14+This bill makes supplemental appropriations for
15+the fiscal year ending September 30, 2023, from the
16+Education Trust Fund to various agencies and entities a
17+total amount of $2,787,667,309.

1521 To make supplemental appropriations for the fiscal year
1622 ending September 30, 2023, from the Education Trust Fund to
17-various agencies and entities in a total amount of
18-$2,787,667,309.

1924 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
2025 Section 1.In addition to all other appropriations
2126 heretofore or hereafter made, there is hereby appropriated a
2227 total of $2,787,667,309 from the Education Trust Fund to the
2328 following agencies and entities for the purposes specified
2429 below for the fiscal year ending September 30, 2023:
25-(1) To the Department of Revenue – Refundable Tax Credit
26-Fund for income tax rebates, $393,000,000, in accordance with
27-HB175/SB86 of the 2023 Regular Session.
30+(1) To the Department of Revenue – Tax Rebate Fund for
31+income tax rebates, $966,728,000, in accordance with HB?/SB? of
32+the 2023 Regular Session.
2833 (2) To Debt Service, to satisfy the remaining debt
2934 service obligation on PSCA Bonds, Series 2012-B and 2013-C,
30-$18,552,126.
31-(3) To the Department of Finance, Division of Risk
32-Management, for the State Insurance Fund, $10,000,000.
33-(4) To the State Board of Education – Local Boards of
34-Education, $64,134,584. Of this amount, $23,673,683 shall be
35-used for the Foundation Program Salary Matrix; $20,000,000
36-shall be distributed to systems that demonstrate the highest
37-need for fleet renewal, taking into consideration the age and
38-mileage of eligible buses and the number of eligible buses that
39-run morning and afternoon routes, as recommended by the State
40-Superintendent of Education and approved by the Governor; and

70-$20,460,901 shall be used to pre-fund one-half of the state
71-cost of student materials for the 2023-2024 school year to
72-allow the funds to be utilized by teachers when the school year
73-begins, of which 100% shall be used for in-classroom expenses.

65+(3) To the Department of Finance, Division of Risk

68+Education, $58,973,683. Of this amount, $18,973,683 shall be

7475 (5) To the State Department of Education for one-time
75-expenses, $480,037,503. Of this amount, $8,000,000 shall be
76-used for the American Village, of which, $7,000,000 shall be
77-used for one-time capital expenditures for Independence Hall,
78-and $1,000,000 shall be used for the Troy University Civics
79-Education Partnership. Of this amount, $360,000,000 shall be
80-used as needed by school systems to help offset inflationary
81-increases in capital project and equipment costs initiated with
82-2020 PSCA bond funds, for school resource officers, insurance,
83-or other uses allowed with the Advancement and Technology Fund
84-pursuant to Section 29-9-4, Code of Alabama 1975, and
85-distributed on a pro rata basis based upon each system's
86-allocation in the 2020 PSCA bond issue, except where otherwise
87-provided in this act; $10,000,000 shall be distributed to the
88-several existing Charter Schools on a per pupil basis;
89-$10,000,000 shall be used for College and Career Readiness
90-grants; $24,000,000 shall be used for summer math camps;
91-$40,000,000 shall be used for school safety grants; $5,000,000
92-shall be used for Junior Achievement of Alabama located in
93-Birmingham, all of which shall be expended for capital needs,
94-not to exceed 50% of the capital budget; $200,000 shall be used
95-for one-time expenses for the Alabama Holocaust Commission;
96-$2,237,503 shall be used for Ed Farm; $200,000 shall be used
97-for the McWane Center STEM education programs; $1,000,000 shall
76+expenses, $604,000,000. Of this amount, $360,000,000 shall be
77+used by school systems to help offset inflationary increases in
78+capital project and equipment costs initiated with 2020 PSCA
79+bond funds, to be distributed on a pro rata basis based upon
80+each system's allocation in the 2020 PSCA bond issue;
81+$150,000,000 shall be distributed to rural school systems that
82+demonstrate the highest need for capital improvement and
83+equipment relative to financial capacity as recommended by the
84+State Superintendent of Education and approved by the Governor;
85+$10,000,000 shall be used for the Teacher’s Liability Trust
86+Fund; $10,000,000 shall be distributed to the several existing
87+Charter Schools in a manner to be determined by the State
88+Superintendent of Education; $10,000,000 shall be used for
89+College and Career Readiness grants; $24,000,000 shall be used
90+for summer math camps; $10,000,000 shall be used for school
91+safety grants; $5,000,000 shall be used for Junior Achievement

