14-Enrolled, An Act,
15-To create the School Principal Leadership and Mentoring
16-Act and the Alabama Principal Leadership Development System
17-for public K-12 education; to provide for the creation and
18-implementation of a mentoring program for new principals and a
19-continuing professional learning program for principals and
20-assistant principals; and to provide annual stipends for each
21-principal and assistant principal who satisfactorily completes
22-the program.
23-BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
24-Section 1. This act shall be known and may be cited as
25-the School Principal Leadership and Mentoring Act.
26-Section 2. For the purposes of this act, the following
27-terms shall have the following meanings:
28-(1) BOARD. The State Board of Education.
29-(2) DEPARTMENT. The State Department of Education.
30-(3) DESIGN TEAM. The group of individuals appointed to
31-design the Alabama Principal Leadership Development System
32-including, but not limited to, school leadership standards,
33-principal leadership framework, design of a leadership
34-academy, ongoing professional learning, mentoring, evaluation
35-system, or any other aspect the design team determines
36-necessary for the growth and development of successful school
37-administrators.
38-(4) HIGH-POVERTY SCHOOL. A school that has a free and
39-reduced federal lunch student percentage of 75 percent or
15+SYNOPSIS:
16+Existing law requires principals and assistant
17+principals to complete five professional learning units
18+every five years specific to serving in those
19+administrative positions beyond the initial
20+instructional leadership certification provided by
21+state institutions of higher education.
22+This bill would create the School Principal
23+Leadership and Mentoring Act.
24+This bill would require the creation and
25+implementation of the Alabama Principal Leadership
26+Development System and would require all principals and
27+assistant principals to attend and satisfactorily
28+complete the program.
29+This bill would provide a mentoring program for
30+principals with less than two years of experience in
31+that position.
32+This bill would also provide annual stipends for
33+each principal and assistant principal who
34+satisfactorily completes the program.

69-greater as determined by the most recent data posted or that
70-provides meals to all students through the community
71-eligibility provision.
72-(5) LOW-PERFORMING SCHOOL. Any school that is
73-identified as a Comprehensive Support and Improvement School,
74-a Targeted Support and Improvement School, an Additional
75-Targeted Support and Improvement School, a school with a D or
76-F grade as defined by the Alabama Education Report Card,
77-Chapter 6C of Title 16, Code of Alabama 1975, or a full
78-support school or limited support school as defined by the
79-Alabama Literacy Act, Chapter 6G of Title 16, Code of Alabama
80-1975, or the Alabama Numeracy Act, Chapter 6H of Title 16,
81-Code of Alabama 1975.
82-(6) MENTORING. A long-term relationship between a new
83-principal mentee and a trained principal mentor that fosters
84-the professional, academic, or personal development of the
85-principal mentee.
86-(7) NEW PRINCIPAL. A principal who is serving in his or
87-her first or second year as a principal.
88-(8) PRINCIPAL. An individual who is certified for the
89-position of principal, as prescribed by the board, and who is
90-employed full-time by a local board of education as the chief
91-school administrator of a public school.
92-(9) PRINCIPAL MENTEE. A new principal who is
93-participating in a mentoring relationship with a more
94-experienced principal through which the principals may further
95-define and articulate core values, grow instructional
96-leadership competencies, and develop professional confidence.

77+BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
78+Section 1. This act shall be known and may be cited as
79+the School Principal Leadership and Mentoring Act.
80+Section 2. For the purposes of this act, the following
81+terms shall have the following meanings:
82+(1) BOARD. The State Board of Education.
83+(2) DEPARTMENT. The State Department of Education.
84+(3) DESIGN TEAM. The group of individuals appointed to

86+including, but not limited to, standards and protocols for a
87+leadership academy, ongoing professional learning, mentoring,
88+model evaluation, and any other aspect the design team

91+(4) LOW-PERFORMING SCHOOL. The same as defined as a
92+failing school under Section 16-6D-4, Code of Alabama 1975.
93+(5) MENTORING. A long-term relationship between a new

126-(10) PRINCIPAL MENTOR. An experienced school
123+principal mentee and a trained principal mentor that fosters
124+the professional, academic, or personal development of the
125+principal mentee.
126+(6) NEW PRINCIPAL. A principal who is serving in his or

