2423 SJR___ CELEBRATING THE LIFE OF MRS. BETTY BAILEY SHIRLEY.
2524 WHEREAS, it is with profound sorrow that we note the
2625 death on April 6, 2023, of beloved mental health advocate,
2726 Mrs. Betty Bailey Shirley, of Tuscaloosa, Alabama, at the
2827 age of 95; and
2928 WHEREAS, her passing leaves a void in the lives of
3029 her loving family, many friends, and the entire community,
3130 where she was highly regarded; and
3231 WHEREAS, Mrs. Shirley was born on November 7, 1927,
3332 in Montgomery, Alabama, to Evelyn Parker Bailey and George
3433 Forrest Bailey, Sr.; and
3534 WHEREAS, upon graduating from The University of
3635 Alabama, where she was a devoted member of Kappa Delta
3736 Sorority, Mrs. Shirley dedicated her life to service and
3837 addressing mental health at the community level; she found a
3938 heart for service because of her late grandson, Walt Gary,
4039 who inspired her to advocate for children with disabilities,
4140 especially through the RISE Center and The University of
4241 Alabama CrossingPoints Program; and
4342 WHEREAS, Mrs. Shirley helped move RISE from an older
4443 facility to the Stallings Center, which prompted the program

7170 to raise more than $3 million in her honor for an endowment
7271 fund, the Betty Shirley Tree of Life; was a lifetime member
7372 of the Board of Directors of the Mental Health Association
7473 of Tuscaloosa County; and served as a member of the DCH
7574 Foundation Ball when its proceeds were used for a
7675 psychiatric unit at DCH Regional Medical Center; and
7776 WHEREAS, in 1991, Mrs. Shirley was appointed by
7877 President George W. Bush as one of his One-Thousand Points
7978 of Light, a distinction given to citizens working to better
8079 their communities through volunteer work; in 2002, as a
8180 result of Mrs. Shirley's impactful work, the psychiatry
8281 clinic at The University of Alabama's Capstone Medical
8382 Center was named the Betty Shirley Clinic for Psychiatry and
8483 Behavioral Medicine; and
8584 WHEREAS, Mrs. Shirley spent her early life as an
8685 active member of the United Methodist Church and later
8786 joined her family at Christ Episcopal Church; and
8887 WHEREAS, she was preceded in death by her husband,
8988 George Sidney Shirley; grandson; parents; and siblings,
9089 Evelyn Sledge Britton, Frances Sledge Nicrosi, and George
9190 Forrest Bailey, Jr.; and
9291 WHEREAS, Mrs. Shirley is survived by her daughters,
9392 Betsy Shirley Gary (Walter), Allison Shirley Pritchard
9493 (Billy), and Evelyn Shirley Pritchard (Ross); grandchildren,
9594 Allison Gary Drake (Zack), Ann Bailey Pritchard White,

127126 missed, the memory of Mrs. Shirley will be cherished in the

129128 BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
130129 HOUSES THEREOF CONCURRING, That the death of beloved mental
131130 health advocate, Mrs. Betty Bailey Shirley, is recorded with
132131 deep sadness, and this resolution is offered in tribute to
133132 her life, along with heartfelt sympathy to her family, whose
134133 grief is shared by many.
