17	17	SYNOPSIS:
18	18	This bill would propose an amendment to the
19	19	Constitution of Alabama of 2022, to provide that
20	20	parents have a fundamental right to direct the
21	21	upbringing, education, care, and control of their
22	22	children.

24	24	TO BE ENTITLED
25	25	AN ACT
26	26	Proposing an amendment to the Constitution of Alabama
27	27	of 2022, to provide that parents have a fundamental right to
28	28	direct the upbringing, education, care, and control of their
29	29	children.
30	30	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
31	31	Section 1. The following amendment to the Constitution
32	32	of Alabama of 2022, is proposed and shall become valid as a
33	33	part of the constitution when all requirements of this act and
34	34	applicable constitutional provisions are fulfilled:
35	35	PROPOSED AMENDMENT
36	36	Parents have a fundamental right to direct the
37	37	upbringing, education, care, and control of their children.

68	68	Upon ratification of this constitutional amendment, the
69	69	Code Commissioner shall number and place this amendment as
70	70	appropriate in the constitution omitting this instructional
71	71	paragraph and may make the following nonsubstantive revisions:
72	72	change capitalization, hierarchy, spelling, and punctuation
73	73	for purposes of style and uniformity; correct manifest
74	74	grammatical, clerical, and typographical errors; revise
75	75	internal or external citations and cross-references; and
76	76	translate effective dates.
77	77	Section 2. An election upon the proposed amendment
78	78	shall be held in accordance with Sections 284 and 285 of the
79	79	Constitution of Alabama of 2022, and the election laws of this
80	80	state.
81	81	Section 3. The appropriate election official shall
82	82	assign a ballot number for the proposed constitutional
83	83	amendment on the election ballot and shall set forth the
84	84	following description of the substance or subject matter of
85	85	the proposed constitutional amendment:
86	86	"Proposing an amendment to the Constitution of Alabama
87	87	of 2022, to provide that parents have a fundamental right to
88	88	direct the upbringing, education, care, and control of their
89	89	children.
90	90	Proposed by Act ____. "
91	91	This description shall be followed by the following
92	92	language:
93	93	"Yes( ) No( )."
