Relating to cannabis; to prohibit the sale, distribution, marketing, or possession of psychoactive cannabinoids found in hemp for certain age groups; to levy a five percent tax on the gross proceeds of products containing psychoactive cannabinoids sold at retail; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
Relating to the Alabama National Guard; to amend Sections 31-10-2, 31-10-3, and 31-10-4.1, Code of Alabama 1975, relating to educational benefits for qualified active members; to limit the amount of private tuition reimbursed to eligible guard members to the median tuition of any public institution in the state; to clarify the law relating to undergraduate and graduate credentials; and to repeal Article 2, commencing with Section 31-10-20, of Chapter 10, Title 31, Code of Alabama 1975, relating to supplemental educational assistance benefits.
To amend Sections 36-27-1, 36-27-16, as last amended by Acts 2022-184 and 2022-351, 2022 Regular Session, and 41-27-7, Code of Alabama 1975, relating to retirement benefits for employees who are members of the Employees' Retirement System; to reopen the State Police Tier II Plan to any employee of the Alabama State Law Enforcement Agency who is certified by the Alabama Peace Officers' Standards and Training Commission and performs law enforcement duties; to modify the Tier II benefits received by all State Police Tier II members; and to clarify that employees of the Alabama State Law Enforcement Agency are state policemen for retirement purposes.
Relating to the Retirement Systems of Alabama; to amend Section 36-27-59, Code of Alabama 1975, to remove the time limit for purchasing hazardous duty time for prior eligible service for certain firefighters, law enforcement officers, and correctional officers covered under the Employees' Retirement System or the Teachers' Retirement System as Tier I plan members.
Relating to the mandatory supervised release of inmates; to amend Section 15-22-26.2, as last amended by Act 2021-549, First Special Session, to provide that the mandatory supervised release of inmates only apply to inmates in the custody of the Department of Corrections on or after January 31, 2030.
Relating to Etowah County; to provide that the director and employees of The Etowah County Punishment and Corrections Authority have arrest powers and may make arrests in certain circumstances.
Relating to counties and municipalities; to provide alternative virtual or electronic methods for the posting of certain public notices required by law.
Relating to driving under the influence and the requirements for the installation of an ignition interlock device by a person charged with driving under the influence and approved for a pretrial diversion program; to repeal Section 2 of Act 2018-517 of the 2018 Regular Session, now appearing as Section 32-5A-191 of the Code of Alabama 1975, effective July 1, 2023, which would delete provisions requiring the installation of ignition interlock by a person charged with driving under the influence and approved for a pretrial diversion program; and to amend Section 4 of Act 2018-517 of the 2018 Regular Session to conform to this act.
Relating to electric bicycles; to amend Section 32-5A-267, Code of Alabama 1975, to further provide minimum age requirements for the operation of certain electric bicycles; and to require the use of helmets during the operation of electric bicycles; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
To make an appropriation of $13,151,435 from the Education Trust Fund to Tuskegee University in Tuskegee, Alabama for the support and maintenance of the educational program of the institution, for the fiscal year ending September 30, 2024; to provide that the appropriation is subject to certain provisions of the Code of Alabama 1975; to require an operations plan and an audited financial statement prior to the release of any funds; and to require an end of year report.
Relating to the Alabama Forestry Commission; to establish the Rural Logging Efficiency Act of 2023; to create the Logging Efficiency Grant Fund to be administered by the Alabama Forestry Commission; and to provide for the distribution of funding to the Alabama Forestry Commission to support rural economic development.
To make an appropriation of $169,633 from the State General Fund to the Coalition Against Domestic Violence for the fiscal year ending September 30, 2024, to require an operations plan and an audited financial statement prior to the release of any funds, and to require quarterly and end of the year performance reports.
To make an appropriation of $39,097,848 from the Children First Trust Fund for the fiscal year ending September 30, 2024, to the entities and for the purposes designated in Section 41-15B-2.2, Code of Alabama 1975; to provide for the deposit of tobacco settlement revenues into the Children First Trust Fund; to require written notification of anticipated agency allocations by the State Director of Finance; to require quarterly allocations; to condition allocations on receipt of tobacco revenues; to provide for the transfer to the State General Fund during fiscal year 2024 that portion of Children First Trust Fund receipts currently allocated for the State Board of Education; to make an appropriation of $50,511,261 from other tobacco settlement funds for the fiscal year ending September 30, 2024; and to make a conditional appropriation and allocation of additional tobacco revenues upon the recommendation of the Director of Finance, the Chairman of the House Ways and Means General Fund Committee and the Chairman of the Senate Finance and Taxation-General Fund Committee, and the approval of the Governor.