127-be used for the Children Trust Fund for one-time software
128-expenses; $1,750,000 shall be used for Selma elementary schools
129-tornado reconstruction expenses; $250,000 shall be used for the
130-Alabama Symphony Orchestra; $100,000 shall be used for Mobile
131-County Schools cerebral palsy services; $300,000 shall be used
132-for Woolley Institute for Spoken Language Education for
133-children's hearing services; and $17,000,000 shall be used for
134-the Saban Discovery Center. The Saban Discovery Center will be
135-an innovative hub for local and regional school districts to
136-educate and inspire children to enter STEAM (science,
137-technology, engineering, arts and design, mathematics) related
138-fields by providing hands on immersive and interactive
139-activities in the state-of-the-art facility. As a condition of
140-receiving state funding the Center shall: provide educators
141-with unique opportunities for professional development related
142-to lessons designed by the Center and shared with schools;
143-provide a discount of 50% on full-price tickets to Alabama
144-school-aged children. The State Department of Education will
145-work with the Saban Center to ensure the development of
146-appropriate lesson plans, resources, visits, and professional
147-development for teachers. The Department may also include other
148-partners such as regional in-service centers. The Saban Center
149-will also play an important role with workforce development
150-through the Center’s STEAM Academy which will have the capacity
151-to play an instrumental role in connecting industry leaders
152-with a pipeline of skilled employees.

154142 Education Commission/Alabama Fire College for one-time expenses

145+(7) To the Retirement Systems of Alabama for one-time
146+Covid-related expenditures for PEEHIP, $59,179,185.
147+(8) To the Department of Commerce for one-time expenses,
148+$164,500,000. Of this amount, $18,000,000 shall be used for the

186-(7) To the Retirement Systems of Alabama for one-time
187-Covid-related expenditures for PEEHIP, $59,179,185.
188-(8) To the Department of Commerce for one-time expenses,
189-$111,625,000. Of this amount, $18,000,000 shall be used for the
190178 “Earth” Workforce and Innovation Center for rural workforce
191179 preparation and innovation/economic development center;
192-$15,000,000 shall be directed to the Lauderdale County
193-Commission for a hydroelectric workforce training center upon
194-demonstrating a minimum of ten percent (10%) private or other
195-funds for the cost of the project; $30,000,000 shall be used
196-for an AIDT electric vehicle workforce training center;
197-$125,000 shall be for AIDT, and $8,500,000 shall be used for
198-the Challenger Learning Center. As a condition of receiving
199-state funding the Center must: demonstrate a minimum of ten
200-percent (10%) private or other funds for the cost of the
201-project; shall provide a discount of 50% on full-price tickets
202-to Alabama school-aged children; and shall not make a request
203-for additional state funding for 10 years after the receipt of
204-the initial state funding. In addition, $40,000,000 shall be
205-expended to create and fund the Alabama Site Development Fund.
206-The fund shall be managed and controlled by the State
207-Industrial Development Authority and expended to provide grants
208-for the assessment of and subsequent development of sites.
180+$31,000,000 shall be used for the Mobile Airport Authority to
181+relocate commercial airline operations to the Mobile Downtown
182+Airport for economic development purposes; $25,000,000 shall be
183+used for the Port of Alabama for economic development and coal
184+loading/unloading equipment; $25,000,000 shall be directed to
185+the Montgomery County Commission for economic development;
186+$12,000,000 shall be directed to the Lauderdale County
187+Commission for a hydroelectric workforce training center;
188+$30,000,000 shall be used for an AIDT electric vehicle
189+workforce training center; $5,000,000 shall be expended for the
190+World Games; $8,500,000 shall be used for the Challenger
191+Learning Center; and $10,000,000 shall be expended to create
192+and fund the Alabama Site Development Fund. Such fund shall be
193+managed and controlled by the State Industrial Development
194+Authority and expended to provide grants for the assessment of
195+sites and the subsequent development of sites.
209196 (9) To the Alabama Innovation Fund for one-time
210-expenses, $51,000,000. Of this amount, $20,000,000 shall be
211-used for the Agricultural Center of Innovation upon
197+expenses, $35,000,000. Of this amount, $20,000,000 shall be
198+used for the Agricultural Center of Innovation, and $15,000,000
199+shall be used for improvements to outdoor recreation areas as
200+recommended by the Innovate Alabama Outdoor Recreation Advisory
201+Council in consultation with the Department of Conservation and
202+Natural Resources and approved by Innovate Alabama.
203+(10) To the Alabama School of Healthcare Sciences in
204+Demopolis for one-time expenses, $31,000,000.
205+(11) To the Alabama School of Mathematics and Science