132143 effectiveness of principals in elevating student achievement
133144 through professional study.
134-(12) PROFESSIONAL LEARNING UNIT. A content-driven,
145+(11) PROFESSIONAL LEARNING UNIT. A content-driven,
135146 long-term unit of professional study for instructional leaders
136147 that fully addresses all knowledge and ability indicators
137-under at least one of the Alabama Standards for School
148+under at least one of the Alabama Standards for Instructional
138149 Leaders, or a professional study that constitutes a
139150 professional learning unit that requires multiple professional
140-learning experiences over time and is aligned with the Alabama
141-Standards for School Leadership, the Principal Leadership
142-framework, and the Alabama Standards for Professional
143-Learning.
144-(13) PROGRAM. The Alabama Principal Leadership
145-Development System created by this act.
146-(14) SCHOOL. A public school located in the state and
147-providing instruction in grades preK-12, or any configuration
148-of those grades.
149-(15) SCHOOL ADMINISTRATOR. Includes principals and
150-assistant principals.
151-(16) SUPERINTENDENT. The State Superintendent of
152-Education.
153-Section 3. (a)(1) A design team shall be appointed to

182+(12) PROGRAM. The Alabama Principal Leadership
183+Development System created by this act.
184+(13) SCHOOL. A public school, including a public
185+charter school, located in the state and providing instruction
186+in grades prek-12, or any configuration of those grades.
187+(14) SCHOOL ADMINISTRATOR. Includes principals and
188+assistant principals.
189+(15) SUPERINTENDENT. The State Superintendent of
190+Education.
191+Section 3. (a)(1) A design team shall be appointed to
183192 develop the program. In selecting design team members, the
184193 superintendent may consult with professional associations that
185194 primarily serve school administrators, higher education
186195 partners, and others to facilitate a design team with
187196 expertise in elementary, middle, and high school leadership,
188197 as well as curriculum, school climate, data management,
189198 assessment, instruction, mentoring, and other areas necessary
190199 for leading a school with high expectations for academic
191200 achievement and growth and a positive school climate. At a
192201 minimum, the membership of the design team shall include all
193202 of the following:
194203 a. The State Superintendent of Education, or his or her
195204 designee.
196205 b. Three serving principals, including a high school,
197206 middle school, and elementary school principal appointed by
198207 the Board of Directors of the Council for Leaders in Alabama
199-Schools.
200-c. Three serving assistant principals, including a high
201-school, middle school, and elementary school assistant
202-principal appointed by the Board of Directors of the Council
203-for Leaders in Alabama Schools.
204-d. Two local superintendents of education appointed by
205-the Board of Directors of the School Superintendents of
206-Alabama.
207-e. Three serving public school teachers, including a
208-high school, middle school, and elementary school teacher
209-appointed by the Board of Directors of the Alabama Education

247+appointed by the Board of Directors of the Alabama Education
248+Association.
249+f. One member who is serving as a member of a local
250+board of education appointed by the Board of Directors of the
251+Alabama Association of School Boards.
243252 g. One member who is serving as an instructor at an
244253 institution of higher education in the state and is familiar
245254 with the responsibilities and roles of principals appointed by
246255 the Alabama Commission on Higher Education.
247256 h. Two members appointed from the state at-large by the
248257 Board of Directors of the A+ Education Partnership.
249258 i. Four members appointed from the state at-large by
250259 the Governor.
251260 (2) The appointing authorities shall coordinate their
252261 appointments to assure the team membership is inclusive and
253262 reflects the racial, gender, geographic, urban, rural, and
254263 economic diversity of the state.
255264 (b) To assist in developing and implementing the
256-program, the department may contract with a professional
257-learning organization in the state that has demonstrated
258-successful experience in providing training to principals in
259-distributive and collaborative leadership. In addition, the
260-design team may contract with a national organization with
261-demonstrated expertise in the most current research related to
262-effective principal leadership.
263-(c) The goal of the program is to increase the
264-effectiveness of school administrators resulting in improved
265-academic outcomes for all students. At a minimum, the program
266-shall provide all of the following:
267-(1) Statewide infrastructure that provides consistent

