15	15	SYNOPSIS:
16	16	Under existing law, any individual seeking an
17	17	expedited license to practice medicine or osteopathy in
18	18	the state must submit to a criminal background check,
19	19	but the term "expedited license" is not defined.
20	20	This bill would define "expedited license."
21	21	A BILL
22	22	TO BE ENTITLED
23	23	AN ACT
24	24	Relating to licensure of physicians; to amend Section
25	25	34-24-50.1, Code of Alabama 1975, as last amended by Act
26	26	2023-233 of the 2023 Regular Session, to define "expedited
27	27	license" for purposes of criminal background checks of
28	28	applicants.
29	29	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
30	30	Section 1. Section 34-24-50.1, Code of Alabama 1975, as
31	31	last amended by Act 2023-233 of the 2023 Regular Session, is
32	32	amended to read as follows:
33	33	"§34-24-50.1
34	34	Unless otherwise indicated from the context, the terms
35	35	set out below as used in Articles 3, 8, 9, and 10 of this
36	36	chapter have the following meanings:

66	66	chapter have the following meanings:
67	67	(1) BOARD. The State Board of Medical Examiners.
68	68	(2) DOCTOR. Both doctors of medicine and doctors of
69	69	osteopathy.
70	70	(3) EXPEDITED LICENSE. A license to practice medicine,
71	71	a certificate of qualification, a certification of eligibility
72	72	for a license to practice medicine, or a certification of
73	73	eligibility for a certificate of qualification that is issued
74	74	in an accelerated manner.
75	75	(3)(4) LEGEND DRUG. Any drug, medicine, chemical, or
76	76	poison, bearing on the label the words, "Caution: Federal Law
77	77	prohibits dispensing without a prescription" or similar words
78	78	indicating that the drug, medicine, chemical, or poison may be
79	79	sold or dispensed only upon the prescription of a licensed
80	80	medical practitioner, except that the term legend drug shall
81	81	not include any drug, substance, or compound that is listed in
82	82	Schedules I through V of the Alabama Uniform Controlled
83	83	Substances Act.
84	84	(4)(5) LICENSED TO PRACTICE MEDICINE. Both the practice
85	85	of medicine by a doctor of medicine or the practice of
86	86	osteopathy by a doctor of osteopathy.
87	87	(5)(6) PHYSICIAN. Either a doctor of medicine or a
88	88	doctor of osteopathy."
89	89	Section 2. This act shall become effective on June 1,
90	90	2024.