243-the Hudson Alpha Institute for Biotechnology's campus expansion
244-which will consist of greenhouses and learning labs for the
245-Hudson Alpha Center for Plant Science and Sustainable
246-Agriculture and the Global Headquarters of Discovery Life
247-Sciences; $8,000,000 shall be used for the Southern Research
248-Institute Cystic Fibrosis Foundation Partnership; and
249-$15,000,000 shall be used for improvements to outdoor
250-recreation areas as recommended by the Innovate Alabama Outdoor
251-Recreation Advisory Council in consultation with the Department
252-of Conservation and Natural Resources and approved by Innovate
253-Alabama. Of the amount for outdoor recreational areas, $850,000
254-shall be used for a study on establishing a statewide trails
255-network by Jacksonville State University.
256-(10) To the Alabama School of Mathematics and Science
257-for one-time capital projects and deferred maintenance expenses
258-to facilities and property used by the school, $6,000,000. The
259-school shall be ineligible for inflationary increases from the
260-Department of Education pursuant to subdivision (5) above.
261-(11) To the Alabama School of Fine Arts for one-time
262-capital projects and deferred maintenance expenses to
263-facilities and property used by the school, $6,000,000. The
264-school shall be ineligible for inflationary increases from the
265-Department of Education pursuant to subdivision (5) above.
266-(12) To the Alabama School of Cyber Technology and
267-Engineering for one-time capital projects and deferred
268-maintenance expenses to facilities and property used by the

260+dormitory construction, and $1,509,061 shall be used for
261+deferred maintenance, renovation of existing facilities, or

308-the Talent Retention Initiative Project; $3,400,000 shall be
309-used for National Guard Educational Scholarships; $5,000,000
310-shall be used for one-time capital expenses for the USS Alabama
311-Battleship; $15,000,000 shall be used for Outcomes-Based
312-Funding for 4-year colleges and universities, and other upper
313-division institutions based on the February 2021 report from
314-the Alabama Workgroup on Outcomes-Based Funding; $270,000 shall
315-be used for the Best and Brightest STEM Pilot Program pursuant
316-to the provisions of Act 2020-204; $5,000,000 shall be used for
317-the Deferred Maintenance Program for HBCU colleges and
318-universities; $4,500,000 shall be used for ReEngage, part of
319-the All in Alabama campaign; $5,000,000 shall be used for the
320-Birmingham Zoo - Alabama Veterinary Teaching Hospital; and
321-$390,831 shall be used for the Southern Museum of Flight.
322-(14) To the Department of Early Childhood Education for
323-classrooms in areas with waiting lists, $4,134,315.
324-(15) To the Department of Rehabilitation Services,
325-$2,300,000. Of this amount, $300,000 shall be used for cerebral

313+commercialization, entrepreneurship, increasing and expanding
314+research and development activities, and collaborating with
315+existing industry in Alabama. Release of research funds is

370-Vehicle Infrastructure and Technology.
371-(19) To the University of Alabama at Birmingham for
372-one-time expenses, $66,173,691. Of this amount, $50,000,000
373-shall be used for significant expansion of the University’s
374-Hospital Emergency Department and $16,173,691 shall be used for
375-deferred maintenance, renovation of existing facilities, or
376-expenses associated with ongoing capital projects.
377-(20) To the University of Alabama at Huntsville,
378-$29,287,652. Of this amount, $19,287,652 shall be used for
349+Finance and Taxation-Education, and the Legislative Fiscal
350+Officer.
351+(22) To the University of Alabama at Huntsville for
379352 one-time expenses for an Education and Advanced Training
380353 Complex to effectively fill highly technical jobs in
381-engineering, cybersecurity, math, and science education; and
382-$10,000,000 shall be used for the National Cyber Security
354+engineering, cybersecurity, math, and science education,

356+(23) To Athens State University for one-time expenses,
357+$6,758,853. Of this amount, $1,000,000 shall be used for the
358+Hightower-Nazaretian House; $4,000,000 shall be used for Brown

360+renovation of existing facilities, or expenses associated with
361+ongoing capital projects.
362+(24) To Auburn University for one-time expenses,
363+$58,173,691. Of this amount, $20,000,000 shall be used for the
