	15	+	SYNOPSIS:
	16	+	This bill makes an appropriation of $1,176,157
	17	+	from the Education Trust Fund to Talladega College in
	18	+	Talladega, Alabama for the support and maintenance of
	19	+	the educational program of the institution, for the
	20	+	fiscal year ending September 30, 2025; provides that
	21	+	the appropriation is subject to certain provisions of
	22	+	the Code of Alabama 1975; requires an operations plan
	23	+	and an audited financial statement prior to the release
	24	+	of any funds; and requires an end of year report.

	26	+	TO BE ENTITLED
	27	+	AN ACT
16	28		To make an appropriation of $1,176,157 from the
17	29		Education Trust Fund to Talladega College in Talladega,
18	30		Alabama for the support and maintenance of the educational
19	31		program of the institution, for the fiscal year ending
20	32		September 30, 2025; to provide that the appropriation is
21	33		subject to certain provisions of the Code of Alabama 1975; to
22	34		require an operations plan and an audited financial statement
23	35		prior to the release of any funds; and to require an end of
24	36		year report.
25	37		BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
26		-	Section 1. There is hereby appropriated the sum of
27		-	$1,176,157 from the Education Trust Fund to Talladega College
28		-	in Talladega, Alabama for the support and maintenance of the
29		-	educational program of the institution, for the fiscal year
30		-	ending September 30, 2025.
31		-	Section 2. The above appropriation is made for the
32		-	support of public education in Alabama and for the support and
33		-	maintenance of the above program. The appropriation shall be
34		-	subject to the provisions, terms, conditions, and limitations
35		-	of the Budget and Financial Control Act, Code of Alabama 1975,
36		-	Sections 41-4-80 et seq.; the provisions of the Budget
37		-	Management Act of 1976, Code of Alabama 1975, Sections 41-19-1
38		-	et seq.; and any other provisions of this act.
39		-	Section 3. (a) Prior to the release of any funds
40		-	appropriated under this act the following reports shall be
41		-	submitted:
42		-	(1) An operations plan for the fiscal year 2025,

	67	+	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
	68	+	Section 1. There is hereby appropriated the sum of
	69	+	$1,176,157 from the Education Trust Fund to Talladega College
	70	+	in Talladega, Alabama for the support and maintenance of the
	71	+	educational program of the institution, for the fiscal year
	72	+	ending September 30, 2025.
	73	+	Section 2. The above appropriation is made for the
	74	+	support of public education in Alabama and for the support and
	75	+	maintenance of the above program. The appropriation shall be
	76	+	subject to the provisions, terms, conditions, and limitations
	77	+	of the Budget and Financial Control Act, Code of Alabama 1975,
	78	+	Sections 41-4-80 et seq.; the provisions of the Budget
	79	+	Management Act of 1976, Code of Alabama 1975, Sections 41-19-1

	81	+	Section 3. (a) Prior to the release of any funds
	82	+	appropriated under this act the following reports shall be
	83	+	submitted:
72	84		(1) An operations plan for the fiscal year 2025,
73	85		including goals and measurable performance indicators, shall
74	86		be submitted to and approved by the Director of Finance, as
75	87		provided for state agencies in Code of Alabama 1975, Section
76	88		41-19-10.
77	89		(2) An audited financial statement for all operations
78	90		during the fiscal year 2023.
79	91		(b) It is the intent that funds appropriated for fiscal
80	92		year 2025 shall be released by the Director of Finance
81	93		following receipt of the above reports.
82	94		(c) In addition, quarterly reports shall be made to the
83	95		Director of Finance relating actual expenditures and
84		-	accomplishments to planned expenditures and accomplishments.
85		-	An end of year performance report for the fiscal year 2025
86		-	shall be made to the Director of Finance stating the work
87		-	accomplished and the services provided and the costs of
88		-	accomplishing the work and providing the services, citing
89		-	meaningful measures of program effectiveness and costs, as is
90		-	required for state agencies in Code of Alabama 1975, Section
91		-	41-19-11.
92		-	(d) The Director of Finance shall forward a copy of all
93		-	required reports to the Legislative Council in a timely
94		-	manner.
95		-	Section 4. This act shall become effective October 1,
96		-	2024.
