1515 HR____ HONORING JOHNNY FRANK MCKINNEY FOR HIS RECOGNITION BY
1616 THE WILLIE AND BETTY FARRIOR FAMILY FOUNDATION FOR
1717 OUTSTANDING SERVICE TO HIS COMMUNITY.
1818 WHEREAS, highest commendations are herein presented
1919 to Johnny Frank McKinney who will be honored by the Willie
2020 and Betty Farrior Family Foundation for outstanding service
2121 to the Talladega Community and the great State of Alabama;
2222 and
2323 WHEREAS, the Willie and Betty Farrior Family
2424 Foundation is a nonprofit organization established in March
2525 2017 by Colonel (Retired) Cedrick A. Farrior in memory of
2626 his grandparents; both were native Alabamians who
2727 unfortunately lost their vision at an early age; they
2828 attended the Alabama School for the Negro Deaf and Blind in
2929 Talladega, Alabama, and they married in October 1945;
3030 Willie became the first Black blind individual to be
3131 employed at the Alabama Industries for the Blind in June
3232 1950; Willie Farrior was employed until he retired after 40
3333 years, and Betty Farrior retired after 27 years of
3434 employment; their persistence for excellence despite having
3535 to overcome many obstacles and their commitment to serving
3636 others made lasting impressions that are still present
3737 today; and
3838 WHEREAS, the Willie and Betty Farrior Family

6868 WHEREAS, the Willie and Betty Farrior Family
6969 Foundation was founded to promote the idea of "selfless
7070 service with a purpose" and to inspire and support the
7171 community; in addition to providing Foundation Scholarships
7272 and a Front of The Line Pre-Apprenticeship Program, they
7373 recognize individuals who are making a difference through
7474 tremendous efforts and achievements in the Talladega
7575 Community; and
7676 WHEREAS, one such outstanding individual deserving of
7777 recognition for his community leadership is Johnny Frank
7878 McKinney; born on October 4, 1952, to Katie Mae and Frank
7979 McKinney, he was educated in Talladega and a member of the
8080 first graduating class after the full integration of
8181 Talladega High School in 1971; and
8282 WHEREAS, subsequently, Dr. McKinney joined the United
8383 States Navy and demonstrated loyalty, duty, selfless
8484 service, and integrity until his honorable discharge; he
8585 became employed with the Department of Defense and retired
8686 after 28 years of Federal Civilian Service at Fort McClellan
8787 where he worked as the Transportation Motor Pool Officer;
8888 and
8989 WHEREAS, Dr. McKinney earned an Associate Degree from
9090 Gadsden State Community College and a Bachelor Degree in
9191 Theology from Birmingham Baptist Bible College; he was later
9292 awarded an Honorary Doctorate Degree from Rushing Springs
9393 School of Theology in Sylacauga; and
9494 WHEREAS, he has served as Pastor of the Rocky Mount
9595 Missionary Baptist Church since March of 1991; he and his
9696 wife, Josephine McKinney, are committed to their church

126126 wife, Josephine McKinney, are committed to their church
127127 family and faithfully lead them in community outreach
128128 projects; and
129129 WHEREAS, he is very involved in his community and a
130130 member of many organizations, including NAACP, AARP, the
131131 Talladega County Democratic Conference, and the Knoxville
132132 Improvement Association; he has served as both the 2nd Vice
133133 President and Secretary of the Northeast District State
134134 Convention, and is a past instructor for the Alabama State
135135 Congress of Christian Education; and
136136 WHEREAS, Dr. McKinney is currently the Dean of the
137137 Rushing Springs School of Theology and an instructor of the
138138 Certificate of Progress Program for the Congress of
139139 Christian Education at the Rushing Springs District Center;
140140 he served as Moderator of the Rushing Springs District
141141 Association from 2010-2018; and
142142 WHEREAS, Dr. McKinney serves a Trustee for Selma
143143 University, a Chaplain at Citizens Baptist Medical Center,
144144 and an appointed board member for the Talladega Housing
145145 Authority; his commitment to education has extended to
146146 working as a substitute teacher for the Talladega City
147147 School System; now therefore,
148148 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE
149149 LEGISLATURE OF ALABAMA, That we heartily congratulate Mr.
150150 Johnny Frank McKinney on being honored by the Willie and
151151 Betty Farrior Family Foundation for his outstanding service
152152 to the Talladega Community and the State of Alabama, and
153153 this resolution is offered with utmost appreciation to him,
154154 along with best wishes in all future endeavors.
