	16	+	This bill would propose an amendment to the
	17	+	Constitution of Alabama of 2022, relating to Etowah
	18	+	County, to authorize the Legislature to fix and
	19	+	regulate court costs by general or local law; and to
	20	+	ratify all previously collected court costs.
	21	+	A BILL
	22	+	TO BE ENTITLED
	23	+	AN ACT
16	24		To propose an amendment to the Constitution of Alabama
17	25		of 2022, relating to Etowah County, to amend Section 28-2.00,
18	26		Constitution of Alabama of 2022; to authorize the Legislature
19	27		to fix and regulate court costs by general or local law; and
20	28		to ratify all previously collected court costs.
21	29		BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
22	30		Section 1. The following amendment to the Constitution
23	31		of Alabama of 2022, is proposed:
24	32		PROPOSED AMENDMENT
25	33		Section 28-2.00 of the Constitution of Alabama of 2022,
26	34		is amended to read as follows:
27	35		"Section 28-2.00
28	36		(a) The legislature Legislature, by general or local
29		-	law, may by general or local law provide that a trial tax or
30		-	charge on litigation of not more than ... dollars (...) shall
31		-	be taxed as costs in any case, action, or proceeding hereafter
32		-	filed in the circuit court of fix, regulate, and alter the
33		-	costs and charges of courts in Etowah county, whether at law
34		-	or in equity, and that a like tax or charge of not more than
35		-	... dollars (...) shall be taxed as cost in any case hereafter
36		-	filed in the Etowah county court, the proceeds of such tax or
37		-	charge shall be used for establishing, equipping, maintaining
38		-	and operating the public law library in Etowah county
39		-	established pursuant to Act No. 191, H. 596, which became
40		-	effective August 1, 1955 (Acts of Alabama 1955, page 485),
41		-	including the payment of the salaries of the personnel needed

	66	+	(a) The legislature Legislature, by general or local

79	85		Upon ratification of this constitutional amendment, the
80	86		Code Commissioner shall number and place this amendment as
81	87		appropriate in the constitution omitting this instructional
82	88		paragraph and may make the following nonsubstantive revisions:
83	89		change capitalization, hierarchy, spelling, and punctuation
84	90		for purposes of style and uniformity; correct manifest
85	91		grammatical, clerical, and typographical errors; revise
86	92		internal or external citations and cross-references; and
87	93		translate effective dates.
88	94		END PROPOSED AMENDMENT
89		-	Section 2. An election upon the proposed amendment
90		-	shall be held in accordance with Sections 284, 284.01, and 285
91		-	of the Constitution of Alabama of 2022, and the election laws
92		-	of this state. The appropriate election official shall assign
93		-	a ballot number for the proposed constitutional amendment on
94		-	the election ballot and shall set forth the following
95		-	description of the substance or subject matter of the proposed
96		-	constitutional amendment:
97		-	"Relating to Etowah County, proposing an amendment to
98		-	the Constitution of Alabama of 2022, to authorize the

	125	+	Section 2. An election upon the proposed amendment
