2424 SYNOPSIS:
2525 This bill would require each public preK-12
2626 school to post the curricula for each class on the
2727 website of the school and would permit parents or
2828 guardians of enrolled students to request information
2929 on instructional and supplemental materials used in the
3030 classroom upon request.
3131 This bill would also provide for a complaint
3232 process and reporting requirements.

3535 AN ACT
3636 Relating to public preK-12 education; to require the
3737 posting of classroom curricula on the website of the school;
3838 to permit parents or guardians of enrolled students, upon
3939 request, to request information on instructional and
4040 supplemental materials used in the classroom; to provide a
4141 complaint process; and to provide for the reporting of the
4242 number of complaints to the State Superintendent of Education
4343 and the Legislature.
4444 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
4545 Section 1. (a) At the beginning of each school year,

7575 Section 1. (a) At the beginning of each school year,
7676 and no later than 30 calendar days after a new or revised
7777 curriculum is adopted, the local superintendent of education
7878 and local board of education shall verify that each school
7979 under the jurisdiction of the board has posted current adopted
8080 curricula for each class on the website of the school. Access
8181 to the online curricula shall be made available to students,
8282 parents, or guardians of enrolled students through the school
8383 website. If a school has no accessible website, the curricula
8484 shall be posted on the website of the local board of education
8585 or the State Department of Education.
8686 (b) Each classroom teacher shall comply with the
8787 request of any parent, custodian, or guardian by providing a
8888 detailed summary, by email, telephone, or other electronic
8989 means, of instructional materials adopted by the local board
9090 of education, supplementary instructional materials in the
9191 classroom that were not adopted by the local board of
9292 education, and books in the classroom that are available for
9393 students to read, subject to all of the following:
9494 (1) Only the parent or guardian of a child enrolled in
9595 the class may make a request pursuant to this subsection.
9696 (2) If a parent or guardian would like further
9797 information regarding how the instructional materials relate
9898 to the content standards adopted by the State Board of
9999 Education or to physically examine any instructional materials
100100 used in the classroom, the parent or guardian may request that
101101 the local board of education allow that examination at the
102102 next work session of the board. The board shall notify the
103103 parent or guardian and the teacher of the issues involved and

133133 parent or guardian and the teacher of the issues involved and
134134 the date and time of the next work session.
135135 (c) For any class in which reading books is required,
136136 the classroom teacher shall include the titles of the books on
137137 a class syllabus. Upon the request of the parent or guardian
138138 of a child enrolled in the class, the classroom teacher shall
139139 make the syllabus available to the parent or guardian.
140140 (d) If a classroom teacher fails to comply with this
141141 section, the parent or guardian may file a complaint with the
142142 local superintendent of education on a form developed and
143143 provided by the local superintendent of education. If the
144144 complaint is not resolved by the local superintendent of
145145 education within 10 school days, the parent or guardian may
146146 file a complaint with the State Superintendent of Education,
147147 or his or her designee. The State Superintendent of Education
148148 shall make a form available for parents or guardians to file a
149149 complaint pursuant to this subsection.
150150 (e)(1) On or before September 1 annually, each local
151151 superintendent of education shall report the number of
152152 complaints filed with him or her during the previous school
153153 year to the State Superintendent of Education. On or before
154154 October 1 annually, the State Superintendent of Education
155155 shall report the total number of complaints filed during the
156156 previous school year, statewide and by county, to the Chairs
157157 of the Senate Education Policy Committee and the House of
158158 Representatives Education Policy Committee.
159159 (2) Any complaint filed by a parent or guardian
160160 pursuant to this act is an educational record of the student
161161 on whose behalf the complaint was filed.

192192 Section 2. This act shall become effective on June 1,
