Senate Bill 291 as passed the Senate would increase the obligations of municipal general funds
by: (1) an estimated $450 for the first term of each elected or appointed municipal officials to
attend annual training required by this bill beginning after January 1, 2025; and (2) an estimated
$225 per municipal official per year to attend annual continuing education training. In addition,
this bill could further increase the obligations of municipal general funds by an undetermined
amount dependent upon the reasonable travel costs incurred to attend the in-person trainings
required by this bill.
This bill would also increase the administrative obligations of the Alabama Ethics Commission,
the Attorney General's Office, and the Department of Examiners of Public Accounts to provide
consultation for the development of any training provided pursuant to this bill.
