17	17	SYNOPSIS:
18	18	Under existing law, certain items are considered
19	19	election expenses that must be reimbursed to counties
20	20	by the state.
21	21	This bill would include additional items that
22	22	are considered election expenses that must be
23	23	reimbursed to counties by the state.

25	25	TO BE ENTITLED
26	26	AN ACT
27	27	Relating to elections; to provide for additional items
28	28	that are considered election expenses that must be reimbursed
29	29	to counties by the state.
30	30	BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
31	31	Section 1. Section 17-16-2, Code of Alabama 1975, is
32	32	amended to read as follows:
33	33	"§17-16-2
34	34	As used in this chapter, the term "expenses" shall
35	35	include the following items and any other items approved as
36	36	reimbursable expenses by the Election Expense Reimbursement
37	37	Committee pursuant to Section 17-16-2.1:
38	38	(1) The compensation and mileage provided by law for

68	68	(1) The compensation and mileage provided by law for
69	69	election officials.
70	70	(2) The compensation provided by law for the clerk or
71	71	other official acting as absentee election manager.
72	72	(3) The cost of necessary training and associated
73	73	travel expenses as approved by the county commission for any
74	74	individual appointed as the absentee election manager pursuant
75	75	to Section 17-11-2.
76	76	(3)(4) The costs of ballots, supplies, and other
77	77	materials or equipment necessary for election officials to
78	78	conduct elections as required by law and as certified by the
79	79	judge of probate as chief election official of the county.
80	80	(5) The costs incurred by the county commission in
81	81	using electronic poll books pursuant to Section 17-4-2.1,
82	82	including essential support equipment, software updates,
83	83	populating the electronic poll books prior to each election,
84	84	maintenance of the electronic poll books, and any other
85	85	expenses necessary to comply with rules adopted by the
86	86	Secretary of State pursuant to Section 17-4-2.1.
87	87	(6) The costs incurred by the county commission in
88	88	using electronic voting machines, including, but not limited
89	89	to, the transport of electronic voting machines, essential
90	90	support equipment, software updates, maintenance of the
91	91	electronic voting machines, and storage of electronic voting
92	92	machines in non-governmental facilities.
93	93	(7) The costs incurred by the county commission for
94	94	rental payments to a facility used as a polling place.
95	95	(4)(8) The costs of absentee ballots, supplies,
96	96	postage, and other materials required by law to be furnished

126	126	postage, and other materials required by law to be furnished
127	127	to the absentee election manager.
128	128	(5)(9) The cost of preparing and furnishing the lists
129	129	of qualified electors to the election officials as required by
130	130	law.
131	131	(6)(10) The cost of publishing any notice or other item
132	132	related to any election and required by law, including, but
133	133	not limited to, the publication of notice of any election and
134	134	any voter lists.
135	135	(b) This section shall apply to each primary and
136	136	general election beginning with the election on November 5,
137	137	2024."
138	138	Section 2. This act shall become effective on October
139	139	1, 2024.