298+(c) The goal of the program is to increase the
299+effectiveness of school administrators resulting in improved
300+academic outcomes for all students. At a minimum, the program
301+shall provide all of the following:
302+(1) Statewide infrastructure that provides consistent
297303 access to sustained, high-quality professional learning and
298304 mentoring for school administrators.
299-(2) Updated Alabama Standards for School Leadership and
300-Principal Leadership framework to reflect recent research and
301-best practices, which shall replace the Alabama Standards for
302-Instructional Leaders.
303-(3) Principal Leadership framework, which shall guide
304-development of the program. This framework shall satisfy the
305-requirements of the instructional leadership framework in the
306-Alabama Numeracy Act and shall provide guidance for all of the
307-following:
308-a. A clear and shared vision for principal leadership,
309-including the following domains for principal effectiveness:
310-Visionary leadership, instructional leadership, innovative
311-leadership, managerial leadership, and relational leadership.
312-b. Recognizing and supporting excellent instruction
313-through the use of high-quality instructional materials and
314-evidence-based teaching practices.
315-c. Supporting evidence-based best practices of
316-high-quality professional learning.
317-d. Data driven instructional leadership to continuously
318-drive improvement in student achievement, including managing a
319-multi-tiered system of supports to improve student
320-achievement.
321-e. Effective coaching and management of school-based
322-academic coaches.
323-f. Norms for participation and collaboration in
324-coaching cycles to strengthen teacher practices.
305+(2) Comprehensive instruction on school leadership and
306+other relevant topics consistent with new leadership standards
307+recommended by the design team and adopted by the board to
308+realize the mission of enhancing school leadership among
309+school administrators and resulting in improved academic
310+outcomes for all students.
311+(3) Additional resources for those schools that have
312+difficulty in recruiting and retaining effective school
313+administrators.
314+(4) Competitive grants or technical assistance, or
315+both, to encourage local school districts to develop principal
316+pipeline programs.
317+Section 4. Commencing with the 2023-2024 school year,
318+the design team shall develop the program in three phases,
319+with increasing complexity and accountability, and implemented

360-(6) Competitive grants or technical assistance, or

362-pipeline programs.
363-Section 4. Commencing with the 2023-2024 school year,
364-the design team shall develop the program in three phases,
365-with increasing complexity and accountability, and implemented
366-in the following stages:
367-(1) Commencing with the 2023-2024 school year, each
368351 school administrator shall develop a comprehensive
369352 professional learning plan to be implemented beginning in the
370353 2024-2025 school year, and in each subsequent school year
371354 thereafter. In addition to required professional learning
372355 units, the plan shall include an additional five days of
373356 high-quality professional learning targeted to building skills
374357 for school leadership as identified in the annual professional
375358 learning plan. The department shall publish a list of
376359 acceptable professional learning programs, or otherwise
377360 approve professional learning experiences for this purpose
378-aligned to the Alabama Standards for School Leadership and
379-Principal Leadership framework including, but not limited to,
380-a menu of microcredentials, additional in-person academies,
381-field experiences, and other advanced work. Each professional
361+including, but not limited to, a menu of microcredentials,

363+advanced work. Each professional learning plan shall include
364+at least one goal related to student academic growth or
365+achievement, or both, and at least one goal for school

367+(2) Commencing with the 2024-2025 school year, each new

369+consecutive years. A principal mentor shall be selected based
370+on his or her successful experience as a school leader and
371+commitment to developing principal mentees in school
372+leadership. A training program for principal mentors shall be
373+developed, or selected, by the design team.
374+(3) No later than the fall of 2025, a year-long
375+leadership academy developed by the design team shall be
376+established to do all of the following:
377+a. Cultivate effective school leaders who engage with
378+their schools and the community.

415-numeracy professional learning recommended by the
416-superintendent for their individual schools as part of their
417-high-quality professional learning plan.
418-(2) Commencing with the 2024-2025 school year, each new
419-principal shall work with a principal mentor for two
420-consecutive years. A principal mentor shall be selected based
421-on his or her successful experience as a school leader and
422-commitment to developing principal mentees in school
423-leadership. A training program for principal mentors shall be
424-developed, or selected, by the design team.
425-(3) No later than the fall of 2025, a year-long
426-leadership academy shall be developed by the design team. The
427-leadership academy shall be aligned to the Alabama Standards
428-for School Leadership and Principal Leadership framework.
408+b. Serve as a catalyst for meaningful and productive
409+change.
410+c. Recognize and develop excellent instruction.
411+d. Create and sustain a culture of continuous learning.
429412 (4) No later than the fall of 2025, the design team, in
430413 partnership with a national expert, shall develop an
431414 evaluation system for all participating school administrators.
432-The evaluation system shall be aligned to the Alabama
433-Standards for School Leadership and Principal Leadership
434-framework and shall include measures of student growth and
435-achievement and all of the following domains for principal

