15	15	SYNOPSIS:
16	16	Under existing law, county commissions are
17	17	responsible for redrawing voting precincts. There is no
18	18	requirement on how often precinct boundaries must be
19	19	adjusted.
20	20	This bill would require county commissions to
21	21	redraw voting precincts on a regular basis after
22	22	redistricting legislation is passed and would require
23	23	county commissions to submit a procedure on how each
24	24	county commission intends to redraw voting precincts
25	25	within certain prescribed parameters.
26	26	This bill would also require county commissions
27	27	to redraw voting precincts not later than July 1, 2025,
28	28	based on the redistricting maps adopted following the
29	29	2020 federal census.

66	66	of redistricting maps by the Legislature within certain
67	67	prescribed parameters; and to require county commissions to
68	68	redraw voting precincts based on the redistricting maps
69	69	adopted by the Legislature following the 2020 federal census.
70	70	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
71	71	Section 1. Notwithstanding Article 1 of Chapter 6 of
72	72	Title 17, Code of Alabama 1975, each county commission, not
73	73	later than January 1, 2025, shall submit to the Permanent
74	74	Legislative Committee on Reapportionment a procedure for
75	75	redrawing the boundaries of voting precincts in the respective
76	76	county that includes:
77	77	(1) A plan for determining the voting precinct
78	78	boundaries in a manner that divides the total population of
79	79	the county by the number of voting precincts needed in the
80	80	county, as determined by the county commission but in
81	81	compliance with Section 17-6-3, Code of Alabama 1975, to
82	82	calculate the average number of voters per precinct, and then
83	83	determine the precinct boundaries so that the deviation of the
84	84	number of voters assigned to any voting precinct is within
85	85	five percentage points, plus or minus, of the average number.
86	86	(2) A schedule for adjusting voting precinct boundaries
87	87	after the Legislature adopts redistricting maps following each
88	88	federal decennial census, as provided in Sections 16-3-1.1,
89	89	17-14-70, 29-1-1.2, and 29-1-2.3, Code of Alabama 1975, or any
90	90	successor law providing for redistricting, which shall occur
91	91	no later than two years after adoption of the redistricting
92	92	maps.
93	93	Section 2. Notwithstanding any law to the contrary,
94	94	each county commission shall redraw voting precinct boundaries

124	124	each county commission shall redraw voting precinct boundaries
125	125	in a manner that complies with subdivision (1) of Section 1
126	126	not later than July 1, 2025, based on the redistricting maps
127	127	adopted by the Legislature after the 2020 federal decennial
128	128	census and shall submit the updated map, legal description,
129	129	and geographical boundaries of each voting precinct, as
130	130	required under Section 17-6-2, Code of Alabama 1975, to the
131	131	Permanent Legislative Committee on Reapportionment.
132	132	Section 3. This act shall become effective on October
133	133	1, 2024.
