House Bill 51 as reported by the Committee on Finance and Taxation Education would decrease
sales and use tax receipts to the Education Trust Fund by an estimated $3.1 million annually, in
fiscal years 2025 through 2029, by exempting the gross proceeds of the sale of hearing
instruments from sales and use tax.
This bill could also decrease sales and use tax receipts to local governments by an undetermined
amount dependent on the cost of hearing instruments sold within any locality that adopts an
exemption from local sales and use tax, pursuant to this bill, and the applicable local tax rate.
