15	15	HR____ HONORING JOHNNY FRANK MCKINNEY FOR HIS RECOGNITION BY
16	16	THE WILLIE AND BETTY FARRIOR FAMILY FOUNDATION FOR
17	17	OUTSTANDING SERVICE TO HIS COMMUNITY.
18	18	WHEREAS, highest commendations are herein presented
19	19	to Johnny Frank McKinney who will be honored by the Willie
20	20	and Betty Farrior Family Foundation for outstanding service
21	21	to the Talladega Community and the great State of Alabama;
22	22	and
23	23	WHEREAS, the Willie and Betty Farrior Family
24	24	Foundation is a nonprofit organization established in March
25	25	2017 by Colonel (Retired) Cedrick A. Farrior in memory of
26	26	his grandparents; both were native Alabamians who
27	27	unfortunately lost their vision at an early age; they
28	28	attended the Alabama School for the Negro Deaf and Blind in
29	29	Talladega, Alabama, and they married in October 1945;
30	30	Willie became the first Black blind individual to be
31	31	employed at the Alabama Industries for the Blind in June
32	32	1950; Willie Farrior was employed until he retired after 40
33	33	years, and Betty Farrior retired after 27 years of
34	34	employment; their persistence for excellence despite having
35	35	to overcome many obstacles and their commitment to serving
36	36	others made lasting impressions that are still present
37	37	today; and
38	38	WHEREAS, the Willie and Betty Farrior Family

68	68	WHEREAS, the Willie and Betty Farrior Family
69	69	Foundation was founded to promote the idea of "selfless
70	70	service with a purpose" and to inspire and support the
71	71	community; in addition to providing Foundation Scholarships
72	72	and a Front of The Line Pre-Apprenticeship Program, they
73	73	recognize individuals who are making a difference through
74	74	tremendous efforts and achievements in the Talladega
75	75	Community; and
76	76	WHEREAS, one such outstanding individual deserving of
77	77	recognition for his community leadership is Johnny Frank
78	78	McKinney; born on October 4, 1952, to Katie Mae and Frank
79	79	McKinney, he was educated in Talladega and a member of the
80	80	first graduating class after the full integration of
81	81	Talladega High School in 1971; and
82	82	WHEREAS, subsequently, Dr. McKinney joined the United
83	83	States Navy and demonstrated loyalty, duty, selfless
84	84	service, and integrity until his honorable discharge; he
85	85	became employed with the Department of Defense and retired
86	86	after 28 years of Federal Civilian Service at Fort McClellan
87	87	where he worked as the Transportation Motor Pool Officer;
88	88	and
89	89	WHEREAS, Dr. McKinney earned an Associate Degree from
90	90	Gadsden State Community College and a Bachelor Degree in
91	91	Theology from Birmingham Baptist Bible College; he was later
92	92	awarded an Honorary Doctorate Degree from Rushing Springs
93	93	School of Theology in Sylacauga; and
94	94	WHEREAS, he has served as Pastor of the Rocky Mount
95	95	Missionary Baptist Church since March of 1991; he and his
96	96	wife, Josephine McKinney, are committed to their church

126	126	wife, Josephine McKinney, are committed to their church
127	127	family and faithfully lead them in community outreach
128	128	projects; and
129	129	WHEREAS, he is very involved in his community and a
130	130	member of many organizations, including NAACP, AARP, the
131	131	Talladega County Democratic Conference, and the Knoxville
132	132	Improvement Association; he has served as both the 2nd Vice
133	133	President and Secretary of the Northeast District State
134	134	Convention, and is a past instructor for the Alabama State
135	135	Congress of Christian Education; and
136	136	WHEREAS, Dr. McKinney is currently the Dean of the
137	137	Rushing Springs School of Theology and an instructor of the
138	138	Certificate of Progress Program for the Congress of
139	139	Christian Education at the Rushing Springs District Center;
140	140	he served as Moderator of the Rushing Springs District
141	141	Association from 2010-2018; and
142	142	WHEREAS, Dr. McKinney serves a Trustee for Selma
143	143	University, a Chaplain at Citizens Baptist Medical Center,
144	144	and an appointed board member for the Talladega Housing
145	145	Authority; his commitment to education has extended to
146	146	working as a substitute teacher for the Talladega City
147	147	School System; now therefore,
148	148	BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE
149	149	LEGISLATURE OF ALABAMA, That we heartily congratulate Mr.
150	150	Johnny Frank McKinney on being honored by the Willie and
151	151	Betty Farrior Family Foundation for his outstanding service
152	152	to the Talladega Community and the State of Alabama, and
153	153	this resolution is offered with utmost appreciation to him,
154	154	along with best wishes in all future endeavors.
