14+HJR___ CREATING THE JOINT INTERIM STUDY COMMISSION ON
1715 GRANDPARENTS RAISING GRANDCHILDREN.
1816 WHEREAS, grandparents play an important and
1917 influential part in the lives of their grandchildren; and
2018 WHEREAS, many grandparents have assumed the role of
2119 parent for their grandchildren for reasons including, but
2220 not limited to, the premature death of a child's parent, a
2321 parent's incarceration, or concerns with a parent's mental
2422 health or substance abuse; and
2523 WHEREAS, while grandparents have been stepping in to
2624 raise grandchildren throughout history, the number of
2725 grandparents raising their grandchildren has increased in
2826 recent years; and
2927 WHEREAS, in the United States, over 2.5 million
3028 grandparents carry the primary responsibility of caring for
3129 their grandchildren; about one third of grandchildren living
3230 with their grandparents are under six years of age; and
3331 WHEREAS, grandparents who act as parents face unique
3432 challenges when they assume responsibility of their
3533 grandchildren; and

6360 WHEREAS, there exists a need to address the
6461 challenges that arise when grandparents raise their
6562 grandchildren; now therefore,
6663 BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
6764 HOUSES THEREOF CONCURRING, That there is created the Joint
6865 Interim Study Commission on Grandparents Raising
6966 Grandchildren.
7067 (a) The membership of the study commission shall
7168 consist of all of the following:
72-(1) Three members appointed by the Governor,
73-including each of the following:
74-a. One member representing the faith community.
75-b. One member representing a family public policy
76-organization.
77-c. One grandparent who is currently raising a
78-grandchild or grandchildren.
79-(2) One member appointed by the Lieutenant Governor.
80-(3) One member appointed by the Attorney General.
81-(4) One member of the Senate, appointed by the

70+(2) One member appointed by the Attorney General.
71+(3) One member of the Senate, appointed by the
8272 President Pro Tempore of the Senate, and one member of the
8373 Senate, appointed by the Minority Leader of the Senate.

8575 appointed by the Speaker of the House of Representatives,

133114 of the study commission membership.
134115 (b) The appointing authorities shall coordinate their
135116 appointments to assure the study commission membership is
136117 inclusive and reflects the racial, gender, geographic,
137118 urban, rural, and economic diversity of the state.
138119 (c)(1) The Lieutenant Governor shall call the first
139120 meeting of the study commission, at which the members shall
121+elect a chair and a vice chair from among the membership.
122+The study commission may then meet as necessary to conduct
123+business.
124+(2) The Legislative Services Agency, the Clerk of the
125+House of Representatives, and the Secretary of the Senate
126+shall provide administrative and other assistance for the
127+work of the study commission as necessary.
128+(d)(1) The legislative members of the study
129+commission shall be entitled to their legislative
130+compensation, per diem, and travel expenses for each day
131+they attend a meeting of the study commission pursuant to
132+Section 49 of the Constitution of Alabama of 2022.

168-The study commission may then meet as necessary to conduct
169-business.
170-(2) The Legislative Services Agency, the Clerk of the
171-House of Representatives, and the Secretary of the Senate
172-shall provide administrative and other assistance for the
173-work of the study commission as necessary.
174-(d)(1) The legislative members of the study
175-commission shall be entitled to their legislative
176-compensation, per diem, and travel expenses for each day
177-they attend a meeting of the study commission pursuant to
178-Section 49 of the Constitution of Alabama of 2022.
179158 (2) The nonlegislative members of the study
180159 commission shall serve without compensation but may be
181160 reimbursed for necessary expenses in attending meetings of
182161 the study commission pursuant to the policies of their
183162 respective appointing authority.
184163 (e) The study commission shall prepare a report of
185-its findings, conclusions, and recommendations to the
186-Legislature not later than the third legislative day of the
187-2024 Regular Session. Upon filing its report with the
188-Legislature, the study commission shall stand dissolved and
189-discharged of any future duties and liabilities.
190-(f) Pursuant to Section 36-14-17.1, Code of Alabama
191-1975, the study commission shall provide a notice of all
164+its findings, conclusions, and recommendations for any
165+proposed reform legislation to the Legislature not later
166+than the third legislative day of the 2024 Regular Session.
167+In preparing its report, the study commission shall include
168+recommendations to address the challenges that arise when
169+grandparents raise their grandchildren. Upon filing its
170+report with the Legislature, the study commission shall
171+stand dissolved and discharged of any future duties and
172+liabilities.
173+(f) Each appointing authority named herein shall be
174+provided a copy of this resolution upon its passage.
