1717 SYNOPSIS:
1818 Under existing law, certain items are considered
1919 election expenses that must be reimbursed to counties
2020 by the state.
2121 This bill would include additional items that
2222 are considered election expenses that must be
2323 reimbursed to counties by the state.

2727 Relating to elections; to provide for additional items
2828 that are considered election expenses that must be reimbursed
2929 to counties by the state.
3030 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
3131 Section 1. Section 17-16-2, Code of Alabama 1975, is
3232 amended to read as follows:
3333 "ยง17-16-2
3434 As used in this chapter, the term "expenses" shall
3535 include the following items and any other items approved as
3636 reimbursable expenses by the Election Expense Reimbursement
3737 Committee pursuant to Section 17-16-2.1:
3838 (1) The compensation and mileage provided by law for

6868 (1) The compensation and mileage provided by law for
6969 election officials.
7070 (2) The compensation provided by law for the clerk or
7171 other official acting as absentee election manager.
7272 (3) The cost of necessary training and associated
7373 travel expenses as approved by the county commission for any
7474 individual appointed as the absentee election manager pursuant
7575 to Section 17-11-2.
7676 (3)(4) The costs of ballots, supplies, and other
7777 materials or equipment necessary for election officials to
7878 conduct elections as required by law and as certified by the
7979 judge of probate as chief election official of the county.
8080 (5) The costs incurred by the county commission in
8181 using electronic poll books pursuant to Section 17-4-2.1,
8282 including essential support equipment, software updates,
8383 populating the electronic poll books prior to each election,
8484 maintenance of the electronic poll books, and any other
8585 expenses necessary to comply with rules adopted by the
8686 Secretary of State pursuant to Section 17-4-2.1.
8787 (6) The costs incurred by the county commission in
8888 using electronic voting machines, including, but not limited
8989 to, the transport of electronic voting machines, essential
9090 support equipment, software updates, maintenance of the
9191 electronic voting machines, and storage of electronic voting
9292 machines in non-governmental facilities.
9393 (7) The costs incurred by the county commission for
9494 rental payments to a facility used as a polling place.
9595 (4)(8) The costs of absentee ballots, supplies,
9696 postage, and other materials required by law to be furnished

128128 (5)(9) The cost of preparing and furnishing the lists
129129 of qualified electors to the election officials as required by
130130 law.
131131 (6)(10) The cost of publishing any notice or other item
132132 related to any election and required by law, including, but
133133 not limited to, the publication of notice of any election and
134134 any voter lists.
135135 (b) This section shall apply to each primary and
136136 general election beginning with the election on November 5,
137137 2024."
138138 Section 2. This act shall become effective on October
139139 1, 2024.
