	13	+	SYNOPSIS:
	14	+	This bill makes an appropriation of $1,069,234
	15	+	from the Education Trust Fund to Talladega College in
	16	+	Talladega, Alabama for the support and maintenance of
	17	+	the educational program of the institution, for the
	18	+	fiscal year ending September 30, 2024; provides that
	19	+	the appropriation is subject to certain provisions of
	20	+	the Code of Alabama 1975; requires an operations plan
	21	+	and an audited financial statement prior to the release
	22	+	of any funds; and requires an end of year report.

	24	+	TO BE ENTITLED
	25	+	AN ACT
15	26		To make an appropriation of $1,069,234 from the
16	27		Education Trust Fund to Talladega College in Talladega,
17	28		Alabama for the support and maintenance of the educational
18	29		program of the institution, for the fiscal year ending
19	30		September 30, 2024; to provide that the appropriation is
20	31		subject to certain provisions of the Code of Alabama 1975; to
21	32		require an operations plan and an audited financial statement
22	33		prior to the release of any funds; and to require an end of
23	34		year report.
24		-	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
25		-	Section 1. There is hereby appropriated the sum of
26		-	$1,069,234 from the Education Trust Fund to Talladega College
27		-	in Talladega, Alabama for the support and maintenance of the
28		-	educational program of the institution, for the fiscal year
29		-	ending September 30, 2024.
30		-	Section 2. The above appropriation is made for the
31		-	support of public education in Alabama and for the support and
32		-	maintenance of the above program. The appropriation shall be
33		-	subject to the provisions, terms, conditions, and limitations
34		-	of the Budget and Financial Control Act, Code of Alabama 1975,
35		-	Sections 41-4-80 et seq.; the provisions of the Budget
36		-	Management Act of 1976, Code of Alabama 1975, Sections 41-19-1
37		-	et seq.; and any other provisions of this act.
38		-	Section 3. (a) Prior to the release of any funds
39		-	appropriated under this act the following reports shall be

	64	+	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
	65	+	Section 1. There is hereby appropriated the sum of

70	81		(1) An operations plan for the fiscal year 2024,
71	82		including goals and measurable performance indicators, shall
72	83		be submitted to and approved by the Director of Finance, as
73	84		provided for state agencies in Code of Alabama 1975, Section
74	85		41-19-10.
75	86		(2) An audited financial statement for all operations
76	87		during the fiscal year 2022.
77	88		(b) It is the intent that funds appropriated for fiscal
78	89		year 2024 shall be released by the Director of Finance
79	90		following receipt of the above reports.
80	91		(c) In addition, quarterly reports shall be made to the
81		-	Director of Finance relating actual expenditures and
82		-	accomplishments to planned expenditures and accomplishments.
83		-	An end of year performance report for the fiscal year 2024
84		-	shall be made to the Director of Finance stating the work
85		-	accomplished and the services provided and the costs of
86		-	accomplishing the work and providing the services, citing
87		-	meaningful measures of program effectiveness and costs, as is
88		-	required for state agencies in Code of Alabama 1975, Section
89		-	41-19-11.
90		-	(d) The Director of Finance shall forward a copy of all
91		-	required reports to the Legislative Council in a timely
92		-	manner.
93		-	Section 4. This act shall become effective October 1,
94		-	2023.
