18	20		Relating to Jacksonville State University; to amend
19	21		Section 16-52-3, Code of Alabama 1975, to increase and revise
20	22		the at-large membership of the board of trustees to include
21	23		four at-large members, two of whom reside within this state
22	24		and two of whom reside outside of this state.
23	25		BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
24	26		Section 1. Section 16-52-3 of the Code of Alabama 1975,
25	27		is amended to read as follows:
26	28		"§16-52-3
27	29		(a) There is created a Board of Trustees for
28	30		Jacksonville State University, the state educational
29	31		institution formerly known as Jacksonville State College at
30	32		Jacksonville, Alabama.
31	33		(b) The board of trustees shall consist of two members
32	34		from the congressional district in which the institution is
33	35		located, one from each of the other congressional districts in
34	36		the state, one two at-large member members from the this
35	37		state, one two at-large member members from members who reside
36	38		either within or outside of the this state, and the Governor,
37	39		who shall be ex officio president of the board.
38		-	(c) The trustees shall be appointed by the Governor, by
39		-	and with the advice and consent of the Senate and , commencing
40		-	on May 26, 2015, shall be appointed to hold office for a term
41		-	of six years and until their successors shall be appointed and
42		-	qualified. No trustee shall be appointed to serve more than a
43		-	total of three full terms.
44		-	(d) No trustee shall receive any pay or emolument other

	69	+	who shall be ex officio president of the board.
	70	+	(c) The trustees shall be appointed by the Governor, by
	71	+	and with the advice and consent of the Senate and , commencing
	72	+	on May 26, 2015, shall be appointed to hold office for a term
	73	+	of six years and until their successors shall be appointed and
	74	+	qualified. No trustee shall be appointed to serve more than a
	75	+	total of three full terms.
74	76		(d) No trustee shall receive any pay or emolument other
75	77		than his or her actual expenses incurred in the discharge of
76	78		his or her duties as such.
77	79		(e) A trustee who has attained the age of 75 years
78	80		during a term of office may continue to serve until the
79	81		expiration of that term. A trustee who has departed the board
80	82		and who has attained the age of 70 years or older may be
81	83		designated by the board as a Trustee Emeritus and may receive
82	84		such honorary privileges as conferred by the board.
83	85		(f) No employee of Jacksonville State University shall
84	86		be eligible to serve on its board of trustees."
85	87		Section 2. This act shall become effective immediately.
