FN-U4BRGX-1 Page 1 FISCAL NOTE Senate Bill 128 Committee: Agriculture, Conservation, and ForestrySponsor: Senator Clay Scofield Analyst: Jennifer Farish Date: 04/05/2023 Senate Bill 128as introduced would increase the administrative and financial obligations of the Alabama Forestry Commission, to conduct public auctions or negotiated sales of surplus property owned by the Commission to other State entities. However the increased obligations could be offset wholly or partly with the ability of the Commission to collect the full amount of surplus personal property sales pursuant to the provisions of this bill. Based on a three year average of annual sales of surplus property auctioned or negotiated by the Alabama Department of Economic and Community Affairs (ADECA) for fiscal years 2020 through 2022, this bill could increase receipts deposited into the Alabama Forestry Commission Fund by an estimated $30,000 annually with a corresponding decrease to ADECA. Bill will also reduce receipts to the ADECA Surplus Property Division due to loss of proceeds from surplus personal property sales pursuant to provisions of this bill.
