FN-EVI5222-2 Page 1 FISCAL NOTE Senate Bill 288 Committee: County & Municipal GovernmentSponsor: Senator Sam Givhan Analyst: Jennifer Farish Date: 04/10/2024 Senate Bill 288 as reported by the Committee on County and Municipal Government would increase the obligations of the Alabama Home Builder Licensure Board by an undetermined amount dependent on the cost to: 1) adopt a statewide residential building code (the Alabama Residential Building Code); and 2) create the Alabama Residential Building Code Division within the board, which may employ staff, provide funding to local jurisdictions, and apply for funding from other sources. These obligations may be offset by any funding received by the Alabama Residential Building Code Fund, created by this bill within the State Treasury and administered by the board, to be used for administration of the division and enforcement of the code. This bill would further require the unencumbered year-end balance of the fund, in excess of 25% of the amount appropriated for the fiscal year, to revert to the State General Fund.
