15	15	HR___ MOURNING THE DEATH AND CELEBRATING THE LIFE OF HERBERT
16	16	STEVENS PALMER, JR.
17	17	WHEREAS, it is with profound sorrow that we note the
18	18	death of United States Veteran Herbert Stevens Palmer, Jr.
19	19	of Birmingham, Alabama, on February 16, 2024, at the age of
20	20	75; and
21	21	WHEREAS, his departure leaves a void in the lives of
22	22	his loving family, many friends, and the community where he
23	23	was highly regarded; and
24	24	WHEREAS, Herbert Palmer was born on September 6,
25	25	1948, to Herbert and Essie Palmer in Birmingham; he attended
26	26	Princeton Elementary School and graduated from A.H. Parker
27	27	High School in 1966; in 1968, he enlisted in the United
28	28	Stated Armed Forces from a desire to serve his country,
29	29	which he did, honorably and with merit, for two years; and
30	30	WHEREAS, Mr. Palmer had a love of art and a passion
31	31	for flying; he became an accomplished pilot in 1971; he was
32	32	also a devoted member of Trinity Baptist Church, where he
33	33	served faithfully throughout his life; and
34	34	WHEREAS, Mr. Palmer will be lovingly remembered by
35	35	his devoted wife of 23 years, Barbara Palmer; daughter, Reva
36	36	L. Palmer; stepsons, Jarrod Jones and Justin Jones;
37	37	brother-in-law, Wayne Gates (Samantha); sisters-in-law,
38	38	Glenda Rankin (Eugene) and Sonja G. Moore; special cousins,

69	69	Roosevelt Bell, Janice McShan, Yolanda Allen, and Deborah
70	70	Pope (Alphonso); goddaughter, Victoria A. Vinziant; and a
71	71	host of other family and friends; and
72	72	WHEREAS, although his presence will be greatly
73	73	missed, the memory of Mr. Palmer will be cherished in the
74	74	hearts of all who knew and loved him; now therefore,
75	75	BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE
76	76	LEGISLATURE OF ALABAMA, That the death of Herbert Stevens
77	77	Palmer, Jr. is recorded with deep sadness, and this
78	78	resolution is offered to his family in tribute to his life
79	79	and with heartfelt sympathy to his loved ones whose grief is
80	80	shared by many.