471-(5) No later than July 1, 2024, the design team shall
472-recommend to the superintendent a schedule for implementation
473-of the program so that all principals shall have the
474-opportunity to begin the program not later than the 2029-2030
475-school year.
476-Section 5. (a) Any appropriation by the Legislature
477-shall be used, in part, to fund salary supplements and related
478-benefit costs for school administrators and other costs
479-relating to the program.
480-(b)(1) The department shall provide an annual
481-supplement of up to ten thousand dollars ($10,000) to any
482-principal and up to five thousand dollars ($5,000) to any
483-assistant principal who successfully completes the program, is
484-employed full-time in a public preK-12 school, and is properly
485-certified by the state. The department shall provide
486-additional supplements of up to five thousand dollars ($5,000)
487-to any principal and up to two thousand five hundred dollars
488-($2,500) to any assistant principal serving in a
489-low-performing school or high-poverty school. The amount of
490-any supplement provided by this subdivision is subject to
491-appropriations by the Legislature. Successful completion of
492-the program shall consist of the following:
465+in a public preK-12 school, and is properly certified by the
466+state. The department shall provide additional supplements of
467+five thousand dollars ($5,000) to any principal and two
468+thousand five hundred dollars ($2,500) to any assistant
469+principal serving in a low-performing school. Successful
470+completion of the program shall consist of the following:
493471 a. Beginning with all then currently employed
494472 principals and assistant principals, as of October 1, 2024,
495473 annual completion of five additional days of approved,
474+high-quality professional learning as described in Section 4.
475+b. Beginning with all newly employed, first-time
476+principals, as of July 1, 2024, or later, annual completion of
477+five additional days of approved, high-quality professional
478+learning and participation in a new school administrator
479+mentor program.
480+c. Beginning with the 2027-2028 school year, all then
481+currently employed and new principals, in addition to the five
482+additional days of high-quality professional learning,
483+participation in the evaluation system created in Section 4.
484+d. Beginning with the 2029-2030 school year, all then
485+currently employed principals, in addition to the five
486+additional days of high-quality professional learning,
487+participation in the evaluation system created in Section 4
488+and participation in and completion of the year-long
489+leadership academy in accordance with a schedule for
490+completion as developed and disseminated by the
491+superintendent.
492+e. Beginning with the 2029-2030 school year, for newly

526-b. Beginning with all newly employed, first-time

531-c. Beginning with the 2027-2028 school year, all then
532-currently employed and new principals, in addition to the five
533-additional days of high-quality professional learning,
534-participation in the evaluation system created in Section 4.
535-d. Beginning with the 2029-2030 school year, all then
536-currently employed principals, in addition to the five
537-additional days of high-quality professional learning,
538-participation in the evaluation system created in Section 4
539-and participation in and completion of the year-long
540-leadership academy in accordance with a schedule for
541-completion as developed and disseminated by the
542-superintendent.
543-e. Beginning with the 2029-2030 school year, for newly
544522 employed principals, annual completion of five additional days
545523 of high-quality professional learning, participation in the
546524 evaluation system created in Section 4, participation and
547525 ultimately completion of the mentorship program, and
548526 participation in and ultimately graduation from the year-long
549527 leadership academy.

541+Ways and Means Education Committee, and the Legislative Fiscal

649+shall participate in early literacy and numeracy professional
650+learning recommended by the superintendent for their
651+individual schools as part of their high-quality professional
652+learning plan. Participation shall satisfy the requirements of
653+Section 16-6H-15, Code of Alabama 1975, which provides for the
654+creation of the Alabama Instructional Leadership Framework
655+under the Alabama Numeracy Act.
656+Section 9. This act shall become effective on the first
657+day of the third month following its passage and approval by
658+the Governor, or its otherwise becoming law.
