16	16	This bill would propose an amendment to the
17	17	Constitution of Alabama of 2022, to remove any real
18	18	property owned by the University of Mobile in the
19	19	corporate limits of any municipality from the corporate
20	20	limits of the municipality.
21	21	A BILL
22	22	TO BE ENTITLED
23	23	AN ACT
24	24	To propose an amendment to the Constitution of Alabama
25	25	of 2022, to remove any real property owned by the University
26	26	of Mobile in the corporate limits of any municipality from the
27	27	corporate limits of the municipality.
28	28	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
29	29	Section 1. The Legislature finds in proposing this
30	30	amendment that the University of Mobile is a statewide
31	31	university serving students throughout the state and from
32	32	other states. The Legislature further finds that the
33	33	University of Mobile is in need of expanding its access to
34	34	water and sewer services, which can best be accomplished by
35	35	deannexing from the municipality of which it is currently a
36	36	part of.

67	67	Section 2. The following amendment to the Constitution
68	68	of Alabama of 2022, is proposed:
69	69	PROPOSED AMENDMENT
70	70	On the effective date of the ratification of this
71	71	amendment, all real property of the University of Mobile, a
72	72	nonprofit university in this state, in the corporate limits of
73	73	any municipality is removed and deannexed from the corporate
74	74	limits of the municipality.
75	75	Upon ratification of this constitutional amendment, the
76	76	Code Commissioner shall number and place this amendment as
77	77	appropriate in the constitution omitting this instructional
78	78	paragraph and may make the following nonsubstantive revisions:
79	79	change capitalization, hierarchy, spelling, and punctuation
80	80	for purposes of style and uniformity; correct manifest
81	81	grammatical, clerical, and typographical errors; revise
82	82	internal or external citations and cross-references; harmonize
83	83	language; and translate effective dates.
84	84	END PROPOSED AMENDMENT
85	85	Section 3. An election upon the proposed amendment
86	86	shall be held in accordance with Sections 284, 284.01, and 285
87	87	of the Constitution of Alabama of 2022, and the election laws
88	88	of this state. The appropriate election official shall assign
89	89	a ballot number for the proposed constitutional amendment on
90	90	the election ballot and shall set forth the following
91	91	description of the substance or subject matter of the proposed
92	92	constitutional amendment:
