1515 SYNOPSIS:
1616 Under existing law, county commissions are
1717 responsible for redrawing voting precincts. There is no
1818 requirement on how often precinct boundaries must be
1919 adjusted.
2020 This bill would require county commissions to
2121 redraw voting precincts on a regular basis after
2222 redistricting legislation is passed and would require
2323 county commissions to submit a procedure on how each
2424 county commission intends to redraw voting precincts
2525 within certain prescribed parameters.
2626 This bill would also require county commissions
2727 to redraw voting precincts not later than July 1, 2025,
2828 based on the redistricting maps adopted following the
2929 2020 federal census.

6666 of redistricting maps by the Legislature within certain
6767 prescribed parameters; and to require county commissions to
6868 redraw voting precincts based on the redistricting maps
6969 adopted by the Legislature following the 2020 federal census.
7070 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
7171 Section 1. Notwithstanding Article 1 of Chapter 6 of
7272 Title 17, Code of Alabama 1975, each county commission, not
7373 later than January 1, 2025, shall submit to the Permanent
7474 Legislative Committee on Reapportionment a procedure for
7575 redrawing the boundaries of voting precincts in the respective
7676 county that includes:
7777 (1) A plan for determining the voting precinct
7878 boundaries in a manner that divides the total population of
7979 the county by the number of voting precincts needed in the
8080 county, as determined by the county commission but in
8181 compliance with Section 17-6-3, Code of Alabama 1975, to
8282 calculate the average number of voters per precinct, and then
8383 determine the precinct boundaries so that the deviation of the
8484 number of voters assigned to any voting precinct is within
8585 five percentage points, plus or minus, of the average number.
8686 (2) A schedule for adjusting voting precinct boundaries
8787 after the Legislature adopts redistricting maps following each
8888 federal decennial census, as provided in Sections 16-3-1.1,
8989 17-14-70, 29-1-1.2, and 29-1-2.3, Code of Alabama 1975, or any
9090 successor law providing for redistricting, which shall occur
9191 no later than two years after adoption of the redistricting
9292 maps.
9393 Section 2. Notwithstanding any law to the contrary,
9494 each county commission shall redraw voting precinct boundaries

124124 each county commission shall redraw voting precinct boundaries
125125 in a manner that complies with subdivision (1) of Section 1
126126 not later than July 1, 2025, based on the redistricting maps
127127 adopted by the Legislature after the 2020 federal decennial
128128 census and shall submit the updated map, legal description,
129129 and geographical boundaries of each voting precinct, as
130130 required under Section 17-6-2, Code of Alabama 1975, to the
131131 Permanent Legislative Committee on Reapportionment.
132132 Section 3. This act shall become effective on October
133133 1, 2024.
