	15	+	SYNOPSIS:
	16	+	This bill makes an appropriation of $408,793
	17	+	from the Education Trust Fund to Southern Preparatory
	18	+	Academy in Camp Hill, Alabama for the support and
	19	+	maintenance of the educational program of the
	20	+	institution, for the fiscal year ending September 30,
	21	+	2025; provides that the appropriation is subject to
	22	+	certain provisions of the Code of Alabama 1975;
	23	+	requires an operations plan and an audited financial
	24	+	statement prior to the release of any funds; and
	25	+	requires an end of year report.
	26	+	A BILL
	27	+	TO BE ENTITLED
	28	+	AN ACT
16	29		To make an appropriation of $408,793 from the Education
17	30		Trust Fund to Southern Preparatory Academy in Camp Hill,
18	31		Alabama for the support and maintenance of the educational
19	32		program of the institution, for the fiscal year ending
20	33		September 30, 2025; to provide that the appropriation is
21	34		subject to certain provisions of the Code of Alabama 1975; to
22		-	require an operations plan and an audited financial statement
23		-	prior to the release of any funds; and to require an end of
24		-	year report.
25		-	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
26		-	Section 1. There is hereby appropriated the sum of
27		-	$408,793 from the Education Trust Fund to Southern Preparatory
28		-	Academy in Camp Hill, Alabama for the support and maintenance
29		-	of the educational program of the institution, for the fiscal
30		-	year ending September 30, 2025.
31		-	Section 2. The above appropriation is made for the
32		-	support of public education in Alabama and for the support and
33		-	maintenance of the above program. The appropriation shall be
34		-	subject to the provisions, terms, conditions, and limitations
35		-	of the Budget and Financial Control Act, Code of Alabama 1975,
36		-	Section 41-4-80 et seq.; the provisions of the Budget
37		-	Management Act of 1976, Code of Alabama 1975, Sections 41-19-1
38		-	et seq.; and any other provisions of this act.
39		-	Section 3. (a) Prior to the release of any funds
40		-	appropriated under this act, the following reports shall be
41		-	submitted:
42		-	(1) An operations plan for the fiscal year 2025,

74	84		be submitted to and approved by the Director of Finance, as
75	85		provided for state agencies in Code of Alabama 1975, Section
76	86		41-19-10.
77	87		(2) An audited financial statement for all operations
78	88		during the fiscal year 2023.
79	89		(b) It is the intent that funds appropriated for fiscal
80		-	year 2025 shall be released by the Director of Finance
81		-	following receipt of the above reports.
82		-	(c) In addition, quarterly reports shall be made to the
83		-	Director of Finance relating actual expenditures and
84		-	accomplishments to planned expenditures and accomplishments.
85		-	An end of year performance report for the fiscal year 2025
86		-	shall be made to the Director of Finance stating the work
87		-	accomplished and the services provided and the costs of
88		-	accomplishing the work and providing the services, citing
89		-	meaningful measures of program effectiveness and costs, as is
90		-	required for state agencies in Code of Alabama 1975, Section
91		-	41-19-11.
92		-	(d) The Director of Finance shall forward a copy of all
93		-	required reports to the Legislative Council in a timely
94		-	manner.
95		-	Section 4. This act shall become effective October 1,
96		-	2024.
