1717 SYNOPSIS:
1818 This bill would propose an amendment to the
1919 Constitution of Alabama of 2022, to provide that
2020 parents have a fundamental right to direct the
2121 upbringing, education, care, and control of their
2222 children.

2626 Proposing an amendment to the Constitution of Alabama
2727 of 2022, to provide that parents have a fundamental right to
2828 direct the upbringing, education, care, and control of their
2929 children.
3030 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
3131 Section 1. The following amendment to the Constitution
3232 of Alabama of 2022, is proposed and shall become valid as a
3333 part of the constitution when all requirements of this act and
3434 applicable constitutional provisions are fulfilled:

3636 Parents have a fundamental right to direct the
3737 upbringing, education, care, and control of their children.

6868 Upon ratification of this constitutional amendment, the
6969 Code Commissioner shall number and place this amendment as
7070 appropriate in the constitution omitting this instructional
7171 paragraph and may make the following nonsubstantive revisions:
7272 change capitalization, hierarchy, spelling, and punctuation
7373 for purposes of style and uniformity; correct manifest
7474 grammatical, clerical, and typographical errors; revise
7575 internal or external citations and cross-references; and
7676 translate effective dates.
7777 Section 2. An election upon the proposed amendment
7878 shall be held in accordance with Sections 284 and 285 of the
7979 Constitution of Alabama of 2022, and the election laws of this
8080 state.
8181 Section 3. The appropriate election official shall
8282 assign a ballot number for the proposed constitutional
8383 amendment on the election ballot and shall set forth the
8484 following description of the substance or subject matter of
8585 the proposed constitutional amendment:
8686 "Proposing an amendment to the Constitution of Alabama
8787 of 2022, to provide that parents have a fundamental right to
8888 direct the upbringing, education, care, and control of their
8989 children.
9090 Proposed by Act ____. "
9191 This description shall be followed by the following
9292 language:
9393 "Yes( ) No( )."
