16	16	This bill would propose an amendment to the
17	17	Constitution of Alabama of 2022, relating to Winston
18	18	County; to vacate a portion of former Winston County
19	19	Road 1, as it existed prior to the creation of Lewis
20	20	Smith Lake, from its intersection with Lot 6 of
21	21	Tidwells Yellow Creek Subdivision No. 2 to its
22	22	intersection with Lewis Smith Lake.

24	24	TO BE ENTITLED
25	25	AN ACT
26	26	To propose an amendment to the Constitution of Alabama
27	27	of 2022, relating to Winston County; to vacate a portion of
28	28	former Winston County Road 1, as it existed prior to the
29	29	creation of Lewis Smith Lake, from its intersection with Lot 6
30	30	of Tidwells Yellow Creek Subdivision No. 2 to its intersection
31	31	with Lewis Smith Lake.
32	32	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
33	33	Section 1. The following amendment to the Constitution
34	34	of Alabama of 2022, is proposed:

36	36	Notwithstanding any other provision of law, a portion

66	66	Notwithstanding any other provision of law, a portion
67	67	of former Winston County Road 1, as it existed prior to the
68	68	creation of Lewis Smith Lake, and any right-of-way adjacent to
69	69	the road from its intersection with the eastern boundary of
70	70	Lot 6 of Tidwells Yellow Creek Subdivision No. 2 (Map Book 1,
71	71	Page 138), also known as 234 Winston County Road 3139, to its
72	72	intersection with Lewis Smith Lake is closed, vacated, and
73	73	abandoned and the underlying fee simple of the portion of
74	74	former County Road 1 as described above shall vest in the
75	75	abutting landowner or landowners. Winston County shall be
76	76	divested of all public rights and liabilities in the portion
77	77	of former County Road 1 as described above.
78	78	Upon ratification of this constitutional amendment, the
79	79	Code Commissioner shall number and place this amendment as
80	80	appropriate in the constitution omitting this instructional
81	81	paragraph and may make the following nonsubstantive revisions:
82	82	change capitalization, hierarchy, spelling, and punctuation
83	83	for purposes of style and uniformity; correct manifest
84	84	grammatical, clerical, and typographical errors; revise
85	85	internal or external citations and cross-references; and
86	86	translate effective dates.
87	87	END PROPOSED AMENDMENT
88	88	Section 2. An election upon the proposed amendment
89	89	shall be held in accordance with Sections 284, 284.01, and 285
90	90	of the Constitution of Alabama of 2022, and the election laws
91	91	of this state. The appropriate election official shall assign
92	92	a ballot number for the proposed constitutional amendment on
93	93	the election ballot and shall set forth the following
94	94	description of the substance or subject matter of the proposed
