16+This bill would increase the salaries of public
17+education employees.

19+TO BE ENTITLED
20+AN ACT
1621 Relating to the salaries of public education employees;
1722 to provide for a revision of the State Minimum Salary Schedule
1823 to reflect a pay increase of two percent beginning with the
1924 fiscal year 2024-2025; to provide that each employee of
2025 certain boards of education shall receive the pay increase
2126 according to placement on the appropriate salary step; to
2227 require the appropriate increases on the State Minimum Salary
2328 Schedule; to provide support employees with a two percent pay
2429 increase beginning with the fiscal year 2024-2025; to require
2530 salary schedules; to provide the employees of certain other
2631 public educational institutions and schools with a two percent
2732 pay increase for the 2024-2025 fiscal year; to provide for an
2833 across the board salary increase on all two-year postsecondary
2934 salary schedules, to establish other requirements on the
3035 two-year postsecondary salary schedules; and to establish
3136 miscellaneous pay provisions relating to public education.
3237 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
33-Section 1. PAY INCREASES, FY 2024-2025. (a) The State
34-Budget Officer shall allocate to the State Board of Education,
35-the Board of Trustees of the Alabama Institute for Deaf and
36-Blind, the Board of Youth Services School District, the Board
37-of Directors of the Alabama School of Fine Arts, the Board of
38-Directors for the Alabama School of Cyber Technology and
39-Engineering, and the Board of Trustees of the Alabama School
40-of Mathematics and Science and for disbursement to the
41-employees thereof funds based on the criteria established in
42-this act. It is not the intent of this act to make

67+BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
68+Section 1. PAY INCREASES, FY 2024-2025. (a) The State
69+Budget Officer shall allocate to the State Board of Education,
70+the Board of Trustees of the Alabama Institute for Deaf and
71+Blind, the Board of Youth Services School District, the Board
72+of Directors of the Alabama School of Fine Arts, the Board of
73+Directors for the Alabama School of Cyber Technology and
74+Engineering, and the Board of Trustees of the Alabama School
75+of Mathematics and Science and for disbursement to the
76+employees thereof funds based on the criteria established in
7277 this act. It is not the intent of this act to make
7378 appropriations, but the appropriations required by this act
7479 shall be made in the annual Education Trust Fund budget act
7580 for the designated fiscal year.
7681 (1) Certificated Personnel (K-12). For the fiscal year
7782 beginning October 1, 2024, and each year thereafter, each
7883 certificated employee at all city and county school systems
7984 and the teachers at the Department of Youth Services School
8085 District shall receive a two percent salary increase. Each
8186 step and cell on the State Minimum Salary Schedule contained
8287 in the annual budget act for the public schools shall be
8388 increased by the amounts below for fiscal year 2024-2025, the
8489 State Minimum Salary Schedule shall reflect the following
8590 percentage increase:

188+All certificated employees, including the Adult Basic
189+Education and Science in Motion employees, shall be guaranteed
190+pay increases in the amounts indicated above for their years
186191 of experience and degrees earned and the corresponding pay
187192 increases shall be reflected in the appropriate local salary
188193 schedule and paid to each certificated employee. The
189194 provisions and requirements of this act shall be in addition
190195 to the provisions of Section 16-13-231.1, Code of Alabama
191196 1975, relating to the State Minimum Salary Schedule. Each
192197 certificated employee shall be properly placed on the local
193198 salary schedule according to degree earned and years of public
194199 education service (either in-state or out-of-state), which
195200 shall be not less than the amounts appropriated for the State
196201 Minimum Salary Schedule. The employee shall be paid according
197202 to degree earned and length of public education experience.
198203 The pay increase shall be given to each person employed for
199204 the 2024-2025 fiscal year in addition to any state or local
200205 step increase to which the employee is otherwise entitled. The
201206 local board of education shall transmit to the State
202207 Department of Education the appropriate notice of the earned
203208 advanced degree for each employee in a timely fashion;
204209 thereafter, the employee shall be paid for the advanced degree
205-as soon as the degree is certified to the State Department of
206-Education as being earned.
207-(2) Education Support Personnel (K-12). A two percent
208-pay increase, beginning with the fiscal year 2024-2025, shall
209-be paid to each public education support worker and adult bus
210-driver, including Adult Basic Education and Science in Motion
211-personnel, employed for the 2024-2025 fiscal year in addition
212-to the salary received during the 2023-2024 fiscal year,
213-except employees covered under the state's Merit System at the
214-Department of Youth Services School District. Each governing

239+thereafter, the employee shall be paid for the advanced degree
240+as soon as the degree is certified to the State Department of
241+Education as being earned.
242+(2) Education Support Personnel (K-12). A two percent
243+pay increase, beginning with the fiscal year 2024-2025, shall
244+be paid to each public education support worker and adult bus
245+driver, including Adult Basic Education and Science in Motion
246+personnel, employed for the 2024-2025 fiscal year in addition
247+to the salary received during the 2023-2024 fiscal year,
248+except employees covered under the state's Merit System at the
244249 Department of Youth Services School District. Each governing
245250 body or authority shall establish and maintain a salary
246251 schedule for each class and type of employee and each step of
247252 each salary schedule shall be increased to reflect a two
248253 percent pay increase beginning with fiscal year 2024-2025,
249254 which shall be given to the person employed full-time for the
250255 2024-2025 fiscal year and each year employed full-time
251256 thereafter. The base rate of pay for part-time support
252257 employees shall be increased by two percent beginning with
253258 fiscal year 2024-2025. A separate local salary schedule shall
254259 be established and maintained for each specific job performed.
255260 (3) AIDB. For the fiscal year 2024-2025, employees at
256261 the Alabama Institute for Deaf and Blind shall receive a pay
257262 increase which shall be in excess of their salaries received
258263 during the 2023-2024 fiscal year. The increase shall be as
259264 follows:
260265 a. Certificated. The salary schedule for certificated
261266 employees shall be revised to reflect at least the following
262267 percentage increase beginning with the fiscal year 2024-2025:

