1515 SYNOPSIS:
1616 This bill would propose an amendment to the
1717 Constitution of Alabama of 2022, to remove any real
1818 property owned by the University of Mobile in the
1919 corporate limits of any municipality from the corporate
2020 limits of the municipality.

2424 To propose an amendment to the Constitution of Alabama
2525 of 2022, to remove any real property owned by the University
2626 of Mobile in the corporate limits of any municipality from the
2727 corporate limits of the municipality.
2828 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
2929 Section 1. The Legislature finds in proposing this
3030 amendment, that the University of Mobile is a statewide
3131 university, serving students throughout the state and from
3232 other states. The Legislature further finds that the
3333 University of Mobile is in need of expanding its access to
3434 water and sewer services, which can best be accomplished by
3535 deannexing from the municipality of which it is currently a
3636 part of.

6767 Section 2. The following amendment to the Constitution
6868 of Alabama of 2022, is proposed:
6969 PROPOSED AMENDMENT
7070 On the effective date of the ratification of this
7171 amendment, all real property of the University of Mobile, a
7272 nonprofit university in this state, in the corporate limits of
7373 any municipality, is removed and deannexed from the corporate
7474 limits of the municipality.
7575 Upon ratification of this constitutional amendment, the
7676 Code Commissioner shall number and place this amendment as
7777 appropriate in the constitution omitting this instructional
7878 paragraph and may make the following nonsubstantive revisions:
7979 change capitalization, hierarchy, spelling, and punctuation
8080 for purposes of style and uniformity; correct manifest
8181 grammatical, clerical, and typographical errors; revise
8282 internal or external citations and cross-references; harmonize
8383 language; and translate effective dates.
8484 END PROPOSED AMENDMENT
8585 Section 3. An election upon the proposed amendment
8686 shall be held in accordance with Sections 284, 284.01, and 285
8787 of the Constitution of Alabama of 2022, and the election laws
8888 of this state. The appropriate election official shall assign
8989 a ballot number for the proposed constitutional amendment on
9090 the election ballot and shall set forth the following
9191 description of the substance or subject matter of the proposed
9292 constitutional amendment:
9393 "Relating to Mobile County, proposing an amendment to
