office of Foreign Assets Control's website to determine
81	81	whether the manufacturer of the unmanned aircraft system is on
82	82	the Specially Designated Nationals and Blocked Persons (SDN)
83	83	List.
84	84	(b) If the manufacturer is on the SDN List, and the
85	85	manufacturer is based in China, the governmental body shall
86	86	not purchase or acquire the unmanned aircraft system.
87	87	Section 2.(a) Before purchasing or acquiring an
88	88	unmanned aircraft system, as defined in Section 13A-7-4.3,
89	89	Code of Alabama 1975, a county or municipality shall consult
90	90	the Office of Foreign Assets Control's website to determine
91	91	whether the manufacturer of the unmanned aircraft system is on
92	92	the Specially Designated Nationals and Blocked Persons (SDN)
93	93	List.
94	94	(b) If the manufacturer is on the SDN List, and the
95	95	manufacturer is based in China, the county or municipality

126	126	Section 3. This act shall become effective on the first
127	127	day of the third month following its passage and approval by
128	128	the Governor, or its otherwise becoming law.