304309 b. Education Support Personnel (K-12). A two percent
305310 pay increase, beginning with the 2024-2025 fiscal year, shall
306311 be given to each support worker employed full-time by the
307312 Alabama Institute for Deaf and Blind. A separate local salary
308313 schedule shall be established and maintained for each specific
309314 job performed. The pay increase in this act shall be
310315 incorporated into the support employees' salary schedules. The
311316 base rate of pay for part-time support employees shall be
312317 increased by two percent for the 2024-2025 fiscal year.
313318 c. Miscellaneous Requirements. The AIDB board shall
314319 establish and maintain a salary schedule for each class and
315320 type of employee and each step of each salary schedule for
316321 fiscal year 2024-2025 shall be increased to reflect the pay
317322 increase above to be given to each person employed for the
318323 2024-2025 fiscal year and each year employed thereafter. The
319-pay increase contained in this subsection shall be paid to
320-each employee.
321-(4) Two-Year Postsecondary Institutions. The Board of
322-Trustees of the Community College System shall revise all
323-salary schedules of the two-year postsecondary institutions to
324-reflect an increase of two percent for the 2024-2025 fiscal
325-year. The pay increase shall be given to each person employed
326-in addition to any step increase to which the employee is
327-otherwise entitled. The Alabama Community College System shall
328-take proper steps to ensure that employees on all salary

353+2024-2025 fiscal year and each year employed thereafter. The
354+pay increase contained in this subsection shall be paid to
355+each employee.
356+(4) Two-Year Postsecondary Institutions. The Board of
357+Trustees of the Community College System shall revise all
358+salary schedules of the two-year postsecondary institutions to
359+reflect an increase of two percent for the 2024-2025 fiscal
360+year. The pay increase shall be given to each person employed
361+in addition to any step increase to which the employee is
362+otherwise entitled. The Alabama Community College System shall
358363 take proper steps to ensure that employees on all salary
359364 schedules are given full credit for prior work experience in
360365 the public schools and colleges, and shall take care to ensure
361366 proper placements on the salary schedules. Placement on the
362367 revised salary schedules shall be in accordance with the
363368 employee's length of service in public education. No pay
364369 increase shall be given to any two-year postsecondary employee
365370 in excess of two percent, except as specifically provided in
366371 this act.
367372 (5) Miscellaneous provisions. The following provisions
368373 are hereby established:
369374 a. Fiscal Year. All salaries and salary increases which
370375 are established by the State Board of Education shall be paid
371376 in full to each person employed before the end of the
372377 applicable fiscal year as defined in Section 16-1-1 of the
373378 Code of Alabama 1975, as amended.
374379 b. Extended Work. Public K-12 school employees on
375380 contracts which extend beyond 187 days, or the hourly
376381 equivalent thereof, shall be given a pro rata salary increment
377-for each or partial day of work extending beyond 187 days.
378-c. Local Increment. Any cost-of-living adjustment
379-and/or increase on the State Minimum Salary Schedule for
380-teachers as provided in this act shall be exclusive of any
381-local pay increase granted or due to teachers under provisions
382-of any local salary schedule. Any cost-of-living adjustment
383-and/or pay increase required by this act for public school
384-support personnel shall be in addition to any pay increase due
385-or granted to the employee under provisions of any local
386-salary schedules. The pay increase provisions of this act

411+equivalent thereof, shall be given a pro rata salary increment
412+for each or partial day of work extending beyond 187 days.
413+c. Local Increment. Any cost-of-living adjustment
414+and/or increase on the State Minimum Salary Schedule for
415+teachers as provided in this act shall be exclusive of any
416+local pay increase granted or due to teachers under provisions
417+of any local salary schedule. Any cost-of-living adjustment
418+and/or pay increase required by this act for public school
419+support personnel shall be in addition to any pay increase due
420+or granted to the employee under provisions of any local
416421 salary schedules. The pay increase provisions of this act
417422 shall not apply to any salary supplements granted by local
418423 boards of education, bonuses earned for certification by the
419424 National Board of Professional Teaching Standards, or the
420425 federal portion of the salary paid to a Junior Reserve Officer
421426 Training Corps (JROTC) instructor employed by a local school
422427 board.
423428 d. Community Education. Each county and city board of
424429 education shall have the option to exclude from the provisions
425430 of this act any part-time employees of community education or
426431 school-sponsored child care or child enrichment program which
427432 is supplemental to the state-required educational program.
428433 e. Local Chief Executive Officers. The pay increase
429434 provisions of this act shall not apply to superintendents of
430435 education of any school system or institution. Any pay
431436 increase given to the superintendent shall be by majority
432437 recorded vote of the governing body or authority.
433438 Section 2. The pay increase granted in this act shall
434439 begin in fiscal year 2024-2025 and continue in subsequent
435-years. Nothing in this act shall authorize additional pay
436-increases in subsequent years.
437-Section 3. The provisions of this act are severable. If
438-any part of this act is declared invalid or unconstitutional,
439-that declaration shall not affect the part which remains.
440-Section 4. This act shall become immediately following
441-its passage and approval by the Governor, or its otherwise
442-becoming law.
