25	25		SJR___ COMMENDING CARTER CATTLE COMPANY FOR BEING NAMED THE
26	26		2022 NATIONAL ENVIRONMENTAL STEWARDSHIP AWARD PROGRAM
27	27		WINNER.
28	28		WHEREAS, the United States beef industry is dedicated
29	29		to sustainable beef production; as a result of scientific
30	30		advancements in beef cattle genetics, nutrition, production
31	31		practices, and biotechnologies, the United States is a
32	32		global leader in beef production efficiency, reducing carbon
33	33		emissions per pound of beef produced by more than 40 percent
34	34		since 1961, while producing 18 percent of the world's beef
35	35		with only six percent of the world's cattle; and
36	36		WHEREAS, in its 31st year, the National Cattlemen's
37	37		Beef Association Environmental Stewardship Award Program has
38	38		annually recognized the outstanding stewardship practices
39	39		and conservation achievements of United States cattle
40	40		producers from across the nation; and
41	41		WHEREAS, the State of Alabama's $2.5 billion beef
42	42		cattle industry shares the same commitment to sound land
43	43		management, animal husbandry, and the implementation of
44	44		sustainable farming practices with the goal of passing along
45	45		these resources to the next generation; and
46	46		WHEREAS, sustainability began as a lifestyle seven
47	47		generations ago when Carter Cattle Company in Pintlala,
48	48		Alabama, was established; Dr. Will Carter and Dr. Monnie

78	78		Carol Carter make management decisions with the future in
79	79		mind, utilizing rotational grazing for their forage-based
80	80		feeding program, an implementation that has been vital to
81	81		improving the overall health of the farm ecosystem, soil
82	82		health, forage base, watershed, livestock, and wildlife; and
83	83		WHEREAS, through conservation incentives offered under
84	84		the Watershed Project and Environmental Quality Incentives
85	85		Program, the Carters installed 2,000 feet of water lines to
86	86		two new water troughs, protected 1,250 square feet of heavy
87	87		use areas, and built 1,300 feet of fence to exclude cattle
88	88		from Pintlala Creek; these efforts help the Carters utilize
89	89		the land in the most effective way for their cattle herd
90	90		while protecting natural resources; and
91	91		WHEREAS, in 2022, Carter Cattle Company was nominated
92	92		by the Alabama Cattlemen's Association and partner
93	93		organizations to represent the State of Alabama in the
94	94		National Cattlemen's Beef Association Environmental
95	95		Stewardship Award Program; and
96	96		WHEREAS, in February 2023, Carter Cattle Company was
97	97		named the Southeast Regional Winner, representing the states
98	98		of Florida, Georgia, South Carolina, North Carolina,
99	99		Tennessee, Alabama, Mississippi, and Louisiana in the
100	100		nationwide contest; and
101	101		WHEREAS, on April 25, 2023, Carter Cattle Company was
102	102		named the 2022 National Environmental Stewardship Award
103	103		Program winner during the National Cattlemen's Beef
104	104		Association Legislative Conference in Washington, D.C.; now
