	15	+	SYNOPSIS:
	16	+	Under existing law, the membership of the
	17	+	Jacksonville State University Board of Trustees
	18	+	includes two at-large members; one of whom resides
	19	+	within this state and one of whom resides outside of
	20	+	this state.
	21	+	This bill would increase and revise the at-large
	22	+	membership of the board to include four at-large
	23	+	members who reside either within or outside of this
	24	+	state.

17	27		AN ACT
18	28		Relating to Jacksonville State University; to amend
19	29		Section 16-52-3, Code of Alabama 1975, to increase and revise
20	30		the at-large membership of the board of trustees to include
21		-	four at-large members~~, two of whom~~ reside within ~~this state~~
22		-	~~and two of whom reside outside of~~ this state.

23	33		BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
24	34		Section 1. Section 16-52-3 of the Code of Alabama 1975,
25	35		is amended to read as follows:
26	36		"§16-52-3
27		-	(a) There is created a Board of Trustees for
28		-	Jacksonville State University, the state educational
29		-	institution formerly known as Jacksonville State College at
30		-	Jacksonville, Alabama.
31		-	(b) The board of trustees shall consist of two members
32		-	from the congressional district in which the institution is
33		-	located, one from each of the other congressional districts in
34		-	the state, one two at-large member members from thethis
35		-	state, one two at-large member members from members who reside
36		-	either within or outside of the this state, and the Governor,
37		-	who shall be ex officio president of the board.

	67	+	(a) There is created a Board of Trustees for
	68	+	Jacksonville State University, the state educational
	69	+	institution formerly known as Jacksonville State College at
	70	+	Jacksonville, Alabama.
	71	+	(b) The board of trustees shall consist of two members
	72	+	from the congressional district in which the institution is
	73	+	located, one from each of the other congressional districts in
	74	+	the state, one at-large member from the state, one four
	75	+	at-large member from members who reside either within or
	76	+	outside of the this state, and the Governor, who shall be ex
	77	+	officio president of the board.
68	78		(c) The trustees shall be appointed by the Governor, by
69	79		and with the advice and consent of the Senate and , commencing
70	80		on May 26, 2015, shall be appointed to hold office for a term
71	81		of six years and until their successors shall be appointed and
72	82		qualified. No trustee shall be appointed to serve more than a
73	83		total of three full terms.
74	84		(d) No trustee shall receive any pay or emolument other
75	85		than his or her actual expenses incurred in the discharge of
76	86		his or her duties as such.
77	87		(e) A trustee who has attained the age of 75 years
78	88		during a term of office may continue to serve until the
79	89		expiration of that term. A trustee who has departed the board
80	90		and who has attained the age of 70 years or older may be
81	91		designated by the board as a Trustee Emeritus and may receive
82	92		such honorary privileges as conferred by the board.
83	93		(f) No employee of Jacksonville State University shall
84	94		be eligible to serve on its board of trustees."
