15+SYNOPSIS:
16+In the 2021 Regular Session, the Study
17+Commission on Interagency Cooperation and Collaboration
18+on the Rehabilitation and Reintegration of Formerly
19+Incarcerated Individuals was created.
20+Under existing law, the study commission is
21+dissolved on the fifth legislative day of the 2023
22+Regular Session.
23+This bill would extend the dissolution date
24+until the fifth legislative day of the 2025 Regular
25+Session.
26+This bill would add additional members to the
27+commission.
28+This bill would provide for retroactive effect.
29+This bill would also provide for the payment of
30+expenses.

1634 Relating to the Study Commission on Interagency
1735 Cooperation and Collaboration on the Rehabilitation and
1836 Reintegration of Formerly Incarcerated Individuals; to amend
19-Section 3 of Act 2021-478, 2021 Regular Session, as amended by
20-Act 2022-409 of the 2022 Regular Session, to extend the
21-dissolution date of the study commission, to add additional
22-members to the commission; to provide for retroactive effect,
23-and to provide for expenses.
24-BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
25-Section 1. Section 3 of Act 2021-478 of the 2021
26-Regular Session, as amended by Act 2022-409 of the 2022
27-Regular Session, is amended to read as follows:
28-"Section 3. (a) There is established a Study Commission
29-on Interagency Cooperation and Collaboration on the
30-Rehabilitation and Reintegration of Formerly Incarcerated
31-Individuals, which shall consist of all of the following:
32-(1) One member of the House of Representatives,
33-appointed by the Speaker of the House.
34-(2) One member of the Senate, appointed by the
35-President Pro Tempore.
36-(3) One member of the House of Representatives,
37-appointed by the Minority Leader of the House of
38-Representatives.
39-(4) One member of the Senate, appointed by the Minority
40-Leader of the Senate.

91-(15) A district attorney appointed by the Alabama
92-District Attorneys Association.
93-(16) Two at-large members appointed by the chair.
94-(b) The Director of Pardons and Paroles, or his or her
95-designee, shall serve as the chair of the commission. A vice
96-chair shall be designated by a majority vote of the quorum of
97-the membership at its first meeting. A quorum shall consist of
98-a majority of the membership.

137+(b) The Director of Pardons and Paroles, or his or her
138+designee, shall serve as the chair of the commission. A vice

129142 (c) The membership of the commission shall be inclusive
130143 and reflect the racial, gender, geographic areas, urban,
131144 rural, and economic diversity of the state.
132145 (d) The commission shall have all of the following
133146 duties:
134147 (1) Develop and present a strategic plan to make
135148 communities safer by reducing recidivism and victimization and
136149 assist individuals who return from prison to become productive
137150 citizens and save taxpayer dollars by lowering the direct and
138151 collateral costs of incarceration.
139152 (2) Identify, implement, and promote evidence-based
140-research, policies, strategies, and programming to support
141-successful reentry and reintegration.
142-(3) Promote partnerships and collaboration among state
143-agencies and with local governments and organizations to
144-effectively and cost-efficiently advance reentry and
145-reintegration efforts and eliminate duplication of services.
146-(4) Develop strategies to expand access to educational
147-programs and support programs upon reentry.
148-(5) Develop strategies to assure access to health care
149-coverage and behavioral health services upon reentry.
150-(6) Identify and address unwarranted barriers to
151-successful reentry.
152-(7) Pursue partnerships with employers, agencies, and
153-business leaders to create a pipeline for job placement that
154-strengthens the state's workforce participation rate.
155-(e)(1) The commission shall hold its first meeting no
156-later than June 1, 2021, with the date, time, and location of

198+(e)(1) The commission shall hold its first meeting no

188201 Paroles, or his or her designee.
189202 (2) At the first meeting, the commission shall elect a
190203 vice chair, elect other officers as determined by the
191204 commission, and set dates, times, and locations of subsequent
192205 meetings.
193206 (3) The commission shall meet at least monthly and
194207 shall report its findings, conclusions, and recommendations to
195208 the Legislature no later than the fifth tenth legislative day
196209 of the 2023 2025 Regular Session, whereupon the commission
197210 shall stand dissolved and discharged of any further duties and
198-liabilities.
199-(f) The House of Representatives and the Senate shall
200-provide the necessary staff and support to the commission to
201-perform its duties.
202-(g) Expenses incurred by the commission before or after
203-the effective date of the act adding this subsection shall be
204-paid from funds appropriated to the Legislature, not to exceed
205-a total of five thousand dollars ($5,000).
206-(h) Members of the commission shall serve without
207-compensation, but may be reimbursed for necessary expenses in
208-attending meetings of the commission according to policies and
209-procedures of their respective appointing authority or
210-employing agency.
211-(i) Legislative members of the commission shall be
212-entitled to their legislative compensation, per diem, and
213-travel expenses for each day they attend a meeting of the
214-commission, in accordance with Amendment 871 Section 49 of the
